Short answer: You cannot reuse one e-way bill for several invoices, and you should not generate a second e-way bill against the same document. Generate one e-way bill for each invoice or other transport document. If those consignments travel together in one vehicle, a transporter may create a consolidated e-way bill that lists the individual bills; the consolidated document does not replace them.
A second bill is a different issue from a vehicle change, a correction, an expired movement or a returned shipment. Each situation has its own procedure under the GST rules and the official portal. Treat the invoice, the consignment and the actual movement as separate facts before taking action.

The basic GST rule: one invoice, one e-way bill
The Government of India’s official E-Way Bill System FAQ states that where multiple invoices are issued, multiple e-way bills must be generated. Its wording is unambiguous: “Multiple invoices cannot be clubbed to generate one EWB.” It also says: “That is, for each invoice, one EWB has to be generated, irrespective of the fact whether same or different consignors or consignees are involved.”
That means an existing e-way bill is not a reusable travel pass for later invoices, additional invoices or a fresh movement. The bill is tied to the document and the consignment described in it. If the document changes, the goods are sent back, or the transport movement changes in a way covered by the rules, assess whether a new bill is required instead of trying to reuse the old one.

What counts as the individual document
The portal’s duplicate checks use the consignor’s GSTIN, document type and document number. In practice, retain the exact invoice or other document details used to create the bill. A typographical difference in the document number can create a data problem, while submitting the same document number again can trigger a duplicate response.
When a consolidated e-way bill is allowed
Consolidation happens only after the underlying invoice-level bills exist. When several consignments are travelling in one vehicle, the transporter can indicate the serial numbers of the individual e-way bills and generate a consolidated e-way bill for that vehicle. The consolidated form is a transport-level summary; it does not merge the invoices or cancel the need to carry the individual bills.
| Document | What it covers | When it is created | Can it replace invoice-level bills? |
|---|---|---|---|
| Individual e-way bill | One invoice or other covered transport document and its consignment | For each document before the applicable movement | No individual bill is required for every covered invoice |
| Consolidated e-way bill | Multiple already-generated consignments moving in one vehicle | After the individual bills are available | No; the underlying bills remain necessary |
Example: three invoices in one truck
A supplier issues three invoices to the same customer and loads all three consignments on one truck. The compliant sequence is:
Recommended Free Tools
- Generate an individual e-way bill for invoice 1.
- Generate an individual e-way bill for invoice 2.
- Generate an individual e-way bill for invoice 3.
- Have the transporter create a consolidated e-way bill listing those three bills for the truck.
Creating only one bill for the total value of the three invoices would not follow the FAQ’s invoice-level instruction. The consolidated number is useful for vehicle-level handling, but it is not a substitute for the source documents.
Duplicate generation for the same document
A duplicate-generation attempt means trying to create another e-way bill using the same underlying document. The portal’s versioned API documentation describes a check based on consignor GSTIN, document type and document number. It says the consignor cannot generate a second bill after that document has already been used.

The same documentation says that when the consignor has already generated the bill, a consignee or transporter is also prevented from generating another bill for that document. An older version describes an alert path when the consignor has not used the document number and a consignee or transporter attempts generation. Separate release notes record a later change stating that duplicate generation for the same document by the consignor, consignee or transporter is not allowed.
Those are versioned technical descriptions, not permission to keep trying alternate credentials. The safe operational rule is to search for the existing bill, identify which party generated it, and use that bill if it matches the actual consignment. For an unusual API response, check the current portal instructions and the version of the API being used before proceeding.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat to check when the portal reports a duplicate
- Confirm the consignor GSTIN entered in the request.
- Compare the document type exactly with the invoice or other document.
- Check the document number, including prefixes, spaces and punctuation used by the accounting system.
- Search the portal for an existing bill created against that combination.
- Verify that the existing bill describes the same goods, parties and movement.
- Do not create a second bill merely because another user cannot see the first one.
If the existing bill belongs to the actual consignment and its details are correct, use the existing number in the transport records. If it contains a material error, follow the cancellation and regeneration process rather than attempting a second bill while the first remains active.
Reuse and duplicate generation are not the same question
These terms are often mixed together, but they describe different events:
| Situation | Question to answer | Typical action |
|---|---|---|
| Reuse | Can an existing bill cover another invoice or a later/different movement? | No automatic reuse. Check the new document and movement; generate the required new bill. |
| Duplicate generation | Is someone trying to create a second bill for the same document? | Find and use the existing bill, or correct it through cancellation and fresh generation when permitted. |
| Consolidation | Are several valid bills travelling together in one vehicle? | Create a consolidated e-way bill after the individual bills exist. |
| Vehicle transfer | Are goods moving in a different conveyance during transit? | Generate the new bill required before transfer and further movement. |
| Sales return | Are rejected goods travelling back to the supplier or another party? | Create a return-movement bill with the relevant return documentation. |
The fact that the same physical goods are involved does not by itself make an old bill reusable. The document and the movement must continue to match the bill’s details.

What to do when details are wrong
The official FAQ says a generated e-way bill cannot be edited or modified except for updating Part B. Part B contains transport details, so an allowed Part B update is not a general correction facility for invoice, value, party or document errors.
Correction procedure
- Stop and compare the generated bill with the invoice, delivery details and the actual consignment.
- Separate a transport-detail change from an incorrect document or consignment detail. A permitted Part B update is different from replacing invoice data.
- If the bill is wrong and the goods have not been transported, check whether the cancellation conditions and 24-hour window are still available.
- Cancel the incorrect bill electronically within 24 hours of generation when the goods were not transported or were not transported according to the bill.
- Generate a fresh bill using the corrected details and retain a record linking the cancelled number to the replacement.
CBIC’s e-way bill rule text prohibits cancellation after the bill has been verified in transit. Do not advise a user to cancel after such verification; escalate the discrepancy through the responsible tax and transport process instead.
Why making a second bill first is risky
If the original bill remains active, a second request can be rejected as a duplicate. Even if a second number is obtained through an unusual workflow, two active records for one document can make it unclear which bill accompanies the goods. Establish whether the first bill can lawfully be cancelled before creating a replacement.
Vehicle changes and multiple vehicles
Transfer from one conveyance to another
CBIC’s rule text states that a transporter transferring goods from one conveyance to another during transit must, before the transfer and further movement, generate a new e-way bill on the common portal in FORM GST INS-01 and specify the mode of transport. This is a movement-change procedure, not permission to reuse the original bill unchanged.
Record the reason for the transfer, the old and new vehicle details and the time of the update. The new bill or transport update should be completed before the goods continue in the replacement conveyance.

Movement in multiple vehicles
For specified movements in multiple vehicles, the API documentation describes preparing a delivery challan for the goods in each vehicle and generating one e-way bill per vehicle using the relevant delivery challan. The last vehicle should carry the original invoice. Confirm the exact current API and rule instructions for the movement type before automating this case, because the technical documentation is versioned.
Rejected goods and sales returns
The official FAQ describes a separate process for rejected goods being sent back. With the supplier’s or recipient’s help, obtain another e-way bill for the return movement, identify the transaction as a sales return and use the relevant documents. The outward journey’s bill should not be presented as the bill for the return trip simply because the goods are the same items.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Validity: two official descriptions that do not align perfectly
The current CBIC e-way bill rules page displays this distance-based validity table:
| Distance shown on the CBIC page | Displayed validity |
|---|---|
| Less than 100 km | One day |
| 100 km or more but less than 300 km | Three days |
| 300 km or more but less than 500 km | Five days |
| 500 km or more but less than 1,000 km | Ten days |
| 1,000 km or more | Fifteen days |
That page defines the relevant date as the date the e-way bill is generated and says validity is counted from the generation time.

It also says later Part B entries do not recalculate validity.
Best Value
Because both are official descriptions and the material does not establish that one wording supersedes the other for every current scenario, do not promise a universal validity calculation based only on one sentence. Check the current applicable rule, portal guidance and movement mode before dispatch, especially where the timing is close to expiry.
If validity expires
An expired bill is not made valid by copying its number to a new invoice or by treating a later vehicle as a continuation without checking the rules. Review whether the goods moved, whether the document is still the same, and what the portal currently permits. If a fresh bill is required, use the current transport and document details rather than reusing the expired record.
A practical workflow for dispatch teams
Before generating anything
- Match the invoice number, date, document type, parties and goods to the accounting record.
- Decide whether the movement is one consignment or several invoice-level consignments.
- Identify the expected transport mode and vehicle information.
- Search for an existing bill before asking another party to generate one.
For several invoices in one vehicle
- Create one bill for each invoice.
- Give the transporter every individual bill number and the matching consignment information.
- Have the transporter create the consolidated bill for that vehicle.
- Keep the individual bills available with the transport documents.
When a user sees a duplicate error
- Stop repeated submissions from different user accounts.
- Search using the consignor GSTIN, document type and document number.
- Compare the located bill with the physical consignment.
- If it is correct, use it; if it is wrong, determine whether cancellation is still legally available.
- For an API-only failure, record the request and response identifiers and verify behavior against the current API release notes.
Using API or bulk generation without creating duplicates
High-volume taxpayers and transporters can use portal APIs and bulk workflows, but automation should enforce the same document-level controls as manual entry. Keep a unique internal key composed of the consignor GSTIN, document type and document number. Before sending a create request, query or reconcile against previously stored e-way bill numbers. Treat a timeout as an unknown result until the portal response is checked; blindly retrying a timed-out request can produce duplicate attempts or conflicting records.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Access controls also matter. A consignee or transporter should be able to see whether the consignor has already generated the bill, while the system should prevent users from assuming that a different login creates a new entitlement. Version the integration, log the API response and map portal errors to a human review queue for unusual movements.
Common mistakes and their fixes
| Mistake | Why it fails | Fix |
|---|---|---|
| One bill for several invoices | The FAQ requires a bill for each invoice. | Create individual bills, then consolidate for one vehicle. |
| Second bill for the same invoice | Duplicate checks use consignor GSTIN, document type and number. | Find the existing bill and use it, or cancel and regenerate when permitted. |
| Editing invoice details after generation | Only Part B transport information may be updated through the stated FAQ procedure. | Use the cancellation-and-fresh-generation route, subject to the 24-hour and verification limits. |
| Continuing after a vehicle transfer with the old details | The rules require a new bill before transfer and further movement. | Complete the required new bill or transport update before movement continues. |
| Using the outward bill for rejected goods | A return is a new movement. | Create the return e-way bill with sales-return documentation. |
| Assuming a later Part B entry restarts validity | The FAQ says later Part B entries do not recalculate validity, while the CBIC page describes generation-time counting. | Verify the applicable current instruction for the movement. |
Compliance checklist
- There is one e-way bill for every invoice-level consignment.
- A consolidated bill, when used, lists existing individual bills for the same vehicle.
- No second bill is being requested for a document already used.
- The bill’s parties, document number, goods and value match the source document.
- Only permitted Part B transport updates are made after generation.
- Any cancellation occurs within 24 hours and before transit verification, where the rule conditions are met.
- A vehicle transfer is handled before further movement in the new conveyance.
- A multi-vehicle movement uses the required delivery challans and per-vehicle bills.
- A rejected shipment has a separate return bill.
- Validity is checked against the current rule and portal guidance rather than assumed from a previous movement.
Official wording and responsibility
The invoice-level and consolidation instructions come from the Government of India/NIC E-Way Bill System FAQ. The cancellation, vehicle-transfer and validity-table wording comes from the Central Board of Indirect Taxes and Customs e-way bill rules page. Technical duplicate-generation behavior is described in versioned e-way bill API documentation and release notes, so integrations should be checked against the current version before an edge case is automated.
These rules answer whether a bill may be reused or duplicated, but they do not replace applying the current notification and portal instructions to a particular movement. When the facts involve a verified transit bill, a disputed document number, a return across jurisdictions or an expired movement, preserve the records and obtain advice from the person responsible for GST compliance.
