Drugs, Rape and Massacres: How AI Can Expose Children to Extreme Content

AI can create or alter sexual, violent and other disturbing material, and children may encounter it through generated images and videos, chatbots, peer harassment or online sharing. The clearest current evidence concerns AI-generated child sexual abuse material (CSAM) and age-inappropriate sexual or violent content. The evidence here does not establish how often children see AI-generated depictions of drugs or massacres, so those examples should not be mistaken for measured trends.

Can AI show my child violent or sexual content?

Yes. A child may come across content made directly by a generative system, material manipulated from a real photograph, or an image or conversation circulated by another person. Exposure can happen in a chatbot, an image or video generator, a social platform, a group chat or a school setting. A service’s safeguards, moderation and reporting tools matter, but a system that is closed and centrally moderated has different controls from an openly downloadable model. Without comparative testing, those differences do not prove that one type is safer in practice.

OpenAI has identified “exposing minors to age-inappropriate content, such as graphic self-harm, sexual, or violent content” as a safety risk. That is a recognized product risk, not a measure of how many children encounter such material. Likewise, the evidence summarized here does not provide a reliable prevalence estimate for children seeing AI-generated drug imagery or massacre depictions.

How exposure can happen

Route What a child may encounter Why it matters
Generation or transformation New text, images, audio or video, including sexualized alterations of a real child’s clothed photo. A real child can be targeted even if no explicit photograph existed beforehand; synthetic material can also be copied and redistributed.
Chatbots and role-play Sexually explicit conversations, abusive scenarios or suggestions that encourage harm. A conversational system can make inappropriate interactions feel personal or continuous. UNICRI has reported sexually explicit chats in which systems act as children, as well as AI-generated guides or suggestions for abusing children.
Peer and school settings Bullying, sexual harassment, manipulated images or sexual material shared between minors. AI can be used by peers to humiliate, coerce or pressure another student; the harm is not limited to contact with an adult offender.
Online circulation Abuse images or videos shared, copied or encountered across services. Repeated distribution can compound harm to depicted children and increase the work needed to identify victims and investigate abuse.

How are deepfake nudes made from children’s photos?

Image-manipulation tools can be prompted to alter a photograph—for example, to make a clothed person appear nude or sexualized. The FBI describes this capability and related prosecutions. The resulting image may be synthetic, but it can still identify and target a real child. A recipient may also be unable to tell from appearance alone whether an image is authentic, manipulated or entirely generated.

These images can be used to threaten, shame, bully or extort a child, and may be redistributed beyond the original sender’s control. Their artificial origin does not make the impact on the child imaginary: a manipulated image can cause real humiliation and coercion, and circulation can re-victimize the person depicted.

What do the current figures show—and what do they not show?

The strongest quantified evidence available here concerns AI-generated child sexual abuse material, not children’s exposure to every kind of disturbing AI content. The reported numbers describe material identified or reports received by particular organizations; they are not a count of children who saw it.

Measure Reported figure How to interpret it
IWF reports of AI-generated CSAM 199 reports in 2024, rising to 426 in 2025 — Internet Watch Foundation data reported by the UK Department for Science, Innovation and Technology, 2025. Reports received by the IWF, not a measure of the number of children exposed.
AI-generated abuse videos identified 3,440 AI-generated child-sexual-abuse videos identified in 2025, with 65% Category A — Internet Watch Foundation, 2026. IWF defines Category A as its most severe category, including “rape, sexual torture, and bestiality.”
IWF reports and category comparison 311,610 IWF reports in 2025; in the UK Government’s cited comparison, AI-generated content had a higher Category A share than non-AI video, 33% versus 23% — UK Government factsheet, 2026. This is a comparison of category shares in the cited material, not proof that every AI system produces more severe content or that a child has encountered it.

The UK Department for Science, Innovation and Technology used the headline “New law to tackle AI child abuse images at source as reports more than double” for its November 12, 2025 press release. The figures show a serious increase in identified AI-generated abuse material, but they do not establish the frequency of children’s exposure to AI-generated drug or massacre imagery.

Is AI-generated child pornography illegal?

The legal answer depends on jurisdiction and the material involved. In the United States, the FBI says federal law prohibits producing, distributing, receiving, selling, accessing with intent to view, and possessing CSAM, including realistic computer-generated images. Its March 29, 2024 alert is titled “Child Sexual Abuse Material Created by Generative AI and Similar Online Tools is Illegal.” The alert also describes manipulated images made with generative AI or other content-manipulation tools.

In the United Kingdom, legislation and policy materials describe powers for designated bodies to scrutinize AI models and requirements aimed at preventing the generation or proliferation of synthetic CSAM. These statements should not be treated as a universal legal rule: definitions, offences and reporting procedures vary by country, and the legal status of a particular image can depend on the facts and local law.

Can chatbots groom children?

AI-related risk is not limited to an image generator. A chatbot may engage in sexualized or age-inappropriate conversation, and children can also be misled, bullied, harassed, groomed or extorted through interactions involving generative AI. NSPCC’s 2025 review identifies bullying, sexual harassment, grooming, extortion and misleading children among the risks.

These are distinct harms. Grooming and extortion involve coercion or manipulation; bullying and harassment may be carried out by peers; and a chatbot’s unsafe output is a product-safety problem even when there is no human offender in the conversation. UNICEF’s February 2026 issue brief describes AI-powered image and video tools that produce CSAM as an escalating threat to children’s rights and protection from sexual abuse and exploitation.

What should a parent do if a child receives an AI-generated nude?

  1. Stay calm and support the child. Reassure them that they can tell you what happened and that they are not to blame for receiving, being threatened with or being depicted in an image.
  2. Do not forward or repost the image. Sharing it can spread the harm and may create legal risk. Avoid asking the child to send it to you or to other people.
  3. Record the surrounding information without circulating the image. Note where it appeared, when it was received, the account or username involved, and any threatening messages or relevant links. If evidence needs to be preserved, ask the platform or appropriate authorities how to do that safely.
  4. Report it through the service where it appeared. Use the platform’s reporting or child-safety channel and request removal. If a school account, device or student group is involved, contact the school’s designated safeguarding or child-protection lead.
  5. Escalate threats or immediate danger. If the child is being extorted, threatened, contacted by an adult, or may be in immediate danger, contact local law enforcement or the child-protection authority. Reporting options differ by country.
  6. Keep checking in. Ask whether the image or messages have appeared elsewhere, whether anyone is pressuring the child, and whether they need support from a trusted counselor or child-protection professional.

How do schools report AI abuse images?

Schools should treat a sexualized AI image of a student as a safeguarding issue, not dismiss it as harmless because it may be fake. The relevant response can involve protecting the depicted student, stopping further sharing, recording the circumstances, using the platform’s reporting channel, and following local child-protection and law-enforcement procedures. The exact reporting route depends on the school’s jurisdiction and policies.

Staff should avoid circulating the image to colleagues or students and should not ask a student to distribute it as proof. A school can record who found the material, where and when it appeared, and the accounts involved, then seek guidance from the designated safeguarding lead and appropriate authorities. The U.S. Office of Justice Programs national study emphasizes better law-enforcement record-keeping and preparedness to recognize technology-facilitated crimes; it does not prescribe a single school procedure for every jurisdiction.

Are AI companies required to stop this?

Requirements and enforcement powers vary by country. UK legislation and policy give designated bodies powers to scrutinize AI models and require safeguards intended to prevent synthetic CSAM from being generated or proliferated. The FBI’s U.S. alert explains that existing federal prohibitions apply to CSAM, including realistic computer-generated images. Those measures do not mean that all AI companies everywhere face identical duties or that illegal material can be prevented in every case.

Child-safety guidance from UNICEF, NSPCC, eSafety and OpenAI supports a safety-by-design approach: controls on data and models, pre-deployment testing, abuse monitoring, age-appropriate defaults, reporting and removal processes, cooperation with law enforcement, and clear escalation procedures. eSafety frames AI-enabled abuse as a safety-by-design failure requiring provider controls. These are safeguards to assess, not proof that a particular service is effective.

What to look for in a service

  • Content and age controls: whether the service tests for sexual, violent and self-harm content and sets suitable defaults for children.
  • Misuse response: whether users can report abuse easily, whether removal and escalation routes are clear, and whether the provider monitors misuse.
  • Scope of control: whether the tool is a centrally operated service with moderation or a downloadable model that can be used outside the provider’s service.
  • Transparency and cooperation: whether the provider explains its testing and safety controls and has a process for cooperating with law enforcement.

A checklist cannot establish that a service is safe, and the evidence summarized here does not prove that any parental-control product prevents these harms. Provider safeguards, reporting speed, victim support and investigative capacity all matter alongside a family’s own conversations and rules.
