Compare both against the same missions, coverage, response time and accepted data deliverables—and include the people, compliance, maintenance and processing needed to produce them. DaaS can fit irregular demand or organizations without an aviation team; ownership may merit consideration when work is frequent and predictable and the organization can sustain the operation.
What should you compare?
Do not compare an aircraft’s purchase price with a provider’s quote and call the difference a saving. Set a common period and define the same workload for each option: mission count, seasonality, locations, required aircraft and sensors, turnaround, accuracy and data products. Then calculate total annual cost and cost per accepted deliverable—the usable output that meets your requirements.

Include costs that can otherwise disappear between budgets. An owned fleet may require aircraft and payloads, financing or capital costs, batteries and replacements, repairs, insurance, pilot labor and training, software, travel, regulatory administration, storage, downtime and data processing. A DaaS quote may be affected by mobilization, per-mission or subscription charges, minimum commitments, repeat visits, processing, travel surcharges and exclusions.
- Use the same assumptions about mission volume, geographic coverage and turnaround for both options.
- Count repeat work and failed or unusable deliverables, not just completed flights.
- Ask what data processing and delivery are included in a service quote.
- Model annual spend alongside cost per accepted deliverable; either measure alone can conceal a poor fit.
There is no established universal break-even volume or market-wide service price in the available published comparison evidence. Your result depends on workload, vendor pricing, aircraft and operating costs, transport, demand and infrastructure.

When does DaaS make more sense?
A provider’s capacity may be useful when demand is modest, seasonal or difficult to predict, or when the organization lacks qualified pilots, maintenance capability or the processes needed to run flights safely and consistently. It can also avoid committing capital to aircraft that would sit idle between projects. Those advantages depend on provider availability, response time and the service actually including the outputs you need.
Evaluate a provider against the missions—not simply its aircraft list. Confirm geographic coverage, mobilization time, aircraft and sensor capability, accuracy, deliverables, processing, insurance, data handling and service levels. Check minimum commitments, cancellation terms, liability allocation and what happens if a provider or aircraft is unavailable.

When should you evaluate owning the fleet?
Ownership may be worth modeling when missions are frequent, predictable and geographically manageable, especially if a specialized workflow calls for direct control of scheduling, procedures, aircraft configuration or data custody. Regular utilization can spread fixed costs across more work, but only if the organization has the people and systems to operate the fleet.
Account for pilot qualification and training, maintenance, safety procedures, regulatory administration, insurance, software, batteries, repairs and the time required to process and retain data. If the team cannot sustain those responsibilities, a lower apparent cost per flight may not translate into a dependable or compliant operation.

What does the published cost example show—and not show?
A World Bank report using Deloitte modeling examined a hypothetical medical-goods-delivery case in East Africa. It assumed annual DaaS prices of $60,000 for a low-vendor case, $180,000 for a medium or base case, and $420,000 for a high-vendor case. The corresponding modeled net savings were $88,297, –$31,703 and –$271,703. These are scenario inputs and outcomes for that hypothetical case, not typical prices or a general finding that DaaS or ownership wins. The report identifies vendor pricing, drone costs, ground transport, demand and infrastructure as factors in the result. World Bank report

Outsourcing changes who performs the flight; it does not remove the need to establish responsibilities, permissions, safety procedures, insurance, deliverables, data custody and continuity in the contract. For U.S. commercial small UAS, the FAA’s Part 107 rules cover aircraft under 55 pounds. The person operating the controls must hold a remote pilot certificate or be under the direct supervision of a certificate holder. Controlled-airspace operations require authorization. Night operations, flights over people and flights over moving vehicles may be allowed without a waiver when the relevant rule conditions are met; check the conditions for each mission. For U.S. operations, the FAA says drones required to be registered—or registered, including those flown for business—must comply with Remote ID. The agency describes a standard Remote ID drone and an attached broadcast module as compliance methods. A module is a conditional option: confirm the aircraft’s compatibility and the applicable registration and FAA requirements before purchasing. FAA: Remote ID
The FAA registration page states: “Part 107 registration costs $5 per drone and is valid for three (3) years.” That is the registration fee, not a measure of fleet ownership cost; check the FAA page for current requirements and fees. FAA: How to Register Your Drone
How can you make the decision for your operation?
- Define the work. List expected missions, timing, locations, coverage, payload or sensor needs, accuracy, turnaround and deliverables.
- Build comparable estimates. Use a shared time horizon and mission assumptions. Include all ownership costs and every DaaS charge, exclusion and likely repeat visit.
- Test operating feasibility. Identify who is responsible for pilots, maintenance, safety, permissions, insurance, data processing and retention under each option.
- Compare control and continuity. Decide how much scheduling flexibility, procedural control and data custody you need, and what happens if an aircraft, pilot or provider is unavailable.
- Model a hybrid if work divides naturally. For example, compare keeping frequent routine missions in-house while contracting uncommon, specialized or surge work. Treat this as a case-specific option, not a guaranteed best practice.
Choose the model that meets the operational requirements at an acceptable total cost—not the one with the lowest isolated aircraft price or headline quote. A defensible decision depends on matching cost, capability, response and responsibility to the same work.
