Dragon Ball’s Goku Voice Actor Calls Unauthorized AI Videos “Unforgivable”: “It Has No Heart”

Masako Nozawa, the Japanese voice actor who has played Son Goku since Dragon Ball debuted in 1986, has condemned AI-generated videos that imitate her voice without permission. In an NHK interview reported by Dexerto on October 15, 2026, the 89-year-old performer called the practice “the same as theft” and said a technically perfect copy still lacks the feeling of a human performance.

What Masako Nozawa said about AI voice replicas

Nozawa’s criticism focused on unauthorized use of her vocal identity, not on every possible application of artificial intelligence. She said that a voice copy made without her approval is not genuinely hers and that using it is “unforgivable.”

“This is not my voice. Using it without permission is unforgivable. It’s the same as theft, and it makes me angry,” she said, according to the English translation cited by Dexerto.

She also challenged the idea that technical accuracy is enough for acting. “It has no heart,” she said. “It might even be a perfect copy. But it has no heart, does it? Without heart, it’s no good, whatever the role. Even a voice that’s only crying is different when you cry with real feeling. That’s what I believe.” The translation was shared by Dragon Ball Hype from the NHK interview.

Why the distinction between AI and consent matters

Nozawa’s position separates the technology from the way a performer’s voice is obtained and used. She has been described as open to AI’s potential when performers retain control, while objecting to systems trained on or used with a recognizable voice without permission.

For voice actors, an unauthorized replica can travel far beyond the project for which a performance was originally recorded. It may be placed in videos, advertisements, games or political material that the actor never approved. The performer may also have no say over how long the replica remains available, whether it is edited to express a different intent, or whether the use affects their future work.

Who voices Goku in Japanese?

Masako Nozawa is the long-running Japanese voice of Goku, as well as other related roles in the Dragon Ball franchise. She began voicing Goku when the series launched in 1986 and has continued for decades, making her performance one of the character’s defining elements for Japanese audiences.

That history explains why an imitation can be recognizable even when it is not an authorized recording. The dispute is about control of a performer’s identity as well as about sound quality.

Japan Actors Union’s new AI voice guideline

On October 15, 2026, the Japan Actors Union announced its “Guideline for the Use of Generative AI Concerning Voices.” The union says it represents approximately 2,600 actors and voice performers. The guideline treats AI-generated voice work as a new form of the performer’s labor and calls for permission and appropriate compensation.

Permission is required at three stages

The union’s framework calls for advance approval at each major point in the voice-AI lifecycle:

  1. AI learning or input: permission to use recordings or other voice data to train, configure or otherwise provide material to a system.
  2. Voice generation: permission to create new speech in the performer’s vocal likeness.
  3. Publication or use: permission for the generated output to be released, distributed or used in a specific production.

ITmedia describes the guideline as nonbinding rather than a statute. It emphasizes advance notice and consent, control over voice data, and fair compensation. Blanket consent given for all future uses is not accepted under the reported framework, and consent is generally limited to one year.

Control and payment are part of the standard

The union’s announcement presents the guideline as a response to a gap in Japanese law and as a way for performers to reject uses that conflict with their image, values or beliefs. Permission is therefore not the only issue: the proposed standard also addresses who controls the underlying data, how long approval lasts and how the new work is paid.

A separate Tokyo case shows the legal stakes

The policy announcement comes as Japanese courts begin addressing voice identity directly. The Associated Press reported that a Tokyo District Court decision dated October 1, 2026 recognized legal protection for a human voice in a case brought by actor Kenjiro Tsuda. The case involved an unauthorized AI clone used on TikTok.

Tsuda’s lawsuit is separate from Nozawa’s NHK comments and does not turn the union guideline into law. It does, however, indicate that voice likeness can be treated as a legally protectable interest, rather than merely as an unprotected technical feature.

Human performance versus an AI replica

Issue Human performance AI replica under the union’s framework
Consent The actor chooses whether and how to perform. Advance permission is expected for learning or input, generation, and publication or use.
Emotional intent The performer supplies timing, breath, interpretation and feeling for the scene. A system may reproduce vocal characteristics but does not automatically carry the performer’s lived intent or approval.
Control The actor can negotiate the role and the context. Data and output use should remain controlled, with approval generally limited to a defined period rather than granted permanently.
Compensation Payment is negotiated for the acting work. The guideline treats generated voice work as new labor requiring appropriate compensation.
Enforceability Contract terms govern an authorized production. The union guideline is an industry standard, while the separate Tokyo decision recognized legal protection for a human voice in that case.

What creators and viewers should take from the dispute

For creators, a familiar voice is not automatically free material because software can imitate it. A responsible project needs a documented agreement covering the source recordings or training data, the permitted generated uses, distribution channels, duration, payment and the right to withdraw or refuse later uses where applicable.

For viewers, an apparent Goku voice in an online clip is not evidence that Nozawa participated. An AI video can sound convincing while being unauthorized, and its emotional delivery may reflect the model’s construction rather than the actor’s intention.

Nozawa’s comments place the artistic and legal questions together: consent determines whether the voice may be used, while human interpretation determines what the performance means. Japan’s union guidance and the Tokyo court case show that both questions are moving from informal industry debate toward formal standards and legal claims.
