First determine whether the media belongs to your application or is licensed for it to serve. If so, use a direct download link or a controlled file endpoint; choose streaming or URL-based delivery based on file size and architecture. If the media belongs to another website, a reachable URL is not permission to copy it: use only provider-authorized methods and respect its terms.
Start with ownership and permission
Separate files your application owns or is licensed to distribute from media hosted by another service. For application-controlled files, document the license and intended use, then deliver them through infrastructure you control. For third-party media, check the rights holder’s permissions and the provider’s current terms before downloading, caching, or redistributing anything. Applicable law and a provider’s terms may both matter; a public URL or a user’s request does not settle the question.

Provider rules are specific to each service. Vimeo’s Terms of Service restrict downloading and automated access except where authorized, permitted through applicable API terms, or covered by prior written permission. YouTube’s API policies require prior written approval to download, import, back up, cache, or store audiovisual content. Google’s API terms also restrict permanent copies and redistribution of API-returned content unless the owner or applicable law expressly permits them. These examples do not determine the rules for other services; check the terms that apply to the source you use.

A proxy or server-side fetch changes how a request is routed, not whether you have permission to copy or redistribute the media. If the provider authorizes the use, prefer its supported embed, export, or API path.

Choose a delivery path for media your app can serve
For a permitted file, the simplest path is often a browser-native link. Use a clear label and filename, and avoid routing the entire file through application memory when the browser can retrieve it directly.
Direct link
An HTML anchor can use the download attribute to suggest downloading a file. Its behavior is not guaranteed to be identical across browsers and arbitrary cross-origin hosts, so test the actual browser and file-host combination. If direct navigation to the authorized file URL works for your application, it can avoid buffering the file in your app.

Controlled endpoint
Use an application-controlled endpoint when you need to enforce authorization or apply application-specific download behavior. Keep access checks on the server; a client-side check alone can be bypassed. A URL-based endpoint can still let the browser handle the file transfer rather than loading all bytes into the page.
Chrome extension
If the product is a Chrome extension that needs to start and manage downloads programmatically, Chrome’s downloads API is available to extensions that declare the downloads permission in their manifest. This is not an API that an ordinary website can call simply because it runs in Chrome.

Match file size to the transfer design
For smaller files, an application may stream bytes to the browser and construct a Blob and object URL. That approach is convenient, but buffering the whole file consumes client memory. Microsoft’s ASP.NET Core Blazor file-download guidance uses streaming to a client buffer for files typically below 250 MB and URL-based downloads for larger files. That is framework-specific guidance, not a universal browser limit or a measured performance threshold.
For large media, consider serving an authorized URL from a file endpoint or object store so the browser handles the download. Plan for authentication, expiring access, range requests, retries, and bandwidth costs according to your product’s needs; the cited guidance does not prescribe a universal configuration for these details.

Configure CORS only when browser code needs cross-origin access
If JavaScript in your app uses fetch to read a file from another origin, the file host must return suitable CORS headers allowing the app’s origin. Without them, browser CORS checks prevent the page from reading the response. Configure access narrowly for the origins and methods your application needs. CORS controls browser access to a cross-origin response; it does not grant rights to the content or override the provider’s terms.
Keep download security on the server
Downloads are a security and abuse concern as well as a user-interface feature. Microsoft’s Blazor guidance warns that download endpoints can create denial-of-service, API exploitation, and other server risks. Use server-side authorization and request controls, set sensible size limits, and validate untrusted files before offering them to users.

Make the choice against the real requirements
Before implementing a download flow, compare the options against the constraints that actually apply:
Quick Recap
- Rights: Are copying, caching, and redistribution permitted for this media?
- Browser behavior: Can the browser navigate directly to the file, or must page code read a cross-origin response?
- Size and memory: Will the design buffer the whole file in the browser or let the browser retrieve it by URL?
- Access: Does the file require authentication or time-limited access?
- Operations: What storage, bandwidth, and abuse risks will the application need to manage?
