Windows Vista and Windows 7 do not include it by default, so you need the separate KB917607 package that matches both your Windows generation and system architecture.
The original Microsoft Download Center entries are deleted, so the files now appear as archived records. Use the exact package names below, verify the archive and installer integrity, and avoid downloading an unexplained standalone executable.

What WinHlp32.exe does
Windows Help is an older documentation system used by many pre-Windows 8 applications. Its files normally end in .hlp. WinHlp32.exe is the viewer that renders those 32-bit Help files; it is not a general-purpose reader for every help format.

Microsoft stopped shipping Windows Help as a normal Windows feature beginning with Windows Vista. Microsoft’s documented instruction is: “If you want to view 32-bit .hlp files, you must download and install the program (WinHlp32.exe) from the Microsoft Download Center.” For Vista and Windows 7, that separate installer is distributed as update KB917607.

- Perfect for installs that are corrupted or full of viruses. Works on any make or model computer.Repair boot manager is missing, NTLDR is missing, Blue Screens of Death (BSOD) and more. This item does not include a key code or a license. You must have your own key code to use the install option otherwise you will get a non-genuine message.
The package is a compatibility component for opening existing documentation. It does not modernize the application that created the Help file, convert the file to another format, or make a 64-bit Help format available.
Choose the correct KB917607 package
There are two decisions: the Windows generation and the processor architecture. Windows Vista uses the Windows6.0 package name; Windows 7 uses Windows6.1. Within either generation, x86 means 32-bit Windows and x64 means 64-bit Windows.
| Windows release | 32-bit package (x86) | 64-bit package (x64) | Archived Microsoft record |
|---|---|---|---|
| Windows 7 | Windows6.1-KB917607-x86.msu |
Windows6.1-KB917607-x64.msu |
Published 14 October 2009; lists Windows 7 and Windows 7 Starter |
| Windows Vista | Windows6.0-KB917607-x86.msu |
Windows6.0-KB917607-x64.msu |
Published 7 March 2007; lists Vista Home Basic, Home Premium, Business, Enterprise, Starter, Ultimate and their 64-bit editions |
Do not choose a package merely because the application whose Help file you need is 32-bit. The installer must match the architecture of Windows itself. A 32-bit application can run on 64-bit Windows, but that does not make the x86 Windows package appropriate.

Check your Windows version and architecture
Identify Vista or Windows 7
- Open the Start menu, right-click Computer, and choose Properties.
- Read the Windows edition and version shown in the System window. You can also type
winverin the Start-menu search box and open the result. - Use the
Windows6.0package for Vista and theWindows6.1package for Windows 7.
The edition name is useful for confirming that the operating system is one of the editions listed by the archived record, but the package-generation number is the decisive check.
Check whether Windows is x86 or x64
- In the same System window, find System type.
- Select the x86 installer when it says 32-bit operating system.
- Select the x64 installer when it says 64-bit operating system.
Record the two results before downloading: for example, “Windows 7, 64-bit” maps to Windows6.1-KB917607-x64.msu, while “Vista, 32-bit” maps to Windows6.0-KB917607-x86.msu.
Availability and safe-download precautions
Understand the archived status
The archived Microsoft Download Center records for both Vista and Windows 7 mark the original downloads as deleted from microsoft.com. An archive page is therefore a historical reference, not proof that Microsoft still hosts a current installer at that address. Availability can vary by archive and region.

No Internet connection is required. Perfect to update drivers, installing new hard drive or installing a missing driver. Supports Windows 10, 7, 8, 8.1, Vista, & XP in 64 & 32 Bit. In 42 Languages
Because the official entries are discontinued, be especially cautious with pages offering a file named only WinHlp32.exe. The supported distribution was an operating-system-specific .msu package named with KB917607. A random executable, repackaged installer, or “driver updater” is not an equivalent source.
Verify what you obtained
- Check that the filename exactly matches the Windows generation and architecture in the table.
- Keep the archived page, download date, and file location with the installer so you can identify its provenance later.
- Before running an
.msu, inspect its Properties and Digital Signatures tab when one is present. Do not proceed if the file has been altered, is unexpectedly unsigned, or comes from a page that does not explain its origin. - Scan the file with your security software and retain a backup copy of the legacy Help files.
- Never substitute a full Windows installation image or a generic system-cleaning utility; neither supplies the WinHlp32 component.
These checks cannot turn a deleted Microsoft download into a currently supported product. They reduce the risk of executing a modified legacy installer.
Install KB917607
- Close the program that is trying to display the
.hlpfile. - Confirm the package name one more time:
Windows6.0for Vista orWindows6.1for Windows 7, followed byx86orx64for the Windows architecture. - Copy the
.msufile to the computer running Vista or Windows 7. If it was downloaded on another computer, transfer it with removable media or a trusted local connection rather than installing it on the wrong system. - Double-click the package and allow the Windows Update Standalone Installer to inspect it. Follow the prompts using an account permitted to install system updates.
- If Windows asks to restart, save your work and restart before testing the Help file.
- Open the original application, choose its Help command, and test a known-good
.hlpfile. You can also double-click the file in Windows Explorer.
The installer adds the viewer component; it does not repair a damaged Help file or guarantee that an old application will function on every other part of the operating system.

Troubleshoot a Help file that still will not open
The installer says the update is not applicable
The most common cause is a mismatch between the package and the operating system. Recheck both values, not just one: Vista requires Windows6.0, Windows 7 requires Windows6.1, and x86/x64 must match the Windows system type. Installing the x86 package because the application is 32-bit is still a mismatch on 64-bit Windows.
The file is not actually a legacy HLP file
Look at the complete filename and extension. WinHlp32.exe targets 32-bit .hlp files. A file ending in .chm, an HTML page, a PDF, or a proprietary help archive needs its own viewer. If Explorer hides extensions, enable the option to show known file extensions before diagnosing the file.
Only one application fails
Try opening a second, known-good .hlp file. If that works, the original file may be incomplete, damaged, or dependent on resources installed with its application. Recopy the Help file from the original software media or backup, then test again. If no .hlp file opens, return to the package-generation and architecture checks and confirm that the installation completed.

The application’s Help command does nothing
Some older programs expect a particular Help file path or invoke their own launcher. Test the file directly in Explorer to separate a viewer problem from an application configuration problem. If direct opening works, consult that program’s installation settings or documentation for its Help-path configuration rather than reinstalling WinHlp32 repeatedly.
The only available copy comes from an untrusted mirror
Do not run a suspicious executable simply because the filename looks correct. Preserve the .hlp files and, if the documentation is essential, use an isolated legacy computer or virtual machine with appropriate security controls while you locate a trustworthy archived package. A deleted download has no current Microsoft support channel to validate an unknown mirror for you.
Why Microsoft recommends moving away from Windows Help
Microsoft’s legacy documentation strongly recommends that software developers discontinue using the Windows Help application. The stated alternatives are CHM, HTML, and XML. Those formats are easier to distribute with current applications and do not depend on the Vista/Windows 7 compatibility package.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →If you only need to read old documentation
Install the matching KB917607 package, keep the original .hlp files unchanged, and document the Vista or Windows 7 environment required to open them. Converting a file can alter links, images, macros, or layout, so retain the original even after creating a newer copy.
If you publish or maintain documentation
Treat WinHlp32.exe as a bridge for existing users, not as a foundation for new help content. Plan a conversion to CHM, HTML, or XML, test internal links and images after conversion, and distribute the new documentation with the application. This avoids making every future user find a discontinued operating-system-specific installer.
Quick decision guide
| Your situation | Correct action |
|---|---|
Vista, 32-bit Windows, legacy .hlp file |
Use Windows6.0-KB917607-x86.msu |
Vista, 64-bit Windows, legacy .hlp file |
Use Windows6.0-KB917607-x64.msu |
Windows 7, 32-bit Windows, legacy .hlp file |
Use Windows6.1-KB917607-x86.msu |
Windows 7, 64-bit Windows, legacy .hlp file |
Use Windows6.1-KB917607-x64.msu |
| New documentation project | Use CHM, HTML, or XML instead of building around WinHlp32.exe |
In short, WinHlp32.exe remains useful when a Vista or Windows 7 computer must open an existing 32-bit .hlp file. Match the KB917607 package to the Windows generation and architecture, treat Microsoft’s deleted download records as archives, and plan migration to a newer documentation format for anything you still maintain.
