Yes—some insurers use telematics, also called usage-based insurance (UBI), to help calculate a personalized auto-insurance price. A program may add your mileage and driving behavior to the traditional rating factors already used by an insurer. Depending on the program, your state and your results, participation can produce a discount, no change or a higher price. It is not a universal feature of car insurance, and the only reliable answer is in the terms for your policy and state.

What “driving data” means in car insurance

Traditional auto-insurance pricing can consider factors such as the vehicle, coverage selected, driving record, claims history and location. A UBI program adds information observed while a vehicle is being driven. The National Association of Insurance Commissioners (NAIC) describes the concept this way: “The basic idea of UBI is that a driver’s behavior is monitored directly while the person drives, allowing insurers to more closely align driving behaviors with premium rates.” See the NAIC’s telematics overview, labeled last updated September 1, 2026, at Insurance Topics | Telematics.

“Telematics” describes the technology and data connection. “Usage-based insurance” describes the pricing approach that uses some of that information. A program can be optional, and an insurer can offer both a conventional quote and a UBI quote. The insurer’s terms—not the label alone—determine what is measured and how it affects the price.

Pay-as-you-drive and pay-how-you-drive

Pay-as-you-drive programs emphasize how much you use the vehicle, usually through mileage or another measure of distance. They may suit someone who drives relatively few miles. Pay-how-you-drive programs emphasize behavior, such as braking, acceleration or cornering. Many offerings combine both approaches. NAIC notes that the technology and the amount of data collected differ by program, so two insurers using the same label can produce different results.

What can an insurer monitor?

Depending on the product, data can come from a smartphone app, a plug-in device, a connection built into the vehicle, connected-vehicle services or another provider. NAIC identifies the following as possible measurements; an insurer does not necessarily use every one of them.

Possible measurement What it can indicate
Mileage or amount driven How much the vehicle is used; central to many pay-as-you-drive designs.
Time of day Whether trips occur during periods the program treats differently.
GPS location Where trips occur; precise location collection depends on the technology and terms.
Rapid acceleration or sudden speed changes Patterns of aggressive or abrupt driving.
Hard braking Frequent severe braking events.
Hard cornering Sharp turns or cornering forces.
Airbag deployment A significant crash-related event.
Phone use while driving Possible distraction data in programs whose app can detect it; availability can vary by state and enrollment route.

The source of the data matters. A plug-in device may read vehicle information, while an app may use the phone’s sensors and location permissions. A connected-car arrangement can work differently again. Ask whether the system records trips by other people who drive your car and whether you can identify or exclude those trips under the program rules.

How a UBI program can affect your price

The exact sequence varies, but most programs follow a pattern like this:

  1. Enrollment: You accept the program’s terms and install an app, connect a vehicle service or use a device supplied or specified by the insurer.
  2. Collection period: The system records the categories listed in the terms while eligible trips take place. Some programs use a defined observation period; others continue collecting while you remain enrolled.
  3. Scoring or review: The insurer evaluates the collected mileage or behavior along with its ordinary rating factors. The score is not a universal industry standard.
  4. Price application: The resulting adjustment is applied at the point stated in the policy or program terms—such as enrollment, renewal or a later quote. The effective date is important because a displayed score may not change the current bill immediately.
  5. Continuation or exit: The terms explain whether monitoring continues, whether a new measurement period begins and what happens to the price if you leave.

Because UBI is only one input, a good driving score does not guarantee that your total premium will be lower. A separate change in coverage, vehicle, claims history or another rating factor can outweigh a telematics adjustment.

Progressive Snapshot illustrates why the terms matter

Progressive’s Snapshot is a concrete example, not a template for every insurer. Its Snapshot FAQ describes factors including time of day, sudden changes in speed and amount driven. For app users in some states, the program also lists phone use. The company’s Snapshot Express Terms & Conditions state that a personalized rate can produce a discount or a surcharge depending on driving and applicable conditions. Availability, factors and treatment can vary by state and by how a customer enrolls.

Progressive advertises an average savings figure of $328 per year, but that is a company-reported promotional claim, not an independent national estimate. If you see that figure in an offer, check the current program page and its qualification note rather than treating it as a typical result for every driver.

Can a driving app make your insurance go up?

It can, if the specific program and state allow the measured results to affect the rate upward. Other programs may be discount-only, while some use the data for eligibility or underwriting without the same pricing treatment. Do not infer the answer from the existence of an app or from the word “discount” in an advertisement.

Before enrolling, ask for the non-UBI price with identical liability limits, optional coverage, deductibles and drivers. Then ask whether the telematics result can change the price at renewal, whether leaving ends a discount or triggers another change, and whether the insurer will show the adjustment before it takes effect. This comparison reveals the financial risk of participation instead of focusing only on the best advertised outcome.

Privacy: what to check before sharing driving data

Driving information can be more detailed than a monthly odometer reading. NAIC’s consumer guidance, “Want Your Auto Insurer to Track Your Driving? Understanding Usage-Based Insurance,” recommends finding out exactly what is collected and used to determine the premium. State requirements may limit tracking or require disclosures, but the 2021 guidance is not a current state-by-state legal guide.

Review the insurer’s privacy notice and the program-specific terms together. Progressive’s Snapshot privacy policy demonstrates why: a program may describe uses involving rating and underwriting and may address more than a simple mileage count. The applicable state version controls.

  • Source: Is data obtained from a phone app, a plug-in device, the vehicle, a connected service or a third party?
  • Categories: Does it include precise location, phone interaction, speed changes, crash events or trips by other drivers?
  • Purpose: Is the information used only to calculate a discount, or also for rating, underwriting, eligibility, claims or other stated purposes?
  • Sharing: Which companies or service providers can receive it, and under what conditions?
  • Retention: How long is the information kept after a trip, after a policy ends or after you withdraw?
  • Access and correction: Can you see the data or score, challenge an error and request deletion where the law and terms permit?
  • Permissions: What phone permissions are required, and what happens if you revoke them?

How to compare a telematics offer with ordinary insurance

Use equivalent coverage and a written explanation of the program. Put these items side by side:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Coverage and price: Compare the full premium, limits, deductibles and included benefits—not just the possible UBI discount.
  2. Data source and scope: Record whether the offer uses an app, device, vehicle connection or another source, and list every measurement named in the terms.
  3. Pricing treatment: Determine whether the result is discount-only or can create a surcharge, and identify the state-specific rule that applies.
  4. Timing: Note the measurement period, when the score is calculated and the date any change becomes effective.
  5. Eligibility and availability: Confirm that the program is offered for your state, vehicle, policy type and enrollment route.
  6. Privacy controls: Save the retention, sharing, access and deletion provisions before you consent.
  7. Exit terms: Ask whether participation is optional, how to leave, and what happens to the premium and previously collected data afterward.

NAIC’s consumer auto-insurance information is available at Consumer Auto. It can help explain general insurance concepts, but the policy contract and current state-specific program documents govern your offer.

Situations that deserve extra attention

You drive very few miles

A mileage-focused plan may be worth comparing because the amount driven is central to its design. Verify whether there is a minimum, how mileage is measured and whether occasional long trips change the result.

Your trips occur late at night or at busy times

Some programs list time of day as a factor. Ask which time windows count and whether the insurer treats a time-of-day measure as a pricing input, a coaching signal or both.

Several people use one car

Find out whether the system attributes each trip to a particular driver. A phone-based program may rely on account or device settings; a vehicle-based device may not identify the driver in the same way. Ask how a household member’s trips affect the policyholder’s result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You are concerned about location or phone privacy

Do not assume that declining an app means no data is collected. Request the alternatives, such as a plug-in device or no-UBI quote, and read the permissions and sharing language for each option.

Questions to ask the insurer before enrolling

  • Which data sources are used: phone app, plug-in device, vehicle connection or a third party?
  • Does the program collect precise location, phone use or trips by other drivers?
  • Which behaviors affect the score, and can any outcome raise my rate?
  • When is the score applied—at enrollment, renewal or a future quote?
  • How long is data retained, who can receive it, and can I review or delete it?
  • Is participation optional, and what happens to my price if I leave?
  • What is the comparable quote without telematics for the same coverage and deductibles?

What is known about industry adoption?

There is no current, representative national adoption statistic established here. NAIC materials discuss awareness and adoption, but a retrieved consumer-page result does not provide a clear current survey date. Treat any percentage presented in an advertisement as a dated, source-specific figure unless the insurer or regulator explains the methodology and period.

The practical answer

Your car insurance may use driving data to set or adjust your rates, but only a specific insurer’s current terms can tell you whether yours does. UBI can make pricing more closely reflect mileage or observed behavior; it can also introduce location, phone-use and data-retention questions that a conventional quote does not. Get the non-UBI comparison, identify every measured category, and confirm the rate-change and privacy rules before opting in.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
