Partly. VS Code Copilot agent sandboxing can limit the filesystem and network access of terminal commands and their child processes, reducing the damage a malicious or misled command can cause. It is not a virtual machine, a separate user account, or protection for every Copilot operation. Outbound network access is allowed by default in the documented Agent Host configuration, built-in tools use separate permission checks, and users can weaken the boundary by granting extra paths, credentials, local-network access, or an unsandboxed fallback.
What the Copilot sandbox actually protects
Visual Studio Code describes agent sandboxing as operating-system-level isolation for terminal commands. A command running inside the sandbox is restricted to the filesystem paths and network policy configured for that agent session. Processes started by the command inherit those restrictions, so a script that launches a compiler, package manager, shell, or other child process does not automatically escape simply because it is a child.

The practical boundary is the execution path, not the entire Copilot conversation. The controls documented for Agent Host sessions can also cover MCP servers and language servers that the host launches when the relevant sandbox settings are active. Operations implemented as built-in Copilot tools without starting an operating-system process remain subject to their own permission checks instead of being transparently confined by the terminal sandbox.
Recommended Free Tools
| Operation | What sandboxing can constrain | What still needs separate controls |
|---|---|---|
| Terminal command and child processes | Access to configured filesystem paths and, when configured, network access | Credentials deliberately exposed to the process, extra allowed paths, unsandboxed execution and host-level security |
| MCP or language server launched by Agent Host | The same host-enforced restrictions when the applicable Agent Host configuration enables them | Servers started outside that path, their own configuration, and data or credentials mounted into their environment |
| Built-in, non-process Copilot tools | Not automatically covered by terminal-process sandbox rules | The tool’s individual permission and approval checks |
| Commands explicitly allowed outside the sandbox | No sandbox resource restriction for that operation | Workspace Trust, approvals, operating-system protections and human review |
Visual Studio Code’s own wording is deliberately limited: “Agent sandboxing restricts file system and network access for terminal commands so auto-approved actions cannot escape a defined scope.” That is a reduction of risk for a defined class of actions, not a promise that malicious code cannot run.

Why it is not a complete security boundary
It is not a virtual machine or a second account
A sandboxed process still runs on the same computer and under the user’s account. It is not a virtual machine, a separate login, or a replacement for endpoint security. If the process can reach a credential, token, source tree, cache, socket, or service that you made available, the sandbox cannot make that information secret from the process.
Extra access changes the threat model
The isolation becomes weaker when you add filesystem paths beyond the project, inject credentials into the environment, permit unrestricted or local-network traffic, configure broad developer-tool caches, or allow a command to run outside the sandbox. Treat each exception as a change to the security boundary, not as a harmless convenience.
No effectiveness percentage is established
The official guidance explains the controls and their limitations but does not publish a percentage showing how often sandboxing blocks malicious code. You should therefore evaluate the specific paths, permissions and network policy in your setup rather than rely on a universal safety score.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesNetwork access is a separate decision
Enabling sandboxing does not, by itself, mean that a command is offline. In the documented Agent Host configuration, chat.agent.sandbox.network.allowNetwork defaults to true. A sandboxed package-install command, script or tool may therefore still make outbound connections unless you change the network policy.

Configure filesystem and network restrictions independently. If a task only needs local source files, disable or restrict egress for that session. If it must download dependencies or call an internal service, allow only the traffic required and understand that network-domain filtering capabilities differ by implementation and platform. Do not assume one domain-filter setting governs every terminal path or every built-in shell operation.
- Offline inspection: deny network access while you read an unfamiliar repository or ask an agent to explain files.
- Dependency work: permit the minimum outbound access needed, then remove that exception when installation is complete.
- Internal services: distinguish local-network access from public Internet access; allowing one can expose more systems than the task requires.
Sandboxing and approval prompts solve different problems
An approval prompt asks whether you, the user, consent to an action. Sandboxing limits what a supported process can reach after it runs. You need both concepts because consent does not confine a command, and confinement does not tell you whether the command is appropriate.
| Control | Primary question | Typical failure |
|---|---|---|
| Approval rule or prompt | Should this action run without another confirmation? | Approval fatigue, an overly broad rule, or a command whose dangerous behavior is hidden by obfuscation |
| Sandbox policy | Which files, processes and network resources can the command reach? | A required path or network is granted too broadly, or the command is allowed outside the sandbox |
| Human review | Is the proposed change or command sensible for this repository? | A reviewer approves a plausible-looking change without tracing its side effects |
VS Code characterizes automatic terminal-command parsing as best effort. Shell grammars and obfuscated command forms can defeat assumptions about what a command will do. Approval rules are therefore not a reliable security boundary by themselves. For prompt-injection concerns or other high-risk work, the documented guidance is to sandbox agent commands or use a container.

When you do not know who produced a repository, inspect it in Restricted Mode before allowing agents or other execution features. Restricted Mode limits or disables capabilities such as agents, the terminal, tasks, debugging, workspace settings and extensions. This gives you a chance to read configuration files, agent instructions and MCP definitions without immediately granting the project normal execution privileges.

Trust should be a deliberate transition, not an automatic response to a prompt. Check scripts, task definitions, extension recommendations, agent instruction files and repository MCP configuration before moving to a trusted workspace. A repository can contain instructions designed to persuade an agent to request extra access or approve a dangerous command.
Workspace Trust is useful but not absolute. VS Code states: “Workspace Trust can’t prevent a malicious extension from executing code and ignoring Restricted Mode.” Keep extensions to a minimum while investigating an untrusted project, and remember that trust settings do not replace operating-system, sandbox or endpoint controls.
How to use Copilot more safely in an untrusted project
The exact setting availability and labels can change with VS Code, Copilot and Agent Host releases. The following sequence reflects the documented control model and should be checked against the current version you are running.
- Open the repository in Restricted Mode. Do not trust it merely because it is on your own disk or came from a familiar person. Inspect its scripts, tasks, extension recommendations and agent-related files first.
- Inventory what the agent could execute. Identify terminal commands, package managers, build tools, MCP servers and language servers that the project expects. Note any instructions that ask for secrets, broad filesystem access or disabled safeguards.
- Trust the workspace only when you understand those requests. If you cannot explain why a script, extension or MCP server needs access, leave the project restricted or move the inspection to an isolated environment.
- Enable agent sandboxing on a supported host. Confirm that the terminal process is actually using the configured sandbox path. A command explicitly run outside the sandbox is not protected by the sandbox policy.
- Minimize filesystem grants. Allow the project directory and only the caches or tool paths required for the task. Avoid granting an entire home directory, credential store, source tree or removable-drive mount.
- Set network policy separately. Decide whether the task needs egress. Because
chat.agent.sandbox.network.allowNetworkis documented astrueby default, explicitly change it when the task should be offline or tightly restricted. - Keep approvals narrow. Require confirmation for destructive operations, privilege changes, network configuration, secret handling and commands whose effects you cannot predict. Do not convert repeated prompts into a blanket approval rule simply to speed up a session.
- Review MCP and server configuration. Verify which servers the Agent Host will launch, what they mount or inherit, and whether they run inside the same sandbox policy. A server started through another mechanism may not share that boundary.
- Inspect edits and command output before integration. Look for newly added downloaders, obfuscated shell code, credential access, unexpected network calls and changes to build or deployment scripts. Run tests in a controlled environment before merging or publishing.
- Remove temporary exceptions. Revoke extra paths, credentials and network permissions after the task. Leaving a broad policy in place turns a one-time accommodation into the default attack surface.
What happens in common scenarios?
| Scenario | Likely protection | Important limitation |
|---|---|---|
| An agent runs a shell command that deletes files inside the permitted project path | The sandbox can restrict the command to configured paths; approval rules may still request confirmation | Files inside the allowed path can still be damaged. Sandbox does not make destructive commands safe. |
| A script attempts to read a private key outside the project | A correctly enforced filesystem policy can deny access to that path | The key is exposed if you granted its directory, copied it into the workspace or injected it into the process environment. |
| A package-install script downloads code | Network policy can block or limit egress when configured to do so | Outbound access is allowed by default in the documented Agent Host setting, and filtering behavior varies by implementation. |
| A prompt injection tells the agent to run a dangerous command | Sandboxing can limit the command’s reachable resources; an approval prompt may add a human checkpoint | Obfuscated commands can challenge automatic parsing, and a user can approve a harmful action. |
| An MCP server reads data from a mounted directory | Agent Host sandboxing may constrain a server it launches when the relevant settings apply | Mounts, credentials and servers started outside that path can extend access. |
| A malicious extension executes code | Workspace Trust and Restricted Mode reduce ordinary project execution features | VS Code warns that a malicious extension can execute code and ignore Restricted Mode. |
Containers and Dev Containers: useful extra isolation, not automatic host protection
A container or Dev Container can add a boundary around tools and dependencies, especially when you need to inspect code that should not run directly on the host. It is not automatically a secure enclave. The effective protection depends on which host directories are mounted, the container’s user and permissions, available devices, environment variables, and network mode.

Use a container as an additional layer alongside the agent sandbox and approvals. Avoid mounting credential directories or the whole home folder; keep mounts read-only where possible; use a non-root user; and restrict networking when the task does not require it. A container configured with broad mounts and unrestricted networking can still expose sensitive host data or internal services.

The agent can reach the Internet when you expected it to be offline
Check the Agent Host network setting first. The documented default for chat.agent.sandbox.network.allowNetwork is true, so sandbox activation alone does not explain a blocked connection. Confirm that the command is running through the sandboxed Agent Host path and that your platform’s network controls apply to that path.
A command cannot read a file it legitimately needs
Review the allowed filesystem paths and grant the narrowest additional directory that satisfies the task. Do not solve a single missing file by allowing the entire home directory or by running the command unsandboxed. If the needed file contains secrets, consider a safer workflow that supplies a non-sensitive fixture instead.
An approval prompt did not appear
Approval behavior depends on the configured rules and how the command is parsed. Automatic parsing is best effort and has limitations with shell grammar and obfuscation. Treat the absence of a prompt as “the configured policy allowed this,” not as proof that the command was harmless; rely on sandbox restrictions and review.

A server or tool behaves differently from the terminal
Determine whether it is a built-in tool, an Agent Host-launched MCP or language server, or a process started by another extension. Built-in tools have separate permission checks, while only the documented Agent Host launch path may inherit the sandbox policy. Apply controls appropriate to the actual process.
The project appears trusted but still behaves suspiciously
Trust status does not validate code or extensions. Reopen the repository in Restricted Mode, disable unnecessary extensions, inspect MCP and task configuration, and move execution to a container or another isolated environment if you cannot establish what is running.
A practical decision framework
- Known, low-impact repository: sandbox terminal actions, keep approvals scoped and review edits. Allow only the network needed for normal development.
- Unfamiliar repository that only needs inspection: stay in Restricted Mode, deny network access and do not start agents, extensions or project tasks until the files are understood.
- Untrusted code that must execute: combine a narrowly configured sandbox with a container or Dev Container, minimal mounts, a non-root user, restricted networking and disposable credentials.
- High-value credentials or production systems in scope: do not rely on Copilot sandboxing as the sole control. Separate the work from production accounts and secrets, require human review, and use your organization’s endpoint and access-management controls.
Bottom line for malicious-code protection
Copilot sandboxing is worthwhile because it can turn an unrestricted terminal command into one confined to specified files and network resources. That can materially reduce the blast radius of a malicious script or a prompt-injected instruction. The protection ends at the boundary you configure: outbound networking may remain enabled, built-in tools follow separate checks, extensions can bypass Restricted Mode, and any extra path, credential or unsandboxed command expands what code can do.
Use it as one layer in defense in depth: inspect unknown projects in Restricted Mode, enable sandboxing for agent processes, configure network policy explicitly, keep filesystem grants narrow, review MCP and extension behavior, require meaningful approvals and verify every consequential change before it reaches a trusted or production environment.
