In practical terms, an Alexa request cannot be handled merely because the tablet is powered on. The tablet must be connected to a network that reaches the internet. If it has no active internet route, Alexa access is unavailable until connectivity is restored.

Why offline setup does not mean offline Alexa
What Amazon allows before Wi‑Fi is connected
Amazon’s setup guide for the Alexa Tablet 11 says you can complete initial setup steps without Wi‑Fi. That means you may be able to move through the early configuration of the hardware even when no wireless network is available. The guide identifies an internet connection, Wi‑Fi name and password as items to prepare, while also explaining that some setup steps can occur before the tablet joins Wi‑Fi. Offline setup is therefore a staging phase, not an offline operating mode for Alexa. It can get the tablet ready to connect later, but it does not remove the internet condition in Alexa’s terms.
What becomes available after connecting
The same setup guidance says apps and some tablet features require internet access and become available after the tablet connects to Wi‑Fi. The word “some” matters: Amazon does not say that every tablet function is blocked without a connection. It does say that features requiring online services wait until a connection exists.

Setting up the tablet when you have Wi‑Fi
Use this sequence when you have a functioning wireless network available:

- Prepare the network details. Have the Wi‑Fi name and password available, as Amazon lists them among the basic setup requirements.
- Complete the tablet’s initial setup. Follow the on-screen setup steps for the Alexa Tablet 11. If the tablet permits you to continue before joining Wi‑Fi, that is only the offline portion of setup.
- Join the Wi‑Fi network. Enter the correct network name and password when prompted, or connect from the tablet’s Wi‑Fi controls.
- Allow online components to load. Apps and features that require internet access can become available after the connection succeeds.
- Use Alexa only while the connection remains active. If the tablet later loses its internet route, Alexa access will not continue as an offline function.

A hotspot is the practical option when you are away from home, your router is unavailable, or your normal Wi‑Fi is failing. The tablet then reaches Alexa through the phone’s mobile-data connection.
What a hotspot does not change
The hotspot does not make Alexa local or offline. It simply supplies the internet connection that Amazon’s terms require. If the phone has no usable mobile-data connection, or if the hotspot is turned off, the tablet has no route for Alexa requests.
Because the supplied official guidance does not establish hotspot pricing, data allowances or performance, check your mobile plan before relying on this method for extended use. Those details are provider-specific rather than properties Amazon assigns to the Alexa Tablet 11.
Troubleshooting when the tablet cannot get online

1. Recheck the network name and password
Confirm that the tablet is selecting the intended network and that the password is entered exactly. A wrong password or a similarly named network can prevent the connection even when the router itself is working.
2. Test the network with another device
Try connecting another phone, computer or tablet to the same Wi‑Fi. If other devices also fail, the problem is likely with the network or its internet service rather than with the Alexa Tablet 11 alone. If other devices connect, continue with the tablet-specific steps.
3. Restart the tablet
Restarting is one of Amazon’s listed remedies for connection problems. After the tablet starts again, return to Wi‑Fi controls and try the network once more.

Use a phone hotspot as a diagnostic as well as an alternative connection. If the tablet joins the hotspot and Alexa becomes available, that indicates the tablet’s Wi‑Fi hardware can connect and that the original network deserves further investigation. The hotspot still needs working mobile internet.
5. Add a hidden network manually
If the Wi‑Fi network does not broadcast its name, Amazon’s support instructions describe manually adding a hidden network. You will need the network details, including its name and security information, to enter them through the tablet’s network controls.
6. Reset Bluetooth and Wi‑Fi settings when necessary
Amazon also lists resetting Bluetooth and Wi‑Fi settings as a troubleshooting option. A reset can remove saved wireless information, so be prepared to enter the network name and password again afterward. Use it after the simpler checks have failed, not as the first response to a mistyped password.

What works without internet, and what does not
The official setup information supports a limited distinction rather than a complete offline feature list:

- Initial setup steps: Amazon says some can be completed without Wi‑Fi.
- Alexa access: An internet connection is required under Amazon’s Alexa Terms of Use.
- Apps and some tablet features: Amazon says those that require internet become available after connection.
- Every other tablet function: Amazon does not state that all functions require connectivity, so do not assume a total device lockout without internet.
This wording avoids two opposite mistakes. It would be wrong to claim that the tablet cannot be set up at all without internet, because Amazon explicitly allows some initial setup offline. It would also be wrong to claim that Alexa continues to answer offline, because Amazon’s terms expressly require internet to access and use Alexa.
Service availability can vary by location and product
An internet connection is necessary, but it is not a guarantee that every Alexa service will be offered in every place or on every Alexa-enabled product. Amazon’s Alexa Terms of Use qualify service availability by area and product. The terms also say that some services may require separate fees or subscriptions. Those qualifications mean that connectivity answers the network requirement only; it does not override regional availability or a service’s own payment requirement.
For the same reason, avoid treating the Alexa Tablet 11 as having an identical service set in every country. Check the service and account conditions that apply to your location if a particular Alexa capability is important to you.
