Yes—on-device AI can work without an internet connection when the model and its runtime are already installed on compatible hardware. The first setup may require a download, and an individual app can still need the cloud for unsupported tasks or use cloud fallback when local inference is unavailable.

What “offline AI” actually means

On-device AI, also called local inference, runs a model on your phone, computer or other device instead of sending each request to a remote data center. Microsoft describes the core condition plainly: “A local device does not require an internet connection to run a model, which can be beneficial in environments with limited connectivity.” Read the distinction in Microsoft’s explanation of cloud and local AI models.

Offline capability belongs to a specific model and feature, not to an entire app. A writing assistant might summarize text locally but require a connection for web search. A photo tool might perform an on-device edit while uploading a request for a more advanced generative function. “Works offline” therefore means that the particular operation can complete locally after setup, not that every button continues to work in airplane mode.

When an AI feature works with no connection

The model must already be on the device

Most local systems need an internet connection for the initial model download. Microsoft’s Foundry Local documentation says that, after the model is downloaded and cached, inference can run locally without a cloud dependency; the first download still requires internet access. Model updates, a newly selected model or a cleared cache can trigger another download.

The device must meet the feature’s requirements

Local inference consumes storage and memory and may use a CPU, GPU or neural-processing unit (NPU). Larger models generally demand more resources. A device can therefore have an AI-capable app but lack the memory, accelerator, operating-system version or regional support needed for one particular feature.

The app must not send the request to a cloud fallback

Hybrid apps can try a local model first and then send the request to a hosted model if local support is missing or the task is outside the local model’s scope. That fallback may be useful, but it is not offline operation. Check the app’s settings and status messages to see whether fallback is enabled and whether you are told when data leaves the device.

Platform requirements and documented examples

Platform or service What can run locally Important requirements and limits
Windows AI APIs Supported Windows AI features using local models Microsoft’s current FAQ requires a Copilot+ PC with an NPU. Availability can also depend on Windows and SDK versions, region, feature readiness and whether an optional model is installed. See Microsoft’s Windows AI FAQ.
Foundry Local on Windows Downloaded and cached models Supports Windows devices with a DirectX 12-capable GPU, hardware-specific execution providers and CPU fallback. Internet is needed for the initial model download, not for subsequent local inference. Details are in the Foundry Local FAQ.
Android with Gemini Nano and ML Kit Prompt API Examples include short-text summarization and receipt-data extraction Google’s documented route is limited to specific supported devices. The integration described by Firebase supports single-turn text generation from text and text-plus-one-image inputs; it is experimental and the Prompt API is beta. See Firebase’s Android hybrid-model guide.
Apple platforms with Foundation Models Text generation from text-only input in the documented Firebase integration Requires a device with Apple Intelligence enabled. Firebase says the model is downloaded as part of enabling Apple Intelligence, and labels its hybrid integration experimental. See Firebase’s Apple-platform guide.

Google reported in a July 2026 Android Developers article that Gemini Nano was running on over 140 million devices. That is a deployment figure reported by Google, not a claim that all of those devices support every offline feature. The article is available at Android Developers Blog.

What you can and cannot do offline

Tasks that are good candidates for local processing

  • Short text generation, rewriting or summarization when the feature exposes a local model.
  • Structured extraction, such as pulling fields from a receipt, where the supported API defines that task.
  • Selected text-plus-image prompts on Android integrations that explicitly support that input combination.
  • Privacy-sensitive processing for which the app confirms that the request stays on the device.

Tasks that commonly require a connection

  • Any feature that searches the web, retrieves live information or calls a remote business system.
  • Models or input types not included in the device’s local integration, such as unsupported audio, image or multi-turn operations.
  • Initial downloads, model updates and reinstallation after a cache has been removed.
  • Requests routed to a cloud fallback because the local model is unavailable, the device is unsupported or the task exceeds local capability.

Firebase’s Android and Apple documentation describes constrained task support rather than a general-purpose offline chatbot. Treat the published input and output types as an allow-list for that integration, not as a promise that every AI feature in the surrounding app will work without a network.

Offline versus cloud AI: the practical trade-offs

Factor On-device inference Cloud inference
Connectivity Can work in airplane mode after the model is installed and cached. Needs a network for each request, unless the app has a separate local mode.
Compatibility Bound to supported hardware, operating-system versions, regions, memory and accelerators. Usually works on a wider range of client devices, provided they can reach the service.
Task scope Limited to the local model and the API’s documented inputs and outputs. Can expose larger models and broader features, subject to the provider’s service limits.
Response path Avoids a network round trip, but speed depends on the device’s CPU, GPU or NPU and model size. Depends on connection quality, server load and service latency.
Privacy path Supported inputs can remain on the device. Requests are sent to the provider; a hybrid app may also upload data when local processing fails.
Storage and maintenance Consumes local storage and may need periodic model downloads or updates. Stores little or no model data locally, but requires ongoing network access and service availability.

Neither mode is automatically more accurate or more private. A smaller local model may be less capable than a larger hosted model, while a cloud service may provide features that a local runtime cannot. Judge the exact task and data path rather than the marketing label.

How to prepare an AI feature for offline use

  1. Identify the exact feature. Look for documentation that names on-device, local or offline inference. Do not assume that an app’s other AI tools share the same capability.
  2. Verify device and software support. Check the required operating-system version, region, memory, GPU or NPU and any beta or experimental status. On Windows, distinguish the Copilot+ requirement for Windows AI APIs from Foundry Local’s supported-GPU and CPU-fallback path.
  3. Connect to the internet for setup. Install the app or SDK and download the model while online. Keep enough free storage for the model and its cache; the documentation may not state one universal size because it varies by model and platform.
  4. Confirm that the model is cached. A status page, installed-model list or first-run completion message should indicate that the local model is ready. If the app offers an “offline,” “local only” or “disable cloud fallback” control, set it according to your privacy and reliability needs.
  5. Test before you need it. Disconnect Wi-Fi and cellular data, then run a small supported request. Test the real input type—text, image or another format—rather than assuming that one successful task proves all tasks are local.
  6. Record the failure behavior. Note whether the app gives a clear error, queues the request or silently attempts a cloud call. Restore connectivity only after you understand that behavior.

Troubleshooting when offline AI fails

“Model not installed” or a download prompt

Reconnect to the internet and complete the model download. A cache can be deleted by storage cleanup, an app reset or an update, so verify the installed-model state again before going offline.

The feature is missing on a supported-looking device

Check the precise device model, operating-system and SDK versions, region and feature rollout. “AI-capable” is not a universal qualification: Windows AI APIs, Android on-device integrations and Apple’s Foundation Models path each define their own hardware and software gates.

The app works online but not in airplane mode

The request may be outside the local model’s documented task scope, or the app may require cloud fallback. Disable fallback if the app exposes that option, then retry with a supported input. If the feature still fails, it is not available offline in that configuration.

Local results are slow or low quality

Device resources limit model size and execution speed. A CPU fallback can be functional but slower than an NPU or GPU path, and a compact local model may produce less capable results than a larger cloud model. Use shorter inputs, close competing workloads and compare the result only with an appropriate cloud alternative; do not treat slower performance as proof that the model is contacting a server.

Privacy: verify the actual data path

Local inference can keep supported inputs on the device, which is valuable for confidential notes, field work and locations without reliable coverage. That protection applies only while the local path is used. If a hybrid app falls back to a hosted model, the request and possibly its attachments leave the device.

  • Read whether local processing is the default, optional or experimental.
  • Check whether fallback can be disabled and whether the app displays a warning before uploading.
  • Review permissions and logs for network access, especially when testing sensitive material.
  • Do not infer privacy from the absence of an obvious loading delay; a cloud request can still occur in the background.

For Windows design guidance, Microsoft recommends checking feature readiness and optional-model installation, and informing users when a hybrid application sends data to the cloud. The relevant guidance is in Choose between cloud-based and local AI models.

How to decide whether offline AI is right for you

  • Choose local-first when you need operation in airplane mode, have a supported device and can accept the local model’s task and quality limits.
  • Choose cloud-first when you need broad capabilities, very large models or current online information and can provide a reliable connection.
  • Choose a controlled hybrid when you want local processing for supported data but can permit cloud fallback for defined cases. Make the fallback visible and establish what data may be transmitted.

The reliable test is specific: install the documented model, verify support on your exact device, turn off all network connections and run the exact operation you care about. If it completes locally, that feature works offline; other features in the same app may still require the internet.
