Sometimes. If speech recognition genuinely runs on your device, the recognition step can turn speech into text without sending the audio or transcript to a remote speech service. However, “offline” is not a universal technical guarantee. A platform may use a cloud recognizer by default, treat offline mode as a preference rather than a rule, require an initial model download, or let the app receiving the text sync it afterward.
The reliable answer depends on the exact feature, operating system, language pack, settings and recognizer implementation. Check those details separately for audio capture, recognition, and what happens to the resulting text.

The three network questions hidden inside “offline speech recognition”
Speech-to-text data flow has three distinct stages. Calling a feature “offline” usually describes only the second one.

- Audio capture and activation: The microphone, keyboard, accessibility service or assistant listens for speech. A wake-word service or another background component may have its own network behavior.
- Recognition: A speech model analyzes the audio and produces words. This can happen locally on the device or on a remote service.
- Transcript handling: The destination app, keyboard, assistant, notes service or synchronization system receives the text. It may upload or share that text even when recognition was local.
For example, a local recognizer can create a transcript on a phone, after which a cloud notes app synchronizes the note. In that case the audio stayed local but the transcript did not. Conversely, a feature can download a model before going offline; that setup traffic is different from sending your spoken sentences for recognition.

What “offline” should mean—and what it does not prove
On-device inference
In the strongest use of the term, the speech model is stored on the device and inference occurs there. The spoken audio does not need to leave the device, and the resulting text can remain local. Apple describes on-device Dictation as processing completely offline and provides an indication in Siri or Keyboard settings when speech is processed on the device rather than sent to Apple.
Offline after setup
A product can require a one-time download of language or model files and still operate without a network connection afterward. LocalWhisper’s documentation, for example, says its first launch downloads a speech model and that transcription then works offline. That is a vendor statement about that application, not evidence that every local transcription program behaves the same way.
An offline preference
Some APIs expose an offline option without promising that it will be honored. Android’s EXTRA_PREFER_OFFLINE is an optional preference. Its default is false, which allows either network or offline engines, and the Android API reference warns that a recognizer implementation may ignore the preference. Selecting an “offline” checkbox therefore is not equivalent to proving that no audio can be transmitted.

Even a local recognizer may connect for model updates, diagnostics, account services, telemetry, language downloads or optional online commands. Those connections are not necessarily speech uploads, but they matter if your requirement is that the entire feature make no network connection.

Apple: Dictation is not the same as every Apple voice feature
Apple’s privacy documentation distinguishes on-device Dictation from requests that are handled by servers. When the on-device Dictation indication appears in Siri or Keyboard settings, Apple says all processing occurs completely offline. That addresses the recognition stage for that mode.
Do not extend that statement to Siri generally. Apple explains that Siri requests can be sent to Apple servers when they are not processed on the device. A request involving an online service, a feature unavailable in the selected language, or a setting that disables local processing may therefore have different data flow.
After Dictation inserts text into an app, the app controls what happens next. A locally produced message can still be transmitted when you send it, and a note can be uploaded by synchronization. Check the destination app separately if transcript confidentiality matters.

Microsoft’s Windows privacy documentation makes the distinction unusually direct. Device-based speech recognition processes speech locally, and Microsoft states: “No voice data is sent to Microsoft.” Online speech recognition instead sends voice data to Microsoft’s cloud service for recognition and transcription.

On a Windows installation, verify whether online speech recognition is enabled rather than assuming that a microphone icon means local processing. The cited Microsoft support material covers Windows 10 and Windows 11. Windows 10 support ended on October 14, 2025, so use the current settings and documentation for the version still installed on your computer.
This setting answers where recognition occurs, not whether the application receiving dictated text synchronizes it. A word processor, chat client or cloud clipboard can create a separate upload immediately after local dictation.
Android: the recognizer implementation decides
Android exposes an intent extra named EXTRA_PREFER_OFFLINE. Developers can request offline recognition, but Android defines it as a preference. The default value is false, allowing either a network or offline engine. The API documentation also warns that an implementation can ignore the preference.

That means two Android apps, or two phones using different recognizer services, can behave differently even when they expose an “offline” label. Identify the recognizer package actually handling the request, whether language data is downloaded, and whether the app has permission or settings that enable online recognition.

Google Voice Access has additional, feature-specific rules. Google says Voice Access primarily processes audio on the device, but no-network operation requires downloaded language packs. Configuration and the system language can affect whether audio is sent to Google’s servers. Voice Access documentation should therefore be read independently from the generic Android API documentation.

Google Cloud Speech-to-Text is explicitly a cloud service. Its overview says recognition requests send audio to the service and return transcript results. If your application calls that API, the audio leaves the device by design; this is not on-device recognition.
Cloud service documentation also distinguishes several kinds of data handling. Synchronous and streaming requests, asynchronous processing, transcript retention, metadata logs and optional data-logging settings can have different treatment. Read the terms for the exact API mode and account configuration rather than assuming that “the transcript was returned” means no copy was retained.

They describe a different implementation and data path.
How to verify a specific feature before dictating sensitive material
- Name the exact feature: Write down the app or service, such as keyboard Dictation, Windows device-based speech recognition, Voice Access or a desktop transcription program. “Speech recognition” alone is too broad.
- Record the operating-system version: Platform behavior and labels change. Note the phone, tablet or computer version and the installed language.
- Open the speech or privacy settings: Look for labels such as on-device, device-based, online speech recognition, downloaded language packs or a statement that audio is sent to a server.
- Confirm model and language availability: Check whether the required language pack or speech model is already installed. A download may be required before offline use.
- Check the implementation: On Android, determine which recognizer service the app invokes. Do not treat
EXTRA_PREFER_OFFLINEas proof that the service must remain local. - Inspect the destination app: Review sync, cloud backup, clipboard and account settings. Recognition can be local while the resulting text is uploaded.
- Separate optional features: Disable online assistants, translation, search, cloud commands or other functions that are not part of basic local dictation.
- Test the claimed mode: With the language model installed, disconnect the device from the network and try a short, non-sensitive phrase. A successful test shows that this configuration can work without a connection; it does not prove what happens when connectivity is restored or in every language.
If a strict no-network condition is mandatory, network isolation or firewall enforcement for the particular device and configuration is a separate verification step. Documentation alone may not establish that no telemetry, update check or unrelated service connection occurs.
Common mistakes and how to correct them
Confusing a downloaded model with a sent recording
Downloading a model is setup traffic. It does not mean each later utterance is uploaded. Conversely, having a downloaded model does not prove that the app will always choose it. Confirm the active mode and recognizer.
Assuming a microphone icon means local processing
The icon only shows that audio capture is available. Cloud and local recognizers can use the same interface. Look for the platform’s explicit device-based or on-device status.
Treating an offline toggle as a technical guarantee
Android’s preference is the clearest example: an implementation may ignore it. Verify the implementation and test the exact configuration rather than relying on the label.
Stopping the privacy check after recognition
The transcript may be more sensitive than the audio in some workflows. A messaging app, document editor, clipboard manager or synchronization service can transmit the text after local recognition. Review those services independently.
Generalizing one product’s behavior
Google Voice Access, Apple Dictation, Windows speech recognition, a cloud API and a local desktop app document materially different combinations of local inference, language downloads and server processing. Evidence for one does not establish behavior for another.
A practical decision rule
- You need audio to stay on the device: Choose a documented on-device or device-based mode, verify the language pack, and avoid cloud recognizers.
- You need both audio and transcript to stay local: Check the destination app’s synchronization and backup settings in addition to recognition settings.
- You need the entire feature to make no network connection: Account for setup downloads, updates, telemetry and optional services, then enforce or test network isolation.
- You are evaluating a cloud API: Assume audio leaves the device unless the provider’s documentation explicitly describes a different path. Review transcript, metadata and logging terms for the API mode you use.
There is no reliable industry-wide percentage for how often products labeled “offline” transmit speech. The dependable answer is product-specific: identify where inference runs, whether audio leaves, whether transcript text later syncs, what downloads or telemetry occur, and which settings, languages and implementations change the result.
