Does moving production out of China reduce supply-chain risk? Key questions for buyers

Sometimes—but not automatically. Moving final production out of China can reduce exposure to a China-specific disruption only when the new configuration also creates independent access to critical inputs, processes, ownership and transport capacity. If assembly moves while components, processing or corporate control remain tied to China, the map changes without removing the dependency.

The practical test is not “Where is it made?” It is “Which critical dependencies become independent, and can the alternative supply what we need during the disruption we are trying to withstand?”

What “moving production out of China” can mean

Buyers use the phrase for several different changes. They have different effects on risk, so a sourcing decision should name the exact change rather than treating relocation as a single strategy.

Final-assembly relocation

A company may move the last manufacturing or packaging step to another country while continuing to import Chinese cells, castings, chemicals, electronics, tooling or subassemblies. This can change the product’s shipping origin and tariff treatment, but it may leave the most fragile dependency untouched.

China+1

“China+1” generally means adding production or sourcing in at least one other country while retaining a presence in China. The UK Government’s supply-chain review describes it as expansion beyond China rather than a complete break. It can reduce single-country concentration while preserving established capabilities, but the second location is only a real backup if it has qualified capacity and independent inputs.

Nearshoring, reshoring and friendshoring

Nearshoring places production closer to the customer market. Reshoring brings it back to the buyer’s home country. Friendshoring favors countries treated as politically aligned or trusted. Each may reduce particular distance, border or geopolitical exposures, but none guarantees independent upstream supply. The UK review also warns that specialized sole-sourced products can be difficult to replace quickly.

Why a new country may not remove China dependence

Inputs can remain concentrated upstream

A second-country factory can still rely on Chinese-origin materials and components. The dependency may sit in refining, wafer fabrication, magnet production, chemical precursors, battery materials, molds or specialist machinery rather than in the visible assembly plant. A buyer that maps only tier-one suppliers will miss this exposure.

Ownership can obscure the actual network

A factory located elsewhere may be owned by a Chinese company, use the same Chinese subcontractors, or draw working capital, tooling and engineering support from China. Ownership is not itself a defect, but it matters when the disruption scenario involves sanctions, capital controls, export restrictions or loss of access to Chinese technical services.

Capacity may exist only on paper

An alternate site may be able to make a product under normal demand but lack spare lines, trained labor, approved tooling or upstream allocations during a shock. A second address is not equivalent to a second source. Buyers need evidence that the site can scale while the primary source is unavailable.

Resilience depends on the event being hedged

A move that helps with tariffs may do little against a Taiwan Strait crisis, a global shortage of a chemical, a port closure or a pandemic-related labor interruption. Resilience is scenario-specific: define the event, its duration and the service level you must maintain before judging whether relocation works.

What the evidence says

Vietnam shows why trade totals can mislead

A 2026 Federal Reserve analysis of Vietnam’s export boom to the United States examined the period after the 2018–19 U.S.–China tariff increases. The patterns were consistent with production moving from China to Vietnam, yet Chinese-owned firms increased their role in Vietnam’s U.S. export growth. Newly established foreign-invested firms were also more reliant on Chinese imports than older firms. The authors’ interpretation is that production location shifted while many China-linked input relationships remained. This is evidence from Vietnam and tariff-induced changes, not a universal estimate for every destination or industry.

Concentration is significant, but not universal

The OECD’s 2025 Supply Chain Resilience Review reported a 25-percentage-point increase over the past two decades in China’s role in other countries’ significant import concentration. At the same time, the OECD found that about 30% of global exports were overly concentrated in a few trading partners. Those figures describe global trade patterns, not the risk profile of a particular bill of materials. Your product may be more or less concentrated than the global average.

Relocalisation can carry economy-wide costs

In OECD modeled relocalisation scenarios, global trade could fall by more than 18% and global real GDP by more than 5%; GDP volatility increased in more than half of the economies modeled. These are scenario results, not a forecast of what a particular company will save or lose. They show why duplicating every process domestically is not automatically a resilience improvement: lower geographic exposure can be offset by reduced scale, higher unit costs, thinner supplier markets or new bottlenecks.

Energy-technology chains expose the weak-link problem

The International Energy Agency’s 2026 review found that production outside the largest exporting country could, in principle, meet much non-China demand at final manufacturing stages for the energy technologies it examined. However, every major chain analyzed had at least one step where less than one-quarter of demand could be met without the largest manufacturer. The lesson is methodological: identify the least replaceable stage instead of judging resilience from final assembly capacity alone. The result should not be generalized as if every sector has the same exposure.

How to determine whether a new country is a real backup

Use the following questions for each critical material, component, process and supplier. Record evidence, not assurances.

Axis Buyer question Evidence to request
Critical-tier concentration Which essential items, processes or firms remain concentrated in one country or company? Multi-tier supplier map, site list, country-of-origin records and process ownership.
Upstream independence Does the alternate site obtain key inputs independently, or import them from China? Origin declarations, sub-tier bills of materials, refining and processing locations, and supplier ownership.
Alternate capacity Can qualified alternatives meet required volume during the disruption? Validated line rates, spare capacity, labor plans, tooling availability and expansion lead times.
Recovery and logistics How will lead times, ports, routes, borders and recovery time change under the target shock? Route alternatives, port and border assumptions, transport bookings and recovery-time estimates.
Total cost and trade-offs What will qualification, duplicate capacity, inventory, compliance and operating changes cost? One-time transition costs, recurring unit costs, working-capital needs and service-level effects.
Scenario fit Does this configuration reduce exposure to the specific event being mitigated? A written disruption scenario, duration, affected nodes, decision triggers and expected coverage.

A step-by-step buyer assessment

  1. Define the disruption. State whether you are hedging tariffs, export controls, a natural disaster, a port closure, supplier insolvency, cyberattack or another event. Set its assumed duration and the customer service level you must preserve.
  2. Map the complete bill of materials. Start with the finished product, then trace components, raw materials, processing steps, tooling, software and maintenance parts through at least the tiers that can stop production. Mark single-source items.
  3. Separate location, ownership and origin. For every node, record the physical site, controlling company, country of each critical input and the logistics route. Do not treat a new shipping label as proof of decoupling.
  4. Find the bottleneck stage. Identify the step with the fewest qualified alternatives or the longest replacement lead time. In some products it will be refining or chemical processing; in others it may be a specialized machine, test process or certification.
  5. Qualify an alternative before the crisis. Complete engineering validation, audits, regulatory approvals, tooling checks and production trials. A supplier that is merely “identified” cannot be counted as available capacity.
  6. Test surge capability. Ask how much volume the alternate can deliver in one month, three months and six months if the incumbent is unavailable. Check labor, utilities, materials, tooling and maintenance constraints rather than relying on installed nameplate capacity.
  7. Stress the logistics plan. Model alternate ports, carriers, border procedures, insurance, customs classifications and transport times. Include simultaneous disruption of the usual route; otherwise the plan may fail at the same chokepoint.
  8. Choose inventory and contracts deliberately. Buffer stock can cover qualification or transport delays, but it ties up cash and can become obsolete. Consider capacity reservations, dual-source clauses, emergency allocation rights and supplier notification requirements.
  9. Monitor continuously. Recheck sub-tier ownership, country-of-origin changes, capacity utilization, sanctions exposure, lead times and financial health. Independence can erode after the initial move if suppliers consolidate or switch inputs.

Comparing relocation strategies

Strategy What it changes Where it helps Typical limitation
China+1 Adds a second production or sourcing country while retaining China. Reduces dependence on one final-production location and preserves existing capability during transition. New sites may still import Chinese inputs, use the same owners or lack surge capacity.
Nearshoring Moves production closer to the demand market. Can shorten transport routes and simplify some recovery and border problems. Does not by itself diversify upstream materials or specialist processes.
Reshoring Returns production to the buyer’s home country. May improve control, visibility and domestic policy alignment. Can reduce scale, raise costs and leave imported inputs unchanged.
Friendshoring Favors countries considered politically aligned or trusted. May reduce exposure to selected geopolitical restrictions. “Friendly” status does not guarantee available capacity, independent inputs or compatible regulations.
Stay and mitigate Keeps Chinese production while adding inventory, contracts, monitoring or a qualified second source. Can preserve efficiency while addressing a defined, manageable disruption. Country concentration remains if the alternate source cannot scale or shares the same upstream dependencies.

Costs, trade-offs and the meaning of “lower risk”

A resilient design can cost more before a disruption occurs. Budget for supplier qualification, duplicate tooling, engineering changes, audits, compliance work, reserved capacity, safety stock and additional freight. Also account for slower ramp-up, lower yields at a new site and the management effort required to maintain two networks.

Do not convert the OECD’s modeled global trade and GDP effects into a company-specific business case. The relevant comparison is your own expected disruption loss against the cost of the proposed diversification, under an explicitly stated scenario. A higher-cost source can be justified if it materially reduces the probability or duration of a severe outage; it may be wasteful if it duplicates only a noncritical final step.

The OECD summarizes the principle clearly: “The report emphasises that resilience is not about eliminating risk but about managing it.”

Common failure modes

  • Counting country-of-export as country-of-origin. A product shipped from a new country may contain the same China-dependent inputs.
  • Stopping at tier one. Contract manufacturers often cannot disclose or control the refinery, processor or specialist sub-supplier that is the true bottleneck.
  • Confusing capacity with qualification. A factory may have machines but no approved process, tooling, workers or regulatory authorization for your product.
  • Using one scenario for every decision. A tariff hedge, a port-closure plan and a sanctions plan require different maps and alternatives.
  • Assuming friendshoring removes operational risk. Aligned governments can still face floods, grid failures, labor shortages, transport congestion or supplier insolvency.
  • Ignoring shared infrastructure. Two factories in different countries can still depend on one port, carrier, software system, chemical processor or financing channel.
  • Declaring victory after the move. Supplier ownership, sub-tier sources and capacity allocations change; resilience needs ongoing monitoring.

Bottom line for buyers

Moving production out of China can lower supply-chain risk when it creates independently owned, qualified and scalable alternatives for the critical tiers exposed to your chosen disruption. It does not lower total risk merely because final assembly appears in another country. The strongest decision is usually a measured portfolio—often China+1 or another dual-source design—backed by multi-tier mapping, tested surge capacity, alternate logistics and monitoring. Judge the result by recoverability under a specific shock, not by the factory’s country on a label.
