Not on the evidence available. Dallas Mayor Eric L. Johnson presented Morgan Stanley’s planned Dallas hub as a major corporate win after AT&T announced a gradual headquarters transition to Plano. But the projects use different job definitions, timelines and investment measures, and no comparable estimate shows that Morgan Stanley will replace the economic impact of AT&T’s move.
What Dallas and Plano have announced
On September 28, 2026, the City of Dallas announced that Morgan Stanley had selected Dallas for a new U.S. operations hub. The city described more than $1.3 billion in direct and indirect capital investment and more than 3,800 jobs. Mayor Eric L. Johnson called it a “landmark investment” in Dallas. The figure is the city’s broad direct-and-indirect investment measure, not the same measure as the company capital investment figure reported by the state.

The Office of the Texas Governor described Morgan Stanley’s planned capital investment as $684 million, alongside more than 3,800 jobs. It also announced a $43,849,500 Texas Enterprise Fund grant and a $40,000 Veteran Created Job Bonus. AT&T announced on January 5, 2026, that it planned to transition its headquarters to Plano. Dallas said the move would be gradual and that AT&T’s leaders preferred a large, horizontal suburban-style campus over a downtown setting. How Morgan Stanley’s Dallas hub is planned to unfold
Two Dallas locations and a phased move
The June 24, 2026, Dallas City Council project record describes an initial phase at Fountain Place, 1445 Ross Avenue, using approximately 255,000 square feet. Morgan Stanley is expected to begin operations there in 2027 under a short-term lease of approximately 52 months. The plan then contemplates a long-term lease beginning in 2031 at a planned, approximately 708,000-square-foot build-to-suit office on McKinney Avenue and Fairmount Street in Uptown. These are project plans and expected dates, not completed milestones.
The council record projects approximately $96.9 million in real estate and business personal property improvements at the temporary site in 2026–27, followed by approximately $684.2 million in improvements at the permanent site by the end of 2031. Jobs and wages are projections
The council record lays out a staged employment plan: 1,500 jobs at the temporary location from 2027 to 2031; then, at the permanent location, those 1,500 jobs plus 115 other Dallas-market jobs and 2,200 more jobs by the end of 2035, for a stated total of 3,800. The record also describes a possible additional 1,000 jobs by the end of 2039. The plan includes transfers and relocations as well as additions, so its totals should not be read as entirely new jobs for Dallas.

Public support has conditions
Dallas summarized its economic-development grant as up to $18.5 million, based on actual jobs created. The council record also describes five- and ten-year abatements on 90% of added taxable business personal property value for project phases, as well as grants subject to job and investment conditions. The state separately announced its Texas Enterprise Fund grant and veteran job bonus. Authorized or conditional support is not the same as money already paid; the announcements do not establish eventual disbursement or whether every condition will be met. What AT&T’s Plano plan says about jobs and incentives
Plano’s agreement describes a planned 2 million-square-foot campus and up to 10,000 jobs that may be transferred, retained or created. “Up to” is a ceiling in the project plan, not a count of 10,000 newly created jobs. Dallas’s account says AT&T’s transition will be gradual, rather than a single-date departure.

Plano describes incentives tied to redevelopment, investment, jobs and a long-term presence: a $10 million redevelopment grant, a $1,000-per-qualifying-job incentive, and a partial city tax rebate on new property value for 25 years. The release does not make these terms a simple measure of the city’s net cost or the number of jobs that will be new. City of Plano announcement.

The central comparison is not 3,800 versus 10,000 as if both figures counted the same thing. Morgan Stanley’s Dallas plan targets more than 3,800 positions by 2035, with a possible later increase to 4,800 by 2039; its staged total includes jobs moved within the Dallas market as well as additions or relocations. Plano’s AT&T figure is up to 10,000 transferred, retained or created positions tied to a campus project. Neither announcement supplies a directly comparable count of net new jobs lost by Dallas or gained by Plano.

The projects also differ in timing, footprint and investment accounting. Morgan Stanley’s plan starts with a temporary downtown site and anticipates a permanent Uptown office; AT&T plans a suburban-style campus in Plano. Dallas’s $1.3 billion figure includes direct and indirect investment, while the state’s Morgan Stanley figure is $684 million in capital investment. The council record’s site improvement projections use yet another defined measure. Comparing those values as though they were equivalent would overstate what the figures establish.
The official announcements and council record document plans and incentives, not realized hiring, construction, tax receipts, supplier effects or a counterfactual estimate of what Dallas would have experienced had AT&T stayed. The Dallas Regional Chamber, which participated in the site evaluation, also described the project as a regional hub; that framing is the Chamber’s account, not an independent net-impact calculation. So Morgan Stanley’s planned hub is a significant Dallas economic-development announcement, but the available figures do not establish that it makes up for AT&T’s headquarters transition to Plano. That would require a comparable assessment of realized jobs, wages, public revenue and other effects across both projects.
