Short answer: only partly. GIMP has its own brush, plug-in, and scripting systems. You can use some Photoshop-related assets, but the official GIMP documentation does not establish complete support for Photoshop ABR brushes, Photoshop plug-ins, or Photoshop Actions (.atn) as drop-in imports.
Brushes must be checked file by file, plug-ins need to be built for and compatible with your GIMP version, and Actions generally need to be recreated as GIMP operations or scripts. GIMP 3.2 does document a few narrow Photoshop imports—ACV and ALV adjustment presets and PAT patterns—so “nothing from Photoshop works” would also be inaccurate.

The safest way to think about compatibility is by asset type rather than by the word “Photoshop.” Each format has a different status in GIMP, and support for one does not imply support for the others.

These distinctions matter because a file extension alone does not describe all the data inside an asset. A brush may contain multiple tips, spacing, dynamics or metadata; a plug-in is executable code tied to an extension interface; and an Action is a recorded sequence that expects Photoshop commands and dialogs. GIMP can support a comparable concept without being able to read the Photoshop file.

Photoshop brushes: conditional support, not guaranteed ABR compatibility
What GIMP officially uses
The GIMP 3.2 brush documentation lists three native brush formats: GBR, GIH and VBR. GBR is the ordinary raster brush format, GIH can contain an animated or multi-image brush, and VBR represents a generated brush. The manual also says that many image types can be opened and saved as GBR. That gives you a reliable route for a brush that can be represented as a single image, but it is not a promise that every Photoshop brush feature will survive conversion.
The documentation explicitly cautions that conversion varies by brush: “Some can be converted easily, some require special conversion utilities, and some cannot be converted at all.” That warning is more useful than a blanket yes or no. A simple grayscale brush tip may transfer well; a complex brush that depends on Photoshop-only dynamics, texture behavior or metadata may not.
What is and is not established about ABR files
ABR is Photoshop’s brush-file extension, but the official GIMP material covered here does not provide a version-by-version specification for ABR support. It does not establish that all ABR generations, compressed files, brush groups or advanced settings are readable. Therefore, an ABR file should be treated as an experiment in the target GIMP release, not as a guaranteed import.

Do not infer ABR support from GIMP’s ability to open ordinary image files, and do not infer that a brush that appears in the Brushes dialog retains every original Photoshop setting. The only dependable answer for a particular file is whether that file loads and behaves correctly in your installed version.
How to add a GIMP-compatible brush
- Obtain a brush file in a format your GIMP version documents, such as GBR, GIH or VBR. If the creator provides only an ABR file, ask whether a GIMP export or a flattened image of the brush tip is available.
- Place the file in a folder included in GIMP’s brush search path. GIMP indexes files in those folders rather than scanning every folder on your computer.
- Open the Brushes dialog and use its refresh command so GIMP re-reads the search-path folders. If the brush does not appear, confirm the file extension, permissions and selected search-path folder.
- Select the brush and paint a test stroke on a new image. Check size, spacing, opacity, rotation, pressure response and any expected dynamics instead of assuming that a thumbnail proves full compatibility.
The exact preference labels can vary slightly between releases, but the underlying process is the same: add a folder under the brush search-path settings, put the file there, and refresh the Brushes dialog. Keep imported brushes in a separate folder so they can be removed or replaced without disturbing GIMP’s bundled resources.
Converting an image into a brush
When a brush is fundamentally an image, GIMP’s documented GBR workflow is often the least ambiguous option. Open the source image, prepare the background and grayscale or color appearance you want, then save or export it as a GBR brush in a folder on the brush search path. After refreshing the Brushes dialog, test the resulting brush. This produces a GIMP-native asset, but it cannot recreate Photoshop-specific behavior that was not present in the image itself.

Photoshop plug-ins: use a GIMP plug-in instead
Why a Photoshop plug-in is not a normal file import
GIMP describes plug-ins as external programs that interact with GIMP through GIMP’s plug-in system. That is an extension interface, not a generic container for any image-editor plug-in. Photoshop plug-ins are written for Photoshop’s own interface and host expectations. The official GIMP documentation reviewed for this topic does not document loading Photoshop plug-ins, so you should not expect to copy a Photoshop plug-in into a GIMP plug-in folder and have it work.
A plug-in can also be tied to a particular GIMP release, processor architecture and operating system. Even a plug-in made for GIMP may fail when moved between major versions. The GIMP manual warns about these version-compatibility issues, making the plug-in author’s requirements an essential part of the installation decision.
A safer plug-in selection process
- Define the operation you need—noise reduction, file export, color processing, batch work or another task—rather than searching only for a Photoshop plug-in name.
- Look for an implementation written for GIMP and read its stated GIMP version, operating-system and architecture requirements.
- Install only from a source you trust. A plug-in is executable code, so treat it like software, not like a harmless brush image.
- Follow the plug-in’s own installation instructions and restart or refresh GIMP as required by that plug-in.
- Test it on a copy of an image. Confirm that it appears in the expected menu, produces the intended result and does not alter the original file unexpectedly.
If a plug-in fails, first compare its required GIMP version with the version shown in your installation. Then check whether you installed a build for the wrong operating system or architecture. If the plug-in is old and no compatible build exists, the practical choices are a maintained GIMP alternative, a built-in GIMP operation or a different workflow—not a Photoshop plug-in copied into the wrong folder.

Photoshop Actions: no documented .atn import
Why GIMP scripting is not Action compatibility
Photoshop Actions are recorded command sequences stored in .atn files. GIMP has scripting and plug-in facilities, but those are GIMP’s own extension mechanisms. The existence of scripting does not mean GIMP can parse an .atn file or execute Photoshop’s command vocabulary. The official sources reviewed do not document direct .atn import or playback.
That is a limitation of documented support, not proof that no third-party conversion experiment exists. An unofficial converter may omit commands, dialogs or adjustment semantics, and its result would still need to be checked against the original Action.
Ways to reproduce an Action in GIMP
- Recreate the steps manually. Open the Action in Photoshop if you have access to it, write down each operation and reproduce the equivalent GIMP operations one at a time.
- Use a GIMP-specific script. For a repeatable sequence, find or create a script that targets your installed GIMP version. Map each step to a GIMP procedure rather than trying to execute the
.atnfile itself. - Use a GIMP plug-in. A plug-in can package a specialized workflow, but it remains subject to the version and security checks described above.
- Validate the output. Compare dimensions, color mode, layer structure, masks, opacity and export settings. Similar-looking pixels do not prove that every Action step was reproduced.
Actions that rely on Photoshop-only filters, smart-object behavior, proprietary adjustment details or unavailable fonts may require a redesigned workflow rather than a literal translation.
What GIMP 3.2 can import from Photoshop
GIMP 3.2 release notes identify a small set of Photoshop-related imports. GIMP 3.2 can import ACV presets for Curves, ALV presets for Levels and load PAT patterns. These are named features, not evidence of broad Photoshop-file compatibility.
Use the import option associated with the relevant GIMP tool, then verify the resulting curve, level values or pattern appearance. A successful ACV, ALV or PAT import does not imply that ABR brushes, plug-ins, Actions, PSD behaviors or other Photoshop assets will work the same way.
Version checks and troubleshooting
Start with the installed GIMP version
Compatibility advice must be tied to a release. The current online manual landing page identifies the GIMP 3.2 manuals and notes that the English manual and translations are works in progress and may be incomplete. Menus, plug-in interfaces and supported formats can change, so read instructions written for your major version rather than assuming that a guide for an older release still applies.

Brush does not appear
- Confirm that the file is in a folder on GIMP’s brush search path, not merely in Downloads.
- Refresh the Brushes dialog after copying the file.
- Check that the file extension and permissions are correct.
- Try a documented GBR, GIH or VBR file to separate a search-path problem from an ABR compatibility problem.
- If the brush loads but paints differently, compare its dynamics and spacing settings; a visible thumbnail is not proof of feature parity.
Plug-in is missing or fails to run
- Verify that it is a GIMP plug-in, not a Photoshop plug-in.
- Match the plug-in’s required GIMP release, operating system and architecture.
- Recheck the author’s installation path and restart instructions.
- Remove or disable an incompatible plug-in rather than repeatedly loading it into a production session.
Action file will not open
An .atn file not appearing in GIMP is expected under the documented support available here. Keep the Action as a reference, list its operations and rebuild the workflow with GIMP commands, a GIMP script or a GIMP plug-in.
A practical decision rule
Use this order when moving a Photoshop workflow to GIMP:
- Identify the asset type. A brush, plug-in, Action, preset and pattern require different compatibility checks.
- Prefer a native GIMP format. GBR, GIH, VBR and a GIMP-specific script or plug-in provide clearer expectations than an undocumented cross-application conversion.
- Use documented narrow imports where available. In GIMP 3.2, that includes ACV, ALV and PAT.
- Test on a copy. Check both whether the file loads and whether its visual or procedural behavior matches what you need.
- Ask for an export when the asset is essential. A creator-supplied GIMP brush, image tip or recreated workflow is usually more dependable than an unverified conversion.
Bottom line
GIMP is not a drop-in host for the Photoshop ecosystem. Brushes are conditional and should be tested individually; Photoshop plug-ins are not documented as loadable in GIMP and GIMP plug-ins must match the installed version; Photoshop Actions (.atn) are not documented as importable. GIMP 3.2’s ACV, ALV and PAT support is useful but deliberately narrow. Plan migrations around GIMP-native formats and workflows, and treat every cross-application file as something to verify rather than assume.
