No. Android’s Ads privacy controls limit several advertising signals, but they are not a universal switch that prevents every app from collecting data or identifying you. The controls cover ad topics, app-suggested ads, and ad measurement. Advertising ID is managed separately, and Google’s developer guidance says apps can have their own privacy settings and may use persistent or proprietary identifiers in some circumstances.
What Android’s Ads privacy feature actually controls
Android’s consumer controls target specific parts of advertising rather than all app activity. The menu has three areas: Ad topics, App-suggested ads, and Ad measurement. Each changes a defined signal that Android can provide for advertising. None of the three promises to stop an app from collecting unrelated information under its own policies.

Ad topics
Android can derive interest topics from the apps you use. Participating apps may request those topics for ad personalization. Android says it shares up to three topics with an app at one time and deletes topics after four weeks.
You can remove individual topics or turn Ad topics off. Removing a topic stops Android from sharing that topic again through this feature. It does not guarantee that advertisements about the same subject disappear: Android explicitly notes that related ads may still be shown. An app can also use information it obtains through its own systems, subject to that app’s policies.

App-suggested ads
Apps may recommend ad suggestions to Android and store those suggestions so that other apps can use them to display relevant advertising. In the Ads privacy menu, you can block a particular app from making suggestions.
Android says that associated suggestion data is deleted when you block an app. That action applies to the app-suggestion mechanism; it does not mean the app is unable to collect data for other purposes, and Android warns that ads related to the blocked app may still appear.
Ad measurement
Ad measurement lets apps share a limited amount of information to evaluate advertising performance, such as whether an ad was shown. Android provides a separate on-or-off control for this feature. Turning it off limits this documented measurement channel, not every form of analytics, logging, or data transfer an app might operate under its own terms.

Where to find the controls
Google’s documented navigation is:
- Open Settings.
- Tap Google.
- Choose All services.
- Under Privacy & security, tap Ads.
- Open Ads privacy.
Inside that screen, select Ad topics, App-suggested ads, or Ad measurement to review the available switch or list of items. Menu names and placement can differ by Android version, device manufacturer, and rollout status. Android Help also says you might not see topics until the feature is fully available on your device and apps begin using it.
Remove one topic
- Go to Settings > Google > All services > Privacy & security > Ads > Ads privacy > Ad topics.
- Select the topic you no longer want shared.
- Use the remove or block option shown for that topic.
The result is limited to that topic in Android’s ad-topics system. It is not a deletion request for every copy of similar information held by an app or another service.
Stop an app from suggesting ads
- Open the same Ads privacy menu.
- Choose App-suggested ads.
- Select the app and block its ability to make suggestions, if the option appears.
Android says the related suggestion data is deleted after you block the app. The app can still display ads or process data through mechanisms outside this feature.

Disable ad measurement
- Open Settings > Google > All services > Privacy & security > Ads > Ads privacy.
- Tap Ad measurement.
- Turn the control off and confirm any prompt.
If the item is missing, your device’s software or rollout may not expose it yet. Do not assume that a missing menu means measurement or other analytics are impossible; it only means this particular control is not currently visible.

How the three controls differ

Advertising ID is a separate privacy decision
Do not treat the Ads privacy screen as if it deletes your Advertising ID. Google Play Console documentation describes Advertising ID as a user-resettable and user-deletable advertising identifier supplied by Google Play services. On supported devices, deleting it causes API attempts to return zeros.
The exact location and wording of the Advertising ID control vary with Android releases and device settings. If you want to review it, use the Settings app’s search field for Advertising ID or Delete advertising ID, then follow the control shown by your device. If no result appears, your Android build may expose the option under a different privacy or Google-services page.

Deleting or resetting the identifier changes that identifier. It does not erase every record an app already holds, and it does not prevent an app from using an identifier that is allowed under its own settings or applicable platform rules. Google’s developer guidance specifically acknowledges that apps may have their own settings and describes circumstances in which persistent identifiers may be used.

Turning off a documented ad signal does not disable all data flows from an app. The remaining possibilities depend on the app, its permissions, its account system, and the services it uses. The official guidance does not provide a percentage showing how much total tracking is reduced, so no honest setting can be translated into a guaranteed reduction figure.
- App-controlled settings: An app may offer its own advertising, analytics, personalization, or privacy switches. Android’s Ads privacy controls do not replace those menus.
- Other identifiers: Google’s developer documentation discusses persistent or proprietary identifiers in some circumstances. Blocking an Android ad signal does not automatically invalidate every identifier an app may lawfully use.
- Information supplied directly to the app: Account details, content you submit, and choices you make inside an app are governed by that app’s service and privacy policy, not by the three Ads privacy toggles.
- Related advertising: Android says ads related to a removed topic or blocked app suggestion may still appear. Seeing such an ad is therefore not proof that the setting failed.
A practical way to reduce advertising-related data use
For the strongest result available through Android’s documented controls, work through the settings in this order:
- Open Ads privacy and review every topic. Remove topics you do not want shared, or disable Ad topics if your device offers a master switch.
- Open App-suggested ads and block apps whose suggestions you do not want Android to accept.
- Turn off Ad measurement if you do not want to participate in that measurement channel.
- Search Settings for the separate Advertising ID control and choose reset or deletion according to your preference.
- Review privacy and advertising settings inside each app that matters to you. Android’s own documentation says app policies and settings also affect personalization.
- Check the permissions an app actually needs and revoke permissions that are unnecessary for its core function. Permission changes address access to the protected resource; they do not retroactively remove data already collected.
- Read the app’s privacy policy before creating an account or enabling optional personalization. Look for the data categories collected, sharing purposes, retention periods, and deletion process.
This checklist reduces the specific advertising channels Android exposes, while the app-level review handles controls that Android cannot centrally manage.
Why Android’s developer API notes can be confusing
Android’s current developer reference says TopicsManager was deprecated in API level 37 and that the Rubidium Relevance APIs have no direct replacement; calls are expected to be rejected in future Android releases. That is an API lifecycle statement for developers. It does not, by itself, prove that the consumer-facing Ads privacy settings have already disappeared from phones.
Android’s API documentation also lists AdServices permissions for Topics and Attribution APIs and identifies those APIs as part of the surface added in API level 34. API-level availability describes what software can call on a particular release; it is not a promise that every device exposes the same Settings layout.
If you develop an app, verify the current Android Developers reference before depending on TopicsManager or related APIs. If you use a phone, judge availability by the controls shown on that device and by the current Android Help instructions, not by a deprecation notice alone.
What Android’s wording means for your expectations
Android’s help documentation says: “Android will share up to 3 topics at a time with an app.” It also explains that an ad you see may be personalized depending on these settings, your Advertising ID settings, and the policies of the apps you use. Those statements describe bounded controls, not a promise of anonymous app use.
The accurate conclusion is therefore narrow but useful: Ads privacy can reduce the ad-related information Android shares through its named systems. It cannot guarantee that apps stop tracking you in every other way, and it cannot guarantee that related advertising disappears.
