Yes. To count toward YouTube Partner Program (YPP) public watch-hour eligibility, a 24/7 livestream needs to be public, and its recording must remain available as a public video on demand (VOD). YouTube excludes private and unlisted videos, as well as livestreams that are unlisted, deleted, or not converted to VOD. A stream being public while live is not enough if its archive later fails those conditions.
Which 24/7 livestream hours count toward YPP?
YouTube’s eligibility measure is qualified public watch hours, not simply every minute of watch time shown elsewhere in Analytics. YouTube says qualifying hours come from long-form videos set to public, and excludes private or unlisted videos and livestreams that are unlisted, deleted, or not converted to VOD. For a continuous stream, think of eligibility as two checks:
- Visibility: the stream is public, rather than private or unlisted.
- Archive: after the livestream, its recording is retained, public, and converted to a VOD.
If you rely on a stream’s hours, keep its archive public. Making it unlisted or deleting it afterward does not meet YouTube’s stated conditions for qualifying livestream hours.

Does the archive need to stay public after the livestream ends?
Yes, if you are relying on that livestream for YPP public watch hours. YouTube specifically excludes livestreams that are unlisted, deleted, or not converted to VOD. So a stream that was public while live may still fail the archive condition if its recording is later unlisted, deleted, or never becomes a VOD.
YouTube does not specify an exact processing delay for converting a livestream to VOD or for changes to the qualified-hours total. Check the stream’s archive status and the channel’s Earn area rather than assuming that an immediate change in visibility or processing will show up on a particular schedule.

How many watch hours and subscribers are required?
As shown on YouTube’s official pages accessed on October 3, 2026, the standard long-form route to YPP requires 1,000 subscribers and 4,000 qualified watch hours in the last 12 months. The alternative route is 1,000 subscribers and 10 million qualified Shorts views in the last 90 days. Watch time from Shorts in the Shorts Feed does not count toward the 4,000-hour long-form threshold. YouTube reviews each qualifying channel; reaching the numbers does not guarantee acceptance. YouTube also describes an earlier-access tier for selected features in eligible countries and regions. Its monetization guide lists 500 subscribers, three public uploads in the last 90 days, and either 3,000 qualified long-form watch hours in the last 365 days or 3 million Shorts views in the last 90 days. This is distinct from the higher threshold for Watch Page Ads, Shorts Feed Ads, and YouTube Premium: 1,000 subscribers plus either 4,000 qualified long-form watch hours in the last 365 days or 10 million Shorts views in the last 90 days. YouTube’s pages displayed these thresholds as current on October 3, 2026, without stating a publication year. The YPP overview search result also showed an announcement of changes planned to start February 1, 2027; that future change was not in effect on October 3, 2026. Check YouTube’s current eligibility page for any later changes.
Where to verify qualified watch hours
- Open YouTube Studio for the channel.
- Open the Earn area.
- Check the qualified public watch-hour progress shown there against the applicable YPP route.
Other watch-time totals in Studio may include activity that does not qualify for the YPP public-watch-hour threshold. Use the Earn eligibility figure for that purpose. YouTube also says privacy changes or deletion during an application may affect its status.

Does a 24/7 stream guarantee enough watch hours?
No. The eligibility rules specify which watch hours can count and the channel thresholds, but they do not promise a particular number of hours from a stream of a given duration. Actual qualifying progress depends on eligible watch time, and the channel must still pass YouTube’s policy review after reaching a threshold.
