Do You Still Need a Landline? How to Decide What Your Home Needs

Many households can drop a separate home-phone service if mobile coverage works reliably indoors, everyone can reach one another, and no safety, accessibility, or other device depends on the line. Keeping home-phone service can still make sense for shared household access, weak mobile coverage, familiar handsets, or equipment that needs a compatible voice connection. First find out what kind of service you have: “landline” may mean legacy copper, but it can also mean voice delivered over fiber, broadband, or wireless.

What does “landline” mean now?

Traditional POTS (Plain Old Telephone Service) carries voice over legacy copper. A home-phone service today may instead use fiber, an internet connection, fixed wireless, or a mobile network, sometimes with familiar household handsets. The difference matters: each technology has different equipment, power requirements, outage behavior, and procedures for locating 911 calls.

For example, AT&T describes fiber, wireless, Internet Air, and AT&T Phone – Advanced among options for customers transitioning from copper; Verizon describes fiber and wireless replacements. Availability varies by address and provider, and these are carrier descriptions rather than independent comparisons. AT&T’s transition information and Verizon’s copper retirement information explain their own offerings.

Which home-phone option fits your household?

Option Potential benefit What to weigh
Keep home-phone service Shared access, a familiar handset, or an additional way to call It has a separate cost, and its reliability and power needs depend on whether it uses copper, fiber, broadband, or wireless.
Move from copper to fiber or IP voice May preserve home-phone use and possibly your number while changing the network Requires provider equipment and a working service path; backup power may be needed.
Use fixed-wireless or mobile voice May replace a copper-based home-phone service where offered Check local coverage, congestion, power needs, and how the provider handles 911 location information.
Use mobile phones only Simplifies services and may avoid a separate home-phone charge Depends on indoor coverage, charged devices, household habits, and any accessibility or connected-device needs.

Compare the actual monthly total, indoor coverage, backup-power arrangements, 911 location handling, number portability, call quality, accessibility, and compatibility with connected equipment. There is no established nationwide cost or reliability comparison that makes one option best for every household.

What happens to a home phone during a power outage?

No home-phone technology is outage-proof. Copper lines and poles can be damaged in severe weather or disasters. Internet-based voice needs working internet and powered customer equipment; a backup battery may help during a local power failure, but it cannot restore a failed internet connection or a damaged network. The FCC’s 2026 order says interconnected VoIP can continue during a power outage if internet service remains operational and the customer has backup power. It also rejects the blanket assumption that copper always works through outages. The FCC order discusses these conditions.

For a fiber or broadband voice setup, identify which devices need power: possibly an optical network terminal (ONT), modem, router, voice adapter, and cordless phone base. Ask the provider which backup equipment is included, how long it lasts, and how batteries are replaced. A UPS can power local equipment for a time, but it cannot keep the provider’s external network operating. Verizon says battery backup is included with its fiber and fixed-wireless POTS replacement equipment for commercial power outages; that statement applies to its offerings, not all providers. Verizon’s information describes its equipment.

Can you call 911 with VoIP?

Covered interconnected VoIP providers have federal E911 obligations under 47 CFR § 9.11. The rules include routing and location-information requirements. Fixed interconnected VoIP must provide automated dispatchable location; rules for non-fixed services address dispatchable or registered location and related alternatives. The practical details depend on the service and configuration, so confirm the service address in the provider’s records—especially after moving equipment or changing where you use the service.

Do not treat a 911 requirement as a guarantee that a call will work through every outage. A working service path and any required customer equipment still matter. Ask your provider what happens to emergency calling if power, internet, or cellular service fails.

What should you check before cancelling or changing service?

  1. Identify the technology. Check your bill or ask whether voice is copper POTS, fiber, VoIP over broadband, or wireless. A home phone does not necessarily mean you still have copper.
  2. Ask about your number and bundle. Confirm whether you can retain or port your number, and whether cancelling changes broadband service, bundle pricing, or discounts.
  3. Verify emergency-call details. Ask whether 911 is available, which address or location is registered, and what the service does during power, internet, or cellular outages.
  4. Check every connected device. Include alarms, medical alert or telecare devices, fax machines, door-entry systems, payment terminals, elevators, and other equipment that may use a telephone line. Contact both the equipment maker and provider to confirm compatibility and whether an adapter is needed. UK government guidance also advises checking line-connected devices during a transition.
  5. Plan for backup power if needed. List the equipment that must stay on, then ask about included batteries, runtime, replacement, and ongoing cost. A UPS may help with local equipment but not the provider’s network.
  6. Compare the full cost and your own coverage. Consider the household’s actual calling habits, indoor mobile signal, accessibility needs, and device requirements rather than assuming a replacement has the same resilience as the old service.

Are landlines being discontinued everywhere?

No single transition date applies to every customer. Carrier plans, local availability, and state processes differ; “landline” service may also continue over a different technology after copper is retired.

AT&T said on April 28, 2026, that it planned to exit copper in most of its wireline footprint by the end of 2029. The company described phased notices and location-dependent options, with copper phone and broadband service scheduled to be discontinued in certain areas beginning in summer 2026. It also reported that less than 2% of its eligible customers were still using legacy copper voice technology. These are AT&T’s plans and its figure for eligible customers—not a nationwide schedule or measure of all U.S. households. AT&T’s announcement gives its scope and timing.

State processes can differ as well. The Minnesota Public Utilities Commission says a law effective July 1, 2026, requires certain telephone companies seeking to transition legacy customers to submit a formal plan and receive Commission approval; it also describes FCC Order 26-19 as accelerating copper transition. Check the notice from your own provider and the rules for your location rather than assuming another carrier’s schedule applies. The Minnesota PUC’s copper-transition page describes that state’s process.

What do UK landline figures show—and what do they not show?

UK figures illustrate that transitions can involve both a change in phone technology and a need to check attached devices, but they should not be read as U.S. adoption or outage statistics. UK government guidance published May 28, 2025, said more than two thirds of UK landlines had already been upgraded to VoIP. It also cited an Ofcom-reported 45% increase in PSTN incidents during 2024 and more than 2,600 major PSTN incidents during 2024/25. Those numbers concern the UK and do not establish how common landlines are, or how reliable a particular option is, in the United States. The UK government guidance provides the context.

Does next-generation 911 make a home phone outage-proof?

No. The National 911 Program, housed within NHTSA’s Office of Emergency Medical Services, describes Next Generation 911 (NG911) as an internet protocol-based system intended to replace decades-old analog 911 infrastructure. It is designed to carry voice, photos, video, and text and to support call overload, disasters, and location-based routing. But NG911 modernization requires coordination among emergency communications and governing entities; it does not make an individual phone, its power supply, or its network connection immune to failure. The National 911 Program’s NG911 overview explains the system.
