No. Buy an eligible digital game once and you can play it on an Xbox console, a Windows 10/11 PC, or a supported gaming handheld at no extra charge. The important conditions are that the title is marked Xbox Play Anywhere and that you sign in with the account that owns it.
Which games are covered?
Only games designated as Xbox Play Anywhere qualify; the benefit does not apply automatically to every Xbox game. Check for the Play Anywhere badge on the game’s Xbox Store or Windows Store listing, or check Xbox’s participating-games list before buying. The list can change, and store availability or terms may vary by region.

Does one Xbox purchase work on PC?
Yes, if it is a digital Play Anywhere title. Sign in on the PC with the Xbox Live/Microsoft account associated with the purchase; the game should appear in My Library. On an Xbox console, sign in with that account and look under Ready to Install. Xbox specifies Windows 10 Anniversary Edition update or later and the latest console update.

Can you use the game on more than one device at once?
Play Anywhere lets you move between supported devices without buying another copy, but it does not grant simultaneous play on all of them. Xbox says the same game may be signed into on one Xbox console, one Windows 10/11 PC, or one supported handheld at a time; simultaneous sign-in on those devices is not allowed.
Do saves and add-ons carry over?
For an owned Play Anywhere game, Xbox says saves, add-ons, and achievements travel with you across supported devices. DLC for that game can be used on those devices, and achievements count toward one shared set.

Does Game Pass count as buying the game?
Subscription access is not the same as owning a digital copy. Xbox’s Play Anywhere FAQ explains the benefit for an owned qualifying game but does not specify what happens when a Game Pass title leaves the catalog. Check the current subscription terms for the title rather than assuming catalog access gives you a permanent license.
