Yes. Hallowed Concepts is downloadable content for Risk of Rain 2, so you need the base game to play it. In co-op, however, only one player in the lobby needs to own the DLC for its monsters, levels, and items to appear. Nonowners cannot select its new survivors or permanently unlock its content.
What you need to play Hallowed Concepts
On Steam, you need both Risk of Rain 2 and Hallowed Concepts: the expansion listing says the base game is required. The Xbox Store likewise says the game is sold separately. Hallowed Concepts launched October 8, 2026, for PC, Xbox Series X|S, and PlayStation 5, according to 2K’s launch notes.

Steam and Xbox state that one player owning Hallowed Concepts is enough for its monsters, levels, and items to appear for the whole lobby. A friend who does not own the DLC can join that session, provided they have the base game.

That shared lobby access does not grant the nonowner the expansion. Players without it cannot select the new survivors or permanently unlock the expansion’s items, logbooks, or other content. In practical terms, the owner can bring the DLC environment and listed content into the run, but each player’s survivor selection and permanent unlock access still depend on their own ownership.
Can you play as Enforcer or Acolyte without the DLC?
No. The official listing says nonowners cannot select the new survivors. 2K’s launch notes identify Enforcer as unlocked by default within the expansion and Acolyte as unlockable; those unlock conditions do not remove the DLC ownership requirement.

What Hallowed Concepts adds
2K’s October 2026 notes describe the expansion as adding the following content:
- Two survivors: Enforcer and Acolyte.
- Three enemies, three bosses, and three standard stages.
- Fourteen Hexes and eleven Hallowed Items, plus three standard items.
- The N’tormat curio, trials, interactables, survivor skins, and music.
The notes also describe changes that are not exclusive to Hallowed Concepts, including new skills for six original survivors and an optional Karma system. Xbox Series X|S
The Xbox Store gives the same base-game and one-owner lobby rules. It also says online multiplayer on console requires an eligible Game Pass subscription. Check the current store listing for applicable subscription terms.

PlayStation 5 and Epic Games Store
2K’s launch notes confirm a PlayStation 5 release, but the available official statements establishing the ownership rules are the Steam and Xbox listings. They do not establish an Epic Games Store-specific entitlement rule. If buying through Epic, check that storefront’s current product listing rather than assuming its wording is identical.
Do mods change the requirement?
The official store and patch pages do not specify DLC ownership or compatibility rules for modded sessions. For a modded lobby, check the mod’s current documentation; the official multiplayer rule alone does not settle how a particular mod handles DLC content.
