Do Steam Games Bought on Sale Stay in Your Library Forever?

No—not as a guaranteed, permanent ownership right. A Steam game bought on sale is covered by the same license framework as any other Steam purchase. Valve’s current Steam Subscriber Agreement says games are “licensed, not sold,” and it does not promise that every game will remain accessible forever.

Does buying on sale change what you get?

No. Valve’s Steam Subscriber Agreement describes Steam games as “Content and Services” and the rights to use them as “Subscriptions.” It does not say a discounted purchase receives a different license or a shorter or longer access term than a purchase at full price. The price you paid does not turn the license into ownership.

Valve states: “The Content and Services are licensed, not sold.” The agreement also says the license confers no title or ownership in the content. (Steam Subscriber Agreement, Section 2.A)

What does having a game in your library mean?

Your library is tied to your Steam account; it is not evidence of a permanent, transferable ownership right. The agreement says you need a Steam account to use Steam content, and some use may also require the Steam client and an internet connection. A license ends if the agreement or the subscription that includes it ends.

Can Steam remove access to a game?

The agreement does not guarantee perpetual availability. It says Valve may restrict or cancel an account or particular subscriptions if Valve stops providing those subscriptions to similarly situated subscribers generally, or if a user breaches the agreement, including applicable game-specific terms and rules. For cancellation due to a violation or improper or illegal activity, the agreement says no refund will be granted.

These are the terms Valve publishes; whether mandatory consumer-protection law affects a particular case depends on the user’s circumstances and jurisdiction.

Can you end access yourself?

Yes. Valve’s agreement allows users to cancel their account or request termination of a subscription. Under the stated terms, doing so does not entitle the user to a refund. This contractual statement does not resolve whether different rights apply under local law.

Which terms apply to a specific game?

The general Steam Subscriber Agreement is not necessarily the only relevant set of terms: Valve says some subscriptions have additional, product-specific terms. Check the game’s Subscription Terms as well as the agreement. The official agreement page identifies September 10, 2026 as its last update (Valve Steam Subscriber Agreement).
