Sometimes. A static QR code can encode its destination directly, so a generator may never receive scan events. A dynamic code commonly sends scanners through a provider’s redirect service, which can enable destination changes and scan analytics. What is collected depends on the specific service and setup. If your business processes personal data and GDPR applies, explain the actual processing in a privacy notice.
Can a QR code track who scans it?
A QR code itself does not identify a person. But the destination and the services involved in serving it may collect information when someone scans it. With a direct, static code, the scan can take the user straight to the encoded URL. With a dynamic code, the QR code may first contact a provider that redirects the user, making it possible to count scans or record technical details.

Scan analytics are not proof of a person’s identity. Depending on the provider, they may include a timestamp, device category, browser or operating system, and approximate location inferred from an IP address. A provider may also use an identifier to distinguish visits. Whether these details count as personal data depends on the data and applicable law.
Do static QR codes track scans?
Not necessarily. A static code stores its destination in the code itself, so the code generator may not need to receive scan information. For example, OpenQR says its static QR payload is generated in the browser and not uploaded to its servers. Its policy describes a different arrangement for its dynamic codes, whose destinations are stored server-side for redirection and counting: OpenQR’s privacy policy.

This is one provider’s account of its own implementation, not a guarantee about all static QR tools. A generator’s website may have separate site analytics, and the URL encoded in a static QR code may itself lead to a site that logs visits.
What information can a dynamic QR code collect?
Dynamic codes usually rely on a provider-controlled redirect to support features such as changing the destination after printing or viewing scan counts. That redirect creates an opportunity to process scan data, but the exact fields and retention vary by service.

| Provider’s published example | Described scan data and retention |
|---|---|
| DynamicQRCode | Its policy, effective 28 August 2026, says it temporarily processes raw scanner IP addresses for approximate geolocation, then stores a SHA-256-derived identifier with scan time, QR code ID, browser-session ID, derived country/state and broad device type. It says active code scan logs remain while the QR code and owner account are active, with no fixed automatic expiration period currently applied to those active logs. Provider privacy policy. |
| QRCode.io | Its policy, updated June 2026, says dynamic scans record scan time, device type, operating system, browser and approximate city-level location derived from IP. It says scan statistics remain while the code exists. The policy also says static codes can be created without an account or personal information. Provider privacy policy. |
| OpenQR | Its policy, updated 27 June 2026, says dynamic-code destinations are stored server-side for redirection and counting. It says site analytics use self-hosted Matomo without cookies, respect Do Not Track and anonymise IP addresses. Provider privacy policy. |
These are provider statements, not independently verified findings or industry-wide practices. “Hashed” does not automatically mean anonymous: DynamicQRCode says it treats its hashed IP-derived identifier as pseudonymised personal data. Do not assume that every generator collects these fields or retains data in the same way.

Choose based on the campaign’s needs and the data flow, not just whether a service advertises analytics. A static code can be simpler where the destination will not change and scan counts are unnecessary. A dynamic code may be useful when the business needs editable destinations or scan reporting, but its redirect provider and data practices become part of the decision.

- Destination and functionality: Does the code encode the URL directly, or route through a dynamic-code provider? Do you need post-print destination changes or scan counts?
- Scan fields: Check whether the provider records raw IP addresses, derived or hashed identifiers, location, timestamps, device details or browser-session data.
- Recipients and vendors: Identify which service receives scan data and whether other service providers receive it.
- Retention and deletion: Look for a stated retention period or criteria, how deletion works, and whether records persist while the code or account remains active.
- Responsibilities: Review contracts and terms to determine who decides why data is processed and who processes it on the business’s behalf.
For example, DynamicQRCode’s terms say that when a QR owner uses scan analytics for its own purposes, the owner determines those purposes and acts as controller where applicable, while the service processes scan information on the owner’s behalf for analytics. That is the provider’s description of its arrangement, not a universal allocation of legal roles: DynamicQRCode’s terms.

Where GDPR applies and personal data are collected, Article 13 requires the controller to provide specified transparency information when the data are obtained. It includes the controller’s identity and contact details, purposes and legal basis, relevant legitimate interests, recipients, applicable international-transfer information, retention period or criteria, and rights and complaint route. Further applicable details may be required, including information about automated decision-making. See Article 13 of the GDPR.

Apply those requirements to the actual QR setup and the law that applies to the business and its audience; do not treat this as a universal worldwide template. Before publishing a notice, establish:
- Who controls the campaign data, and how can a scanner contact that party?
- Whether the QR code directly encodes a destination or routes through a dynamic-code provider.
- What is collected on a scan, such as an IP address or derived location, timestamp, device or browser details, or a unique-scan identifier.
- Why each field is processed, the legal basis where required, and who receives the data, including the QR vendor and other service providers.
- How long records are kept or what criteria determine retention.
- Which rights and contact or complaint channels apply.
A brief notice near a QR code can direct scanners to a fuller privacy notice, but the sources cited here do not establish a universal placement or format requirement. The notice should accurately describe the business’s own processing rather than copy a provider’s policy wholesale.
