There is no evidence-based “right number” of tools for a penetration tester. The useful measure is whether the tools cover the engagement’s objectives without creating needless cost, overlap, or reporting work. Different tests require different capabilities, so a stack that fits one team—or one project—may not fit another.
Why there is no universal tool count
Penetration testing is a collection of tasks, not a single operation. A tester may need to discover exposed services, assess passwords, investigate web application flaws, validate whether a weakness can be exploited, and document results. Those jobs do not all call for the same tool.
Core Security’s 2022 report describes testers using a variety of tools, including port scanners, password crackers, SQL-injection tools, and broader platforms. It distinguishes vulnerability scanning, which looks broadly for known weaknesses, from penetration testing, which explores whether and how weaknesses can be exploited. The available evidence does not establish a representative ideal number of tools per individual tester, or a point at which a stack becomes counterproductive. The count alone cannot tell you whether a team is well equipped or burdened by overlap.

What survey numbers do—and don’t—tell us
Core Security’s 2024 report, based on a global survey of cybersecurity professionals and compared with the prior year, shows that respondents’ practices vary. The publisher reports that 28% did not use penetration-testing tools and 33% used only open-source tools. These are respondent-level figures, not a measure of how many tools an active pentester uses in a typical day. Core Security’s 2024 Penetration Testing Report
The same report found that 75% of respondents ranked cost as a top criterion when considering proactive security solutions. Among capabilities sought in paid penetration-testing tools, 65% named reporting, 65% templates or automation, and 65% an extensive threat library. Those figures describe what survey respondents valued; they do not show that every team needs paid tools or that one paid platform can replace all others.

In Core Security’s 2022 report, 94% of respondents listed functionality as important when evaluating paid penetration-testing tools, and 77% listed reporting as an important feature. How to tell whether a stack fits the work
Judge a stack against actual engagement requirements and workflow, rather than aiming for a bigger or smaller number. These questions help reveal whether a tool earns its place:

- Task coverage: Does it support a required part of the assessment, or is it duplicating another tool without a clear advantage?
- Scope fit: Does it match the targets and methods in the engagement? Web, infrastructure, API, and cloud assessments can call for different combinations. - Reporting: Does it make findings easier to verify, explain, and deliver, or does it create extra cleanup and manual transfer?
- Automation: Can it take routine checks off the tester’s hands while leaving judgment-heavy investigation to people? Core Security’s 2024 report identifies templates and automation as sought-after capabilities, noting that automation can handle routine tests.
- Integration: Does it work with the assessment tools and processes the team already uses, or does it create another isolated workflow?
- Cost: Is the expense justified by capabilities the team actually uses, especially given that cost was a leading consideration in the 2024 survey?
When consolidation helps—and when it doesn’t
A broader platform may reduce the friction of moving between tools, centralize parts of the workflow, or simplify reporting. Core Security’s 2021 report cautions against expecting a single tool to do everything: “While no single tool can do it all, some solutions do prioritize centralization and integration, so that testers can have a more streamlined experience.” Core Security’s 2021 Penetration Testing Report
That makes consolidation a workflow decision, not a goal in itself. If a platform genuinely reduces duplicate effort or reporting overhead, it may be useful. If it forces a team to give up a capability needed for a particular scope, a specialized tool may still be necessary. The evidence supports weighing functionality, reporting, automation, integration, and cost; it does not establish that consolidation by itself improves security outcomes.

So, too many tools or not enough?
Either can be true for a particular team, but neither can be diagnosed from the raw count. Too many means avoidable overlap, cost, or operational friction with no corresponding benefit. Not enough means the team cannot responsibly cover its agreed scope or produce usable results. The practical target is a stack that matches the engagement, fits the team’s workflow, and has a reason for every tool—not a universal number.
