Sometimes. Samsung Wallet can make in-store payments offline after a card has been registered and activated, but Samsung Malaysia says the allowance varies by card; most cards allow up to 10 transactions before the wallet must reconnect and refresh. The Google guidance cited here does not confirm whether Google Wallet payments work offline or state a transaction limit. For either wallet, set up and verify your card before travelling, and carry a physical payment backup.
What works offline, and what is not confirmed?

Do not apply Samsung Malaysia’s card-qualified figure to other regions, cards, or Google Wallet. Even when a wallet can make an offline tap, payment still depends on the card issuer and the merchant’s terminal accepting contactless payments.

Set up your wallet while you still have internet
Making a payment tap and preparing a wallet are separate tasks. Card registration, activation, or issuer verification can require connectivity. Samsung says an internet connection is required to add a card, and interrupted verification may prevent setup from completing. Google’s phone contactless setup also requires a supported payment method, NFC, and Google Pay set as the default payment app.

- Connect to the internet and add your card to the wallet.
- Complete any issuer verification and confirm the card is activated.
- Check that your card, phone or watch, wallet, and destination country are supported.
- For Google Wallet phone taps, turn on NFC and check that Google Pay is the default payment app.
- Keep a physical card available, then reconnect when you can to refresh wallet information.

Transit and transaction history are separate cases
Public transport
Do not assume that an offline merchant payment means you can use a transit gate without connectivity. Transit systems decide whether they accept contactless bank cards, stored transit passes, or both. Google says a device must be online to activate a transit pass, and recommends checking the transport system’s own instructions: Google Wallet transit guidance.
Recent purchases in the app
A payment tap may work even when the wallet cannot display updated transaction details. Samsung says an internet connection is needed to download recent transactions: Samsung transaction-history guidance.

Before you travel: a practical checklist
- Finish adding, verifying, and activating cards over an internet connection.
- Confirm support for your card, device, wallet, and destination country with the relevant providers.
- For Google Wallet phone payments, make sure NFC is on and Google Pay is the default payment app.
- Check the destination transit agency’s payment and pass rules; merchant contactless acceptance does not establish transit acceptance.
- Carry a physical card that your issuer confirms will work at your destination. A phone can be out of power, a terminal may not accept the wallet, an issuer may decline a charge, or Samsung’s offline allowance may have been used.
- Reconnect when possible, particularly to refresh Samsung Wallet or view recent transaction details.
An offline wallet does not guarantee that a merchant terminal or transit system will accept the payment, or that the issuer will authorize it.
