No. The available evidence does not establish that every Federal Reserve rate hike reaches startup venture-debt borrowers within 90 days, and it does not support calling hyperscalers immune to higher rates. A hike affects a borrower according to the loan’s benchmark, spread, reset date, interest-rate floor, hedging, maturity and refinancing needs.
Floating-rate debt can transmit policy changes quickly, while fixed-rate debt usually changes cost when it is refinanced or replaced. Even across corporate borrowers, the Federal Reserve Bank of Boston found that pass-through to interest expense was incomplete and delayed, with peak responses about one year after a policy-rate increase. Startup venture debt needs to be evaluated contract by contract.

What the evidence actually establishes
The Federal Reserve’s balance-sheet analysis supports a clear mechanism: most bank loans are floating-rate and mechanically connected to policy rates. When the benchmark in a loan contract rises, the interest charged to an unhedged borrower can rise as well. The same analysis found stronger effects on financially constrained firms with more unhedged bank debt, including effects on cash holdings, sales, inventory and fixed investment.
That mechanism does not prove that all startup venture loans are floating-rate, that they reset on the same schedule, or that a particular policy move appears in a startup’s cash interest expense within 90 days. Venture-debt agreements differ by lender, currency, benchmark, spread, floor, payment structure, interest-only period, maturity and hedging provisions.

“Unlike other debt, most bank loans have floating rates mechanically tied to monetary policy rates.”
This sentence from the Board of Governors’ FEDS analysis, last updated January 9, 2020, describes the broad bank-loan channel rather than a universal startup contract rule.
How a Fed hike can reach a startup borrower
1. The benchmark moves
A floating-rate loan combines a reference rate with a contractual margin. The reference rate may be SOFR or another permitted benchmark. The borrower’s annual interest rate is generally expressed as:

If the benchmark rises and the loan has no effective cap or hedge, the interest rate applied at the next reset can rise by roughly the benchmark movement. The spread normally reflects borrower risk and contract terms; it does not automatically fall when the central bank cuts rates or rise point-for-point when it hikes.
2. The reset date controls the first bill affected
Contracts specify how often the rate resets and which observation of the benchmark is used. A daily, monthly or quarterly convention can produce different timing. Some agreements use an interest period with a rate fixed at its beginning; others use daily compounding or a lookback convention. A hike announced immediately after a reset may not affect the next invoice in the same way as a hike announced before one.
Without the contract’s reset language, no one can reliably convert a policy announcement into a payment date. The official studies reviewed do not provide a percentage of startup venture-debt contracts that reset within 90 days.

3. Floors can delay the effect of a cut, not a rise
A benchmark floor sets a minimum reference rate. If the benchmark is already below that floor, a decline may not reduce the borrower’s interest rate. A rise above the floor can then pass through normally, subject to the reset convention. Floors therefore matter when comparing two loans that appear to have the same spread.

An interest-rate swap, cap or other hedge can limit or reshape the borrower’s exposure to a rising benchmark. The hedge has its own price, term, collateral and termination risks. A company can therefore have a floating-rate loan on paper but a partly fixed economic cost, or a fixed-rate loan with separate derivative exposure.
Why there is no universal 90-day clock
Existing floating-rate debt
For an unhedged floating-rate facility, the first contractual reset after a benchmark move is the fastest route into interest expense. That could be inside 90 days, but the timing depends on the agreement and the date of the reset. A borrower making interest-only payments may see the effect in cash immediately; a facility capitalizing interest may show it differently in accounting and cash planning.
Fixed-rate debt
Fixed-rate borrowing generally does not reprice merely because the Federal Reserve changes its target. The rate changes when the debt is refinanced, amended into a floating structure, or replaced with new issuance. The IMF’s January 2025 corporate-sector analysis describes fixed-rate firms as relatively shielded until rollover or new borrowing is needed.
Staggered refinancing
Companies often have several facilities with different maturities. One tranche can roll over while another remains fixed. The Boston Fed’s 2023 analysis found that historical pass-through of federal-funds-rate increases into firms’ interest expenses was incomplete and delayed, with peak responses about one year after a policy-rate increase. It attributed the lag partly to the relatively small share of floating-rate debt in its corporate sample and to staggered refinancing.

What SOFR is—and what it is not
The New York Fed defines SOFR as a broad measure of the cost of borrowing cash overnight when that borrowing is collateralized by U.S. Treasury securities. It is calculated from repo transactions and published each business day.
SOFR is a reference rate, not a borrower’s all-in price. A venture loan using SOFR may add a spread, apply a floor, use a specific tenor or compounding method, and reset on a schedule set by the contract. A loan’s effective rate can therefore differ substantially from the SOFR figure quoted in financial news.
SOFR also should not be treated as identical to the federal-funds target. Monetary policy influences money-market conditions, but the two rates are defined and produced differently. Read the benchmark definition, observation period, fallback language and business-day convention in the credit agreement before forecasting interest expense.

Startup venture debt and hyperscaler borrowing are not directly comparable
A startup and a hyperscaler can both report debt, yet their rate sensitivity may be very different. The meaningful comparison is contractual and balance-sheet based, not simply a comparison of company names or headline debt totals.
| Exposure question | Startup venture-debt review | Hyperscaler review |
|---|---|---|
| Rate type | Determine whether each facility is floating, fixed or mixed. | Separate bonds, bank facilities, commercial paper and other instruments. |
| Benchmark and reset | Identify SOFR or another benchmark, reset frequency, lookback and floor. | Check each instrument; there is no single hyperscaler-wide reset rule. |
| Hedging | Confirm swaps, caps, collars, hedge term and counterparty obligations. | Review disclosed hedges and any economic exposure held outside the parent. |
| Maturity | Map the next maturity, extension options and expected refinancing date. | Map bond maturities, revolver expirations and planned capital spending. |
| Credit spread | Include the startup’s risk premium, warrants, fees and covenant costs. | Include the company’s market spread and changes in issuance conditions. |
| Contingent liabilities | Check guarantees, leases, equipment obligations and special-purpose entities. | Check guarantees, leases, residual-value commitments and linked entities. |
Official material does not provide a matched sample of startup venture contracts and hyperscaler obligations. A comparison that ignores these fields can mistake lower reported leverage for lower total rate exposure.
Why “hyperscalers are immune” is misleading
The Federal Reserve Bank of Kansas City’s 2026 analysis of AI build-out financing reported debt-to-asset ratios of 44 percent for hyperscalers and 34 percent for semiconductor firms. In the same analysis, certain special-purpose vehicles had a 90 percent ratio and neoclouds an 85 percent ratio. These figures describe the populations and scope used in that report; they are not a measure of interest-rate immunity.

The Kansas City Fed also warned that hyperscalers’ revenues and investments are intertwined with smaller, more leveraged entities and that reported ratios do not reveal the full extent of liabilities. Sponsor guarantees, rent payments and residual-value guarantees can ultimately leave a large technology company responsible for special-purpose-vehicle debt.

“Although hyperscalers and semiconductor manufacturers are less leveraged, their revenues and investments are intertwined with smaller, more leveraged entities, and their reported ratios do not reveal the full extent of their liabilities.”
A company with a relatively low debt-to-asset ratio can still face higher interest on floating-rate facilities, a wider spread when it refinances, or losses through a guarantee or linked project. Lower leverage is a relative strength, not immunity from monetary conditions.
How to test a startup’s actual rate exposure
- Inventory every obligation. List each venture-debt tranche, revolver, equipment facility, lease, guarantee and special-purpose-vehicle commitment. Record principal, currency, lender, collateral and payment priority.
- Read the rate section of each agreement. Capture the benchmark, spread, floor, cap, reset interval, observation date, compounding method and fallback benchmark. Do not rely on a term sheet summary if the executed agreement differs.
- Build a reset calendar. Put the next reset and next payment date on a timeline. Mark maturity, extension-election and refinancing deadlines separately; a reset date is not a maturity date.
- Separate contractual and economic exposure. Add swaps, caps and collars, then check hedge notional, remaining term, strike, collateral and early-termination provisions. A hedge can expire before the loan.
- Model refinancing risk. For fixed-rate debt, estimate when the company must refinance and what happens if the new spread is wider. Include lender consent, minimum cash, warrant and covenant requirements.
- Stress liquidity, not just interest. Test cash runway, restricted cash, covenant headroom and required principal repayments under higher interest and slower fundraising. A modest rate change can matter if it coincides with a maturity or covenant test.
- Check linked entities. Review guarantees, leases, purchase commitments and special-purpose vehicles. A parent’s standalone debt ratio may omit obligations that become payable under stress.
Illustrative timing examples
These examples show why contract terms matter; they are not estimates of the market-wide share of loans in any category.
Floating loan with a monthly reset
If a startup has an unhedged loan whose rate resets monthly, a benchmark increase can be reflected at the next contractual reset, potentially before 90 days. The exact bill depends on the benchmark observation, spread, floor and payment convention. The company should confirm the effective date in its notice from the lender.
Floating loan with a quarterly reset
A quarterly-reset facility may not change until the next quarterly period. A policy announcement just after the reset can therefore have a different cash effect from an announcement just before it. The same benchmark and spread can produce different first-payment dates solely because of calendar position.

Fixed-rate loan maturing in two years
The contractual coupon can remain unchanged through multiple policy moves. The risk appears when the startup refinances, exercises an extension requiring repricing, or issues replacement debt. Its near-term exposure is refinancing and liquidity risk rather than an automatic monthly interest reset.
Hedged floating loan
A swap or cap can reduce the effect of a benchmark increase during the hedge term. The startup still pays the hedge premium or fixed leg and remains exposed to basis, counterparty, collateral and expiration risk. The loan’s stated floating rate alone does not describe the full economics.
What private-credit market data can and cannot tell you
A Federal Reserve Board staff note published August 11, 2026, describes private-credit and leveraged-loan markets as sources of medium-term floating-rate loans for similar purposes. It reports broad 2025 issuance characteristics, including five-year maturity medians and spreads over SOFR. Those are market-level observations, not quoted prices or reset statistics for startup venture debt.
Using a broad private-credit median as a startup’s expected rate would ignore differences in stage, collateral, warrants, covenant package, lender protections and borrower risk. The proper use of that material is to understand that floating-rate structures are common in parts of private lending, while recognizing that a startup’s executed agreement controls.
Questions boards and finance teams should ask after a rate decision
- Which facilities reset before the next board meeting, and what benchmark observation will apply?
- How much of the debt is unhedged, and when do hedges expire?
- What portion is fixed until maturity, and what is the refinancing plan?
- Could a guarantee, lease or special-purpose vehicle create an obligation not visible in the parent’s headline leverage?
- Would higher interest reduce covenant headroom or shorten cash runway before the next financing?
- Are lender consents, minimum-cash tests or warrant provisions triggered by an amendment or extension?
What remains unresolved
The official sources reviewed establish the general monetary-transmission mechanism, historical corporate lags, SOFR’s definition, broad private-credit structure and relative leverage in parts of the AI financing ecosystem. They do not establish how often startup venture-debt agreements reprice within 90 days, nor do they provide a contract-level comparison between startup borrowers and hyperscalers.
The defensible conclusion is therefore conditional: a Fed hike can raise a startup’s venture-debt cost quickly when the loan is floating-rate, unhedged and scheduled to reset; it can arrive later through refinancing; or it may be partly offset by hedging. Hyperscalers’ lower reported leverage can reduce some risks, but guarantees, linked entities, refinancing and floating-rate instruments mean it cannot be described as immunity.
