Yes—but support depends on the game, edition, and platform. The original Cities: Skylines on Steam explicitly includes single-player, Steam Workshop, Steam Cloud, and a level editor. Cities: Skylines II uses the publisher’s Paradox Mods system instead of Steam Workshop. In both cases, offline play is conditional: an installed base game and compatible content that was downloaded earlier may work, while finding, downloading, synchronizing, or changing online mod collections requires a connection.
For any city builder, treat “has mods” and “works offline” as separate questions. Check the exact store listing and launcher, prepare your mod collection while online, and keep a clean save before testing changes.

What “mod support” and “offline play” actually mean
City-building games can expose custom maps, buildings, vehicles, gameplay rules, visual packs, or total conversions through an official browser, a platform service, or a separate community system. A title may support one kind of custom content without supporting another. It may also allow single-player play while still requiring the internet for downloading content, account authentication, cloud saves, or a launcher.

- Steam Workshop support: Steam hosts subscriptions and downloads for the game. This is distinct from merely being sold on Steam.
- Offline play: the installed game starts and runs without a current connection. It does not automatically mean that a new mod can be discovered, downloaded, authenticated, or updated offline.
- Cached mod use: content downloaded earlier remains on the computer and may load offline, provided it is compatible with the installed game and does not depend on an unavailable online service.
These distinctions explain why two city builders can both advertise single-player but behave differently when the network is disconnected.

How the major Cities: Skylines editions handle mods
Cities: Skylines (original game)
The Steam listing for Cities: Skylines, released on March 10, 2015, identifies it as a single-player city builder with Steam Workshop, Steam Cloud, and a level editor. Workshop is therefore an official part of the PC Steam edition’s distribution model, not an unofficial workaround. Players can use the Workshop to obtain community maps, buildings, vehicles, visual assets, and gameplay changes, subject to each item’s compatibility and dependencies.
The game also has a practical recovery switch: -noWorkshop. Adding this launch option temporarily prevents Workshop content from loading, which lets you determine whether a subscribed item is responsible for a crash or failed launch.
Cities: Skylines II
Cities: Skylines II documents a different ecosystem: Paradox Mods, managed through the Paradox Launcher and the game’s mod-management workflow. Its Workshop documentation includes fixes for showing playsets and managing mods while offline. That documentation is evidence that offline management has specific edge cases; it is not a promise that every online operation works without a connection.
Because the two games use different services, instructions written for the original game do not automatically apply to the sequel. In particular, -noWorkshop is the original game’s troubleshooting option. For the sequel, use the launcher and in-game mod controls provided for Paradox Mods.

- CAPTAIN YOUR OWN INDUSTRIES: Define an area with the industry area tool and place highly specialized industrial buildings to build and manage the production chain from raw material extraction up to final end product.
- BUILD IT UP, BUTTERCUP: New industrial buildings include Extractors, Warehouse Facilities, Processing and Auxiliary Buildings, Industrial Props and Roads.
- SHIP IT: Manage traffic and logistics with industrial warehouses and the use of the new Cargo Services including a cargo airport.
- GO POSTAL: Boost your citizens’ well-being with mail delivery and collection services. Post sorting facilities handle mail between outside connections and the post offices, and new Post Van and Truck vehicles enable the carriage.
Other city-building games
There is no universal standard. Some games provide an integrated browser, some rely on a platform workshop, some allow only developer-made map tools, and some do not support modifications at all. Console editions can have a different content policy from the PC edition. Before buying, open the exact Steam, console, or publisher listing for your edition and look for explicit wording such as “Steam Workshop,” “mods,” “mod browser,” or an official editor. Do not infer support merely because a game is a city builder or is sold through Steam.
Steam Workshop versus Paradox Mods
| Game | Where content is hosted and managed | What the official information establishes | Offline and recovery considerations |
|---|---|---|---|
| Cities: Skylines (2015) | Steam Workshop, with Steam Cloud and a level editor listed on Steam | Single-player and Workshop are explicit features of the Steam edition | Previously downloaded compatible content may work offline; -noWorkshop disables Workshop content for troubleshooting |
| Cities: Skylines II | Paradox Mods through the Paradox Launcher and mod-management tools | Official documentation covers playsets and mod management, including offline-related fixes | Cached content can be conditional on compatibility; use Paradox’s launcher and mod controls rather than the original game’s launch switch |
The practical difference is where you perform each task. With the original game, subscriptions and downloads are tied to Steam Workshop. With the sequel, playsets and mod state are tied to Paradox’s system. A guide that tells you to look for a Workshop subscription may be wrong for the sequel, while a Paradox Launcher instruction may not apply to the 2015 game.
Can you play a modded city builder without the internet?
Usually, only after preparation, and never with every online feature. A disconnected session can often use the base game and content already stored locally. It cannot normally browse a catalog, fetch a missing dependency, receive a creator’s update, or synchronize a cloud collection until connectivity returns.
Steam lists broadband internet in the Windows requirements for Cities: Skylines. That requirement should be read alongside the game’s single-player label: single-player describes the game mode, while broadband is needed for Steam delivery and connected services. Steam Cloud synchronization is also an online operation; changes made while disconnected must wait for a connection before they can be synchronized.

- Modern transport network: Enhance your network with modern-looking stations that match Sunset Harbor and Mass Transit expansions perfectly.
What may continue to work offline
- The installed base game, if Steam or the applicable launcher accepts the offline session.
- Workshop or Paradox Mods content that was fully downloaded before disconnecting.
- A local save that does not require a missing asset or script.
- Previously configured mod playsets, where the launcher has retained that configuration and the content remains compatible.
What generally requires a connection
- Searching for or subscribing to a new Workshop item or Paradox Mod.
- Downloading an asset, map, dependency, or game update.
- Checking for creator updates or resolving a changed dependency.
- Signing in, refreshing launcher data, or synchronizing cloud saves.
“Cached” does not mean “guaranteed.” A game patch can make a locally stored mod incompatible, and a mod can depend on another item that was never downloaded or has been removed. Test the exact combination of game version, launcher, and enabled content you intend to use.
How to prepare a city-building game for offline use
- Connect and update first. Start the game and launcher while online. Install the game update and any mod or asset updates you intend to use.
- Open the mod manager. Confirm that every required item appears as installed or enabled. For the original Cities: Skylines, review Steam Workshop subscriptions; for Cities: Skylines II, review Paradox Mods and the relevant playset.
- Load a test city. Use a copy of an existing save or a new city. Check that required roads, buildings, maps, and gameplay systems appear correctly.
- Make a clean backup. Keep one save with all modifications disabled or with only the game’s built-in content. Store a second copy of the modded test save so that a failed experiment cannot overwrite your working city.
- Launch once before disconnecting. Let the game reach the main menu and load the test city while online. This exposes missing downloads before you travel or lose access.
- Test the offline state. Put Steam or the applicable launcher into its offline mode, disconnect the network, and start the same game. Verify the exact city and playset you need rather than assuming every save will load.
If the offline test fails, reconnect before changing subscriptions. The failure may be a launcher authentication issue, a missing dependency, or an incompatible mod rather than a fundamental limit of single-player mode.
What to do when a mod breaks the game
Mod failures commonly appear after a game patch, an asset update, a dependency change, or a large city that exhausts available memory. Symptoms include a crash before the menu, a crash while loading a save, missing buildings, blank roads, graphical corruption, or a city that loads with errors.

- On the General page, find Launch Options.
- Enter
-noWorkshop, close the properties window, and launch the game. - Try the main menu and, if it opens, a clean or copied save.
Paradox support describes the purpose of this test precisely: “What this does is disable all your mods and Steam workshop assets; if the game launches fine after this it means that one or more of your mods or custom assets are causing the problem.” The result isolates the category of failure; it does not identify the exact item.

Isolate the offending item
- Leave the original save untouched. Work from a copy or a new test city.
- Disable all third-party content and confirm that the game starts.
- Re-enable a small group of mods and assets, then launch again.
- When the failure returns, split that group and test each half until the problematic item or combination is found.
- Update, replace, or remove the item. If a game patch made it incompatible, wait for a compatible version rather than repeatedly loading the damaged save.
For Cities: Skylines II, perform the same isolation logic with Paradox Mods playsets and launcher controls. Do not add the original game’s -noWorkshop switch to the sequel and expect it to manage Paradox Mods.
Why mods can cause memory and performance problems
Custom content is not free simply because it is not visible in the current city. Paradox support states that mods and assets “consume memory all the time, even when not in use in the current city.” A large subscription list can therefore contribute to long loading times, crashes, or operating-system memory pressure before a particular building appears on screen.
- Remove obsolete or duplicate assets instead of leaving every subscription enabled.
- After a major game update, review mods that alter simulation rules or loading behavior first.
- Keep a small baseline playset for diagnosing crashes and a separate experimental playset for new content.
- Restart the game after changing a large group of assets so that memory used by the previous session is released.
These steps reduce variables; they do not guarantee that a specific mod will work with a specific game version.

How saves, cloud storage, and mods interact
A save can reference custom maps, buildings, roads, vehicles, or rules that are not part of the base game. If those references are unavailable, the city may fail to load correctly even though the game itself starts. A cloud copy is not a substitute for a clean local backup: cloud synchronization can preserve a problematic save and, when offline, cannot resolve missing content.
Best Value
- This Content Creator Pack adds 10 maps that represent different biomes such as Boreal, Desert, Tropical, and Temperate.
- Before changing a playset, copy the save and record which mods and assets were enabled.
- Do not overwrite the only working copy while testing an unverified update.
- If a save loads with missing assets, exit without saving over the original and restore the required content or an earlier backup.
- When moving between computers, confirm that the same game edition, mod platform, and content versions are installed.
A purchase and setup checklist
Use this checklist for any city-building game, not just the two Cities: Skylines editions:
- Edition: Is the listing for PC, console, or a different storefront edition?
- Mod channel: Does it explicitly name Steam Workshop, an official mod browser, a publisher service, or only a level editor?
- Single-player: Is the game mode listed separately from internet or launcher requirements?
- Offline behavior: Can the installed launcher start without a connection, and have you tested it with your intended playset?
- Recovery: Is there a documented way to disable all mods or launch with custom content suppressed?
- Save safety: Can you maintain a clean backup before enabling experimental content?
For the original Cities: Skylines, the Steam listing answers the first three questions directly: Workshop and single-player are listed, and broadband internet appears in the Windows requirements. For Cities: Skylines II, look for Paradox Mods and its launcher-based playset controls. For every other game, verify the listing for the exact platform instead of relying on a general claim that “city builders support mods.”
The practical verdict
City-building games do support mods, but support is neither universal nor interchangeable. The 2015 Cities: Skylines has explicit Steam Workshop integration and a -noWorkshop recovery option. Cities: Skylines II uses Paradox Mods and a different management workflow. Offline play is best understood as “use what is already installed and compatible,” not “perform every mod operation without internet.” Prepare and test your collection online, keep a clean save, and isolate content methodically when a patch or asset causes trouble.
