Yes—some appliances use electricity when they appear to be turned off. If the plug remains connected, the front-panel button may put the appliance into standby rather than disconnecting it from mains power. Standby electricity can keep a clock, remote-control receiver, network connection, display, timer or saved setting ready to work.
A device that is physically unplugged cannot draw mains electricity. The amount used in standby depends on the product and its mode, so there is no single wattage that applies to every appliance. You can check an individual device with a plug-in electricity usage monitor, then decide whether the convenience of standby is worth keeping.

What “turned off” actually means
The word off describes more than one electrical state. Understanding the state is the key to answering whether an appliance is still using power.
Standby: the appliance is off to the user, not to the power supply
The U.S. Department of Energy (DOE) defines standby power as consumption in a product’s lowest-power mode, typically when it is switched off or not carrying out its main purpose. A button marked Power may therefore stop the main function while leaving a small part of the electronics energized.

This residual power lets a television respond to a remote, a printer wake when a network job arrives, or a clock and timer continue running. Some equipment also maintains a display, listens for a wireless signal, or preserves settings. Those features require the appliance to remain connected to the supply.
Unplugged: no mains standby draw
Removing the plug from the wall, or opening a suitable switched power strip, breaks the appliance’s connection to mains electricity. A disconnected appliance cannot consume mains power until it is plugged in again. Battery energy stored inside the product is a separate issue; unplugging does not necessarily discharge or remove a battery.
Operating, idle and standby are different
| State | What the appliance is doing | Can it draw mains electricity? |
|---|---|---|
| Operating | Performing its primary job, such as heating, cooling, washing or displaying content | Yes, usually at a higher and variable level |
| Idle or sleep | Temporarily inactive but ready to resume, often with some circuits still running | Often; the exact behavior is product-specific |
| Standby or “off” mode | Main function stopped while control, clock, network or memory features remain available | Often, but not every product uses standby power |
| Unplugged | Electrical connection to mains removed | No mains draw |
The table describes possible states, not a guarantee for a particular model. The only reliable way to know what one appliance consumes is to measure it in the mode you care about.

What are phantom loads?
“Phantom load” is DOE’s term for electricity consumed by electronics and appliances while they appear to be switched off. “Standby power” is the more technical term. The load is called phantom because it is easy to miss: there may be no visible activity, yet a small circuit remains powered.

Common signs include a digital clock that never goes dark, a status light, a remote receiver, or a device that wakes when it detects a network signal. These signs indicate possible standby use, but their absence does not prove the draw is zero. A hidden power supply or intermittent communications circuit may still activate periodically.
Not every appliance has a phantom load. A device with a genuinely mechanical disconnect may draw nothing when switched off, while a similar-looking electronic model may retain a control board. Even within one product category, consumption varies by design, age, software and selected features.
How much electricity does standby use?
There is no safe universal wattage for “an appliance when it is off.” The relevant figure depends on the appliance, its power supply, whether networking is enabled, the battery or charger arrangement, and whether it wakes intermittently. A short observation can also miss a periodic activity.

energy (kilowatt-hours) = average power (watts) × time (hours) ÷ 1,000
For a fluctuating device, measure for a defined period, record the accumulated energy, and divide by the measurement period to obtain average power. To estimate cost, multiply the resulting kilowatt-hours by the electricity rate on your bill. Because rates and billing structures differ, a watt figure alone cannot establish a household cost.
The often-quoted 10 percent figure needs a date and scope
An International Energy Agency (IEA) report from 2001 estimated that standby power represented about 10 percent of residential energy use in OECD countries. The same report described that amount as equivalent to a 60-watt bulb operating continuously in each OECD household. Those are historical, OECD-wide estimates—not a current average for a U.S. home, a particular country, or your appliances.

How to measure an appliance’s standby draw
A plug-in electricity usage monitor, also called a watt meter, is the practical tool for checking one mains-powered appliance. Treat a consumer meter’s result as an estimate for the observed conditions, not as a laboratory certification.
- Choose a meter that can resolve low loads. DOE’s summary of IEC 62301 says an instrument should resolve 0.01 watts or less for measurements below 10 watts, and 0.1 watts or less for measurements above 10 watts up to 100 watts. A display that only reports whole watts can show zero for a real low-level load.
- Plug the meter into a suitable wall outlet. Follow the meter’s electrical and current limits. Do not use a damaged outlet, damaged cord or overloaded strip.
- Connect only the appliance being checked. Remove other loads from the test path so their consumption is not included. If the device normally uses a separate power brick, include the brick because it is part of the appliance’s mains draw.
- Put the appliance in its normal “off” or standby state. Wait for startup, shutdown or sleep timers to finish. A television immediately after pressing Power may still be completing a shutdown sequence.
- Observe whether the reading is steady or changing. Record the value only after it settles. If it rises and falls, use the meter’s accumulated-energy or averaging function when available.
- Measure long enough to capture intermittent activity. A brief reading can miss a network check, periodic recharge or other wake event. Record the measurement period and calculate average power from the energy used.
- Repeat under the condition you want to compare. For example, measure with a network feature enabled and disabled, or with a clock retained and cleared. Change one setting at a time and note it beside the result.
Battery-powered equipment and chargers
For a portable, battery-powered product, standby measurement is taken at the charger or docking/base station with the appliance detached, according to DOE guidance. Measuring only the detached appliance will not show the charger’s idle draw from the wall.
Why a meter may appear to show zero
- The meter’s resolution is too coarse for a low-watt load.
- The appliance is completely disconnected or has a true mechanical switch.
- The device is asleep most of the time and wakes only intermittently.
- The test ended before shutdown or a charging cycle completed.
- The load is below the instrument’s stated accuracy, even though the display rounds it to zero.
Ways to stop or reduce phantom loads
Unplug individual devices
Unplug a product that does not need a clock, timer, charging function, remote response or network availability while it is idle. This is the most direct way to eliminate its mains standby draw. It is less convenient for equipment used frequently, and repeated plugging can be awkward if the outlet is inaccessible.

Switching off the strip cuts power to every connected product. It can therefore disable clocks, scheduled recording, charging, network access and remote-control response for all of them. Check each device’s requirements before making the strip part of a daily routine.
Change settings when the product supports it
Some devices offer options such as disabling network wake, reducing display activity or selecting a deeper sleep mode. These settings may lower standby use while preserving a basic remote or clock function. The exact labels and effect vary by model, so verify the result with the meter rather than assuming a setting eliminates consumption.
Prioritize by measured draw and usefulness
Disconnecting a device makes the most sense when its measured standby draw is meaningful for your household, the standby feature is rarely used, and a strip or accessible switch makes disconnection easy. Keeping standby is reasonable when instant response, scheduled activity, charging or network availability has clear value.
| Question to ask | If the answer is yes | If the answer is no |
|---|---|---|
| Does the device need a clock, timer or scheduled operation? | Leave it connected or use a lower-power setting if available. | Consider disconnecting it during long idle periods. |
| Must it respond to a remote or network request? | Standby is providing a useful function. | A switched outlet may be practical. |
| Is the standby draw measured over a representative period? | Use the result in your decision. | Extend the test before deciding. |
| Can several devices be switched together safely? | A switched power strip can simplify shutdown. | Handle devices individually and preserve required settings. |
Federal purchasing guidance versus consumer requirements
DOE’s Federal Energy Management Program requires U.S. federal agencies to buy products with standby power of 1 watt or less when compliant models are available. If no compliant model exists, agencies should select the product with the lowest standby power in that category.
This is a federal procurement rule. It is not a universal consumer requirement, a guarantee that every product uses 1 watt or less, or proof that a particular appliance meets that level. Consumers should check the product’s published specifications or measure the appliance directly.
Practical decisions for a home
When leaving standby on is sensible
- You rely on a clock, timer, scheduled operation or programmed setting.
- A remote or network command must wake the device.
- The appliance is charging or maintaining a function that you intentionally use.
- Disconnecting it would cause lost settings or an inconvenient reset.
When disconnecting is usually convenient
- The appliance is used rarely and has no required schedule.
- Its standby feature is not useful to anyone in the household.
- The outlet or a labeled switched strip is easy to reach.
- You can restore power without creating a safety or data-loss problem.
Do not pull a plug as a substitute for a proper shutdown if the manufacturer warns that abrupt disconnection can damage data or interrupt an active cycle. Finish the appliance’s normal shutdown first, then remove power if appropriate.
Quick Recap
Key takeaways
- An appliance can consume electricity while its primary function appears off if it remains plugged in and enters standby.
- Standby may power clocks, timers, displays, remote receivers, network sensing and saved settings.
- There is no universal standby wattage; product and mode determine the result.
- A low-watt-capable plug-in meter, used over a long enough period, can reveal an individual appliance’s average draw.
- Unplugging or switching off a suitable power strip stops mains standby consumption but also removes the functions those devices provide while connected.
- The IEA’s 2001 estimate of roughly 10 percent of OECD residential energy use is historical context, not a current household statistic.
