Digital wallets can make some payment risks harder to exploit: instead of sending your underlying card number, a wallet may use a token limited to a device or transaction, and a lost phone may be remotely disabled. Those protections depend on the wallet, card issuer, device settings, and transaction. A weak phone lock or compromised device can still expose payment access, and available evidence does not prove that digital wallets have lower real-world loss rates in every situation.
How a digital wallet can reduce payment-card exposure
When a payment card is added to a mobile wallet, the wallet may use a token—a digital credential in place of the underlying card details. The Reserve Bank of Australia noted in a 2021 submission that wallet tokens can be restricted to a particular device or type of transaction. If a token is obtained by a malicious actor, those restrictions can limit its usefulness compared with exposed card data.

Tokenization is a security control, not a guarantee that a payment cannot be misused. Its protections vary by implementation, and the cited material does not quantify how much tokenization reduces fraud in practice. A wallet may also use biometric authentication or another device-level check, but that does not mean every payment requires a fingerprint or that biometrics alone prevent fraud.

Adding a card to a wallet is a separate security event from using it afterward. In its 31 January 2023 explanation of digital-wallet requirements, the European Banking Authority (EBA) said that adding a card creates a token or digitized version and requires strong customer authentication (SCA) under the EU’s PSD2 framework in the circumstances it describes. The card issuer remains responsible for compliance even if another party performs the authentication. For payments using the digitized card, SCA is required unless a specified exemption applies.

The EBA’s final Q&A 2021_6145 adds a key qualification: unlocking a phone with a fingerprint, PIN, or password does not automatically count as a valid SCA element for adding a payment card. That may be the case if the issuer does not control the screen-lock mechanism or if the payer was not previously associated with that unlock credential through SCA. This is an EU regulatory explanation, not a universal rule for every country or wallet.
What happens if someone steals the phone?
A stolen phone is still a meaningful risk, particularly if it has a weak or absent screen lock. Device locks and local authentication can make unauthorized access harder. A remote-disable feature can also help a user disable a lost or stolen device. A 2025 FCA and Payment Systems Regulator report describes these protections, along with tokenization and dynamic security codes for some e-commerce payments, but does not establish that every wallet has every feature or compare providers’ response times.

Before relying on a wallet, know how to suspend its payment credentials through the issuer or wallet platform. If a phone is lost, use that process promptly and contact the card issuer if you suspect unauthorized use. The cited sources describe safeguards; they do not promise that a device or its wallet is invulnerable after theft.

- Card-data handling: Find out whether the wallet uses a token restricted to a device or transaction rather than exposing the underlying card number.
- Enrollment: Check how the issuer verifies that you are authorized to add the card. A phone-unlock method alone does not necessarily meet the EU’s card-enrollment SCA requirements.
- Device security: Use a strong screen lock and enable available local authentication. NIST describes biometric or PIN activation for subscriber-controlled identity wallets, but that is not a blanket guarantee about every payment app.
- Loss response: Know where to suspend the wallet’s payment credentials and how to contact the issuer. The cited report identifies remote-disable features but does not compare how quickly different providers act.
- Transaction checks: Look at the wallet and issuer’s rules for when authentication is required. Do not assume every payment will prompt for a biometric.
Payment wallets and identity wallets are not the same
A mobile payment wallet stores or uses payment credentials. A digital identity wallet manages identity credentials, such as verifiable claims. NIST’s SP 800-63-4 implementation resource describes subscriber-controlled identity wallets as apps on phones and other devices; for verifiable credentials, it discusses issuer-signed attribute bundles cryptographically bound to a device and activated locally with a biometric or PIN. Those details should not be treated as standard features of payment-card wallets.

Likewise, Regulation (EU) 2024/1183 sets security-by-design requirements for European Digital Identity Wallets, including protections against identity and data theft, encryption, and explicit user confirmation. Those provisions apply to the EU identity-wallet framework, not to every consumer payment app.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does the evidence show digital wallets are safer overall?
The sources describe security mechanisms, regulatory requirements, and stakeholder observations; they do not establish a current, directly comparable set of real-world loss or fraud rates for physical wallets versus digital wallets. The Reserve Bank of Australia’s discussion of token restrictions supports a specific potential security advantage, not a universal verdict that mobile wallets are safer in every context.

Historical survey results are not a substitute for outcome data. A 2016 Publications Office of the European Union summary reported that 20% of surveyed US mobile-payment users named interception of payment information or other data as their main security concern, while about 13% feared phone hacking. A separate survey of more than 900 security experts found that 23% considered mobile payments sufficiently robust at protecting personal information, 47% felt mobile-payment applications offered no security, and 30% were unsure. These figures describe perceptions at the time, not current fraud rates or measured safety.
