Who can use mLegitymacja?
Since 1 July 2025, the mobile mLegitymacja has been the default student credential for students with a PESEL, starting in academic year 2025/26. The Ministry of Science and Higher Education says universities issue it to new and continuing students. It covers first-cycle, second-cycle and long-cycle master’s programmes; doctoral and postgraduate students are not issued this student ID. The university must participate in the service and issue the credential to you. The ministry’s transition notice explains the change, and the official service terms set out eligibility.

The mobile ID is not merely an add-on to a plastic card. The Ministry of Digital Affairs describes mLegitymacja and the physical electronic student card (ELS) as equivalent, independent forms of student ID; you do not need to hold an ELS to add mLegitymacja. Students without a PESEL can ask their university for an ELS instead. Students with a PESEL may also request the physical card. The ministry’s notice describes the transition and ELS exceptions.

How to add the student ID in mObywatel
- Ask your university to issue mLegitymacja. The university needs to participate in the Ministry of Digital Affairs service. If the document is not available in the app, first ask whether the university has issued it and prepared your activation materials.
- Get the QR code and one-time activation code from the university. Under the service terms, both codes are valid for 30 days from generation. If they expire, ask the university for fresh materials.
- Connect to the internet and add the document in mObywatel. Sign in, scan the university’s QR code, enter the one-time code and download your student data. Activation requires an internet connection.
- Use the university’s current instructions if you need to replace or reactivate a phone. The mobile credential is limited to one device and tied to both the student and that device. The service terms do not set out a universal self-service transfer or lost-device recovery process.
Universities handle their own issuance workflow: after joining the service, they can issue credentials through the mObywatel portal or integrate their systems through an API. Students do not need to use those university-side tools. The Ministry of Digital Affairs describes the institutional process in its university service information.

How to show and verify mLegitymacja
Open the credential in mObywatel when asked to show your student ID. The service terms say that presenting mLegitymacja in accordance with the law has an effect analogous to presenting a student ID. The ministry describes the digital and physical forms as equivalent, but a particular shop, transport operator or other provider may apply its own discount conditions; having the credential does not guarantee every commercial discount. The official service terms cover presentation of the document.
For a live check, use the document displayed in the app rather than a screenshot. The service terms describe dynamic visual features, including the photo, ID number and age, validity status, an animated hologram and Polish flag, and the time of presentation. Access is protected by the app password. Do not share the university’s one-time QR code or activation code with another person.

What works offline?
Once mLegitymacja has been added, you can display it without internet access. Its barcode, used for services such as libraries and campus facilities, also works offline. You need an internet connection to add or update the credential and to use QR-based cryptographic verification: select the confirmation feature in the app and scan the verifier’s QR code. The Ministry of Digital Affairs sets out these distinctions in its announcement about mLegitymacja.

The physical-card option remains relevant if you do not have a PESEL or prefer not to rely on a phone. Existing physical or mobile cards that were valid when the September 2025 regulation entered into force retained validity under its transition rule. The Ministry of Science and Higher Education’s notice describes that rule.

If you cannot add or use the credential
- The student ID does not appear in the app: Confirm with your university that it has issued mLegitymacja and provided activation materials.
- The QR code or activation code has expired: Ask the university to generate fresh materials; each is valid for 30 days from generation.
- You are trying to activate it on another phone: Activation is limited to one device. Contact your university for its supported replacement or reactivation process.
- You have no PESEL: Ask the university about the physical ELS route.
- You need to add or update the credential, or a verifier asks for QR confirmation: Connect to the internet before proceeding.

The Ministry of Digital Affairs said on 27 November 2025 that the new default mobile credential gave nearly 1.3 million students access to mLegitymacja; that is the ministry’s approximate reach statement, not a count of active app users.
