It does not require owning every chip, data centre, operating system or application. A sovereign organisation knows who can access its data, administer its systems, change the software, move workloads, recover from an outage and replace a provider when circumstances change.
That makes sovereignty a capability rather than a badge. A locally hosted service can still depend on foreign-controlled software, keys, administrators or legal jurisdictions. Conversely, an internationally sourced service can support autonomy when it uses open interfaces, offers usable exports, documents its supply chain and gives the customer enforceable control.

What is digital sovereignty?
Digital sovereignty is the capacity of an organisation, public authority or country to make and retain important decisions about digital technology. The decisions include governance, infrastructure, software, data, markets, people and the ability to change course when a supplier, network or jurisdiction becomes unavailable.
The European Commission’s Joint Research Centre describes the concept as multidimensional rather than as a single ownership test. In practice, sovereignty asks questions such as:

- Who sets the rules for the service and who can change them?
- Where are data processed and stored, and which laws or authorities may apply?
- Who operates the platform, controls administrative accounts and holds encryption keys?
- Can systems exchange data with alternatives using documented, widely implemented standards?
- Can workloads be exported in usable form and restored elsewhere within an acceptable time?
- Does the organisation have the skills, money and decision rights to keep the arrangement working?
This definition is deliberately broader than nationality or geography. It focuses on agency: the ability to choose, operate, audit, migrate and recover.
Does digital sovereignty mean owning every layer of the stack?
No. Complete domestic ownership of every component is usually impossible, expensive and unnecessary. Modern services depend on global semiconductor, software, telecommunications, research and maintenance ecosystems. Trying to isolate every layer can reduce resilience by removing useful suppliers and cross-border collaboration.
A better test is whether a dependency is visible, governable and replaceable at the level that matters to your risk. An organisation might use internationally manufactured hardware while retaining control of its data, cryptographic keys, administrator identities, configuration, backup copies and exit plan. Another organisation might own a data centre yet remain dependent on a proprietary operating environment, a single support company or foreign legal authority.
The Commission’s eDelivery work illustrates this distinction. Its decentralized exchange model allows organisations in different countries to communicate through open standards while each access-point manager retains control of infrastructure, data flows and security policies. Cross-border exchange and autonomy are compatible when the architecture avoids a single central point of control.
Why the issue matters in 2026
Digital dependencies become strategic when a failure, legal order, commercial decision or geopolitical event can interrupt essential services. Hospitals, energy systems, public administration and businesses may all rely on a small number of cloud platforms, software components, connectivity providers or specialist operators.
The European Commission’s technology-sovereignty package, announced on 3 June 2026, contains the proposed Chips Act 2.0 and Cloud and AI Development Act, an EU Open Source Strategy and a Strategic Roadmap for Digitalisation and AI in Energy. The Commission presents these as ways to widen choice in core technologies and reduce structural dependencies. The legislative elements are proposals, not a universal body of enacted law.

The Commission reports, citing the Centre for European Reform on Regulation (CERRE), that the EU currently relies on non-EU countries for over 80% of key digital products, services, infrastructure and intellectual property. That figure is a Commission-reported, CERRE-attributed estimate; it should not be treated as an independently verified calculation covering every digital dependency.

This is about protecting our citizens, defending our interests and making our own choices. Europe has the talent, the research excellence, the industrial base and the Single Market. Together, we must turn these strengths into technological sovereignty.” That is a political statement of intent, not proof that a particular provider or technology is unsafe.
How the EU’s proposed cloud and AI assurance levels work
The Commission’s Cloud and AI Development Act page describes four proposed assurance levels for public-sector use. Authorities are expected to select a level through risk assessment. The framework is a proposal and policy description, not a certification already applied uniformly across the market.
| Level | Core condition described by the Commission | What a buyer should verify |
|---|---|---|
| 1 | Processing and storage on infrastructure located in the European Union. | Actual processing locations, backup regions, subcontractors and the legal terms governing access. |
| 2 | Level 1 plus demonstrated independence from third countries and transparency of the software supply chain. | Who can direct the provider, which dependencies are used, how updates are produced and whether evidence is auditable. |
| 3 | EU ownership and control with additional criteria, such as personnel citizenship; the Commission says third-country providers can still be recognized. | Ownership and voting rights, control of operations, staffing arrangements and the recognition or audit process applied by Member States. |
| 4 | Full supply-chain transparency and control, with no third-country interference. | End-to-end component provenance, intervention safeguards, independent oversight and a realistic response if any supplier becomes unavailable. |
These levels show why “hosted in Europe” is only a starting point. Location addresses one exposure; it does not by itself settle ownership, administration, software provenance, legal compulsion or the ability to leave.
Is data residency enough to make a cloud sovereign?
No. Data residency is one control, not a complete sovereignty assessment. A contract may specify that primary data stays in a country while support personnel, management planes, telemetry, backups, encryption services or software updates remain elsewhere. A provider may also be subject to laws that permit an authority outside the storage location to seek access.
Check residency together with:
- Processing and copies: Identify primary, replica, backup, disaster-recovery and diagnostic locations, including temporary caches.
- Jurisdiction: Record the provider’s corporate structure, applicable laws, government-access process and notification commitments.
- Administrative access: Determine who can log in, from where, under which approvals and with what audit trail.
- Key control: Establish whether the customer can hold, rotate, revoke and recover encryption keys independently.
- Deletion: Obtain a verifiable schedule for deletion from live systems, backups and subcontractor environments.
A cloud arrangement is more resilient when the customer can enforce these policies, inspect evidence and move data without a supplier’s discretionary cooperation.

How can an organization avoid vendor lock-in?
Lock-in is not simply the use of a commercial product. It occurs when switching costs, proprietary interfaces, contractual restrictions or missing skills make an alternative impractical. Reduce it before signing, not after a crisis.
1. Map the dependency
List applications, data sets, identities, network links, keys, support contracts, third-party components and people required to deliver the service. Mark which items are critical, time-sensitive or unique to one supplier.
2. Define an exit outcome
Write down where the workload would run if the provider failed or the contract ended, how quickly it must be restored, which functions may be degraded and who has authority to declare an exit. An exit plan without a destination, owner and deadline is only a statement of intent.
3. Demand portable formats and interfaces
Specify machine-readable export formats, documented APIs, identity integration, logging access and network portability. Confirm that at least one independent implementation can consume the formats or protocol; a document that only one vendor can interpret is not meaningful portability.
4. Test migration and recovery
Export a representative data set, rebuild a small workload elsewhere and measure the time, bandwidth, transformation effort and missing features. Restore backups on a schedule and record the steps. Treat an untested backup as an assumption, not a recovery capability.
5. Put exit rights in the contract
Cover notice periods, assistance, fees, data-return deadlines, deletion certificates, continued read-only access, subcontractor obligations and support during a security or regulatory transition. Ensure the contract does not make the provider the only party able to retrieve keys or interpret data.

- Managed-node control in the router: Browse available SSRouter regions in S1's local dashboard and select a managed node without configuring a separate VPN provider.
- Switch nodes in the browser: Join S1 WiFi or LAN, sign in to the local dashboard, select Use this node, and see which managed node is active.
- Three routing modes: Direct uses the regular internet connection; Global routes supported traffic through the selected managed node; Smart applies country-based rules to supported traffic.
- Encrypted router-to-node link: Traffic routed through an SSRouter-managed node uses Trojan over TLS between S1 and that node. Compatible devices connected to S1 do not each need a VPN app; AX3000 WiFi 6 and four 2.5G Ethernet ports support wired and wireless use.
- Setup and service terms: Connect S1 WAN to an internet-ready DHCP router or gateway; S1 is not a modem. Managed-node access ends after 30 days or 100 GB from first activation, whichever comes first; no automatic renewal; a separate plan is required afterward.
6. Retain operational knowledge
Keep architecture diagrams, configuration-as-code, runbooks, dependency inventories and trained staff under your control. Outsourcing operation is different from outsourcing understanding; losing the latter makes every future change expensive.
How do open standards and open source support digital sovereignty?
Open standards reduce dependence on a single implementation. When interfaces, protocols and data formats are public and implemented by multiple compliant solutions, an organisation can combine products, replace a component or exchange information without asking one platform to approve every connection.
The Commission’s eDelivery Building Block uses the AS4 standard in a decentralized network of access points. It describes direct encrypted exchange rather than central storage or processing, and lists use domains including e-procurement, e-invoicing, e-justice and e-health. Multiple compliant software solutions can interoperate with existing systems, supporting portability and reducing vendor lock-in. Outcomes still depend on how each deployment configures identity, keys, monitoring and governance.
Open source can provide access to code, reuse, customization and a larger pool of potential maintainers. The EU Open Source Strategy identifies operating systems, cloud and edge computing, artificial intelligence, cybersecurity, software-development infrastructure, semiconductors and future internet architectures as critical building-block areas. It also calls for support for contributors and companies, procurement improvements, sustainable business models, standards, international cooperation and long-term maintenance.
Open source is not automatically secure, maintained, independent or free. Projects can lack long-term funding, security stewardship, documentation, procurement support or the capacity to scale. Visibility can be fragmented, and value may still be captured by dominant providers that package or operate the code. Evaluate the maintainers, release process, vulnerability response, licence, roadmap, commercial support and internal skills before treating an open project as a sovereignty measure.

How to turn the assessment into a decision
Classify by consequence
Start with impact, not ideology. A system supporting emergency care, payment settlement or energy control deserves stricter independence and recovery requirements than a low-impact collaboration tool. Consider confidentiality, integrity, availability, safety, regulatory exposure and the time available to switch.
Set minimum controls
For a high-impact workload, minimum controls might include customer-controlled keys, independent backups, documented exports, tested restoration, privileged-access oversight and a second operating route. For a lower-impact service, a contractual export and a quarterly recovery test may be proportionate.
Score evidence, not labels
“Sovereign,” “local,” “European” and “open” are descriptions, not proof. Give credit for verifiable controls: an export that has been restored, an interface used by independent implementations, a supply-chain record that can be audited and an administrator model the customer can enforce.

Review the choice continuously
Ownership can change, providers can acquire dependencies and standards can evolve. Recheck the arrangement after major architecture changes, acquisitions, new regulations, security incidents or failed recovery tests. Sovereignty is maintained through governance, not achieved once at procurement.
Common mistakes and their corrections
- Mistake: equating a local data centre with sovereignty. Correction: examine legal exposure, operators, keys, software and exit routes as well as location.
- Mistake: assuming open source removes all dependence. Correction: assess maintainers, funding, security response, procurement and scaling capacity.
- Mistake: treating isolation as the goal. Correction: use open standards and controlled interoperability to retain choice while preserving useful cross-border exchange.
- Mistake: accepting a portability promise without a test. Correction: export, rebuild and measure a representative workload before signing or renewing.
- Mistake: treating a proposed policy framework as settled law. Correction: distinguish Commission proposals and guidance from enacted legislation and completed implementation.
Bottom line: preserve the ability to choose
Digital sovereignty is meaningful when an organisation can understand its dependencies, govern the important ones and change providers or operating arrangements without unacceptable disruption. Ownership of every layer is neither required nor realistic. Focus on jurisdiction, operational control, supply-chain visibility, portability, interoperability, resilience and the human capability to exercise those rights. The strongest architecture is not the one with the most patriotic label; it is the one that leaves the organisation with credible alternatives when conditions change.
