The display system can change quickly; the retailer’s pricing rules determine whether it does, and why.
What digital price tags do
Electronic shelf labels (ESLs), also called digital price tags, are small electronic displays installed at store shelves in place of paper tags. A retailer can send updates through its systems rather than printing and replacing each tag by hand. That can reduce staff time spent changing shelf labels and make updates faster. It also makes changing a displayed price easier. The technology enables updates; it does not, by itself, set the prices.

University of Pennsylvania retail-management professor Santiago Gallino told the Los Angeles Times in August 2024: “In my conversation with retailers, it’s clear that those who are pushing towards this technology are mainly trying to drive efficiency up in the stores and try to reduce costs.” That describes a stated business rationale, not a guarantee about every retailer’s policies.
Could digital price tags lead to surge pricing?
They make rapid price changes technically easier, but that capability is not evidence that a particular store is using surge pricing. Surge or demand-based pricing means prices change in response to factors such as demand or time. The distinction matters: a tag can display a price update, but a retailer decides what triggers that update.

In August 2024, Walmart and Kroger told the Los Angeles Times they had no plans to use the labels for dynamic price increases. Walmart said updates would reflect lower sale or final-clearance prices, and that prices would not change throughout the day. Kroger said its tests were intended to lower prices for customers. These are statements reported in 2024, not a guarantee covering every retailer or a later policy.
Concern about what the system could enable is distinct from proof of what a retailer has done. In July 2024, U.S. Senators Elizabeth Warren and Bob Casey sent Kroger a letter asking about its EDGE electronic shelf-label system, including how prices were set and what safeguards applied to data. They wrote: “These digital price tags may enable Kroger and other grocery chains to transition to ‘dynamic pricing,’ in which the price of basic household goods could surge based on the time of day, the weather, or other transitory events.” The letter raised questions and concerns; it is not a finding that Kroger used surge pricing.

Are stores changing prices based on who is shopping?
Changing a shelf price across a store and setting an individualized price for a shopper are different practices. Surveillance or personalized pricing refers to using consumer data to tailor a price to a person or group. The senators’ questions about data safeguards reflect concern about that possibility, but the letter does not establish that Kroger used personal data to set individual prices. A networked tag system is not, on its own, proof of personalized pricing.

Faster updates may help stores manage sales and clearance, while also making frequent changes easier to carry out. Consumer advocates worry that the same infrastructure could support rapid algorithmic price changes and undermine trust. Sunny Glottmann, policy and programs manager at the AFL-CIO Tech Institute and a co-author of its report, told The Guardian: “Electronic shelf labels create the infrastructure that would make rapid algorithmic price changes easier to implement at scale, and this raises concerns for consumers that are already struggling with grocery costs.” This is an argument about capability and risk, not evidence that every store is using the tags that way.

The Guardian reported 2026 figures from the AFL-CIO Tech Institute and the United Food and Commercial Workers (UFCW). They are attributed estimates and poll findings, not government statistics or observed outcomes:
- The AFL-CIO Tech Institute modeled 44,223 to 191,633 jobs as potentially affected under universal adoption of electronic shelf labels. The Guardian said the analysis drew on label manufacturers’ marketing materials. This is a modeled potential impact, not a count of actual layoffs.
- The same analysis estimated $1.6 billion to $6.9 billion in annual lost wages under universal adoption. That is a modeled estimate, not a measured loss.
- A UFCW poll, as reported by The Guardian, found that 68% of Americans reportedly believed surveillance pricing would increase grocery costs and 65% believed digital price tags would do so.
- In the same reporting, about 67% reportedly supported banning digital price tags and surveillance pricing, while 26% opposed a ban.
The opinion figures reflect a UFCW poll reported in 2026; they should be read as reported poll results, not as proof that prices have risen because of the labels.

What research says about trust
A 2025 study abstract in the Journal of Retailing and Consumer Services reports more consumer trust when digital-tag information matched the promoted product. That finding points to the importance of accurate, consistent shelf information. It does not establish a universal response across all consumers or stores.

Use the same basic checks you would with paper labels: look at the shelf price before you put an item in your cart, and check the receipt afterward. If a shelf label and checkout price differ, ask store staff to clarify the price and how the discrepancy will be handled. Rules for resolving price mismatches vary by jurisdiction, so there is no single legal remedy that applies everywhere.
