Digital Exams vs. Paper Exams: Accessibility, Reliability, and Cost Compared

Neither digital nor paper exams is universally better. The defensible choice depends on the tasks being assessed, candidates’ access needs, the institution’s technical readiness, and the full cost of delivering and maintaining the system. Digital exams can provide more independent access for some candidates and simplify parts of administration, while paper remains more resilient to computer, network and compatibility problems and can suit certain reading, calculation and annotation tasks.

The evidence summarized here comes mainly from England’s high-stakes qualifications, international OECD guidance and a Scotland-specific study of accessible digital papers. Those findings are useful for decision-making, but they should not be treated as a universal result for every country, subject, age group or exam platform.

Accessibility depends on both the format and the conditions around it

Where digital delivery can help

On-screen assessment can remove barriers for candidates who cannot easily use a conventional printed paper. Depending on the platform and the approved accommodation, a candidate may be able to enlarge text, use a compatible assistive technology, edit typed work, or complete an assessment without relying on another person to read questions or write answers. Ofqual’s summary of work commissioned with the Department for Education reports early international indications of improved access for some students with special educational needs and disabilities.

That finding is conditional. Accessibility features have to be designed into the assessment, tested with the exact software and hardware used on exam day, and supported by trained staff. A screen reader, magnification, extra time or another adjustment is not automatically compatible with every delivery system. The available evidence does not establish platform-specific compatibility, so an institution must verify each accommodation rather than assume that a digital version will work.

What the Scottish digital-paper example shows

Paul Nisbet’s peer-reviewed 2012 account of Scottish work on digital papers illustrates how format and implementation interact. The specification used in that project was matched most closely by PDF. Pilot trials ran in 2005, 2006 and 2007, and the Scottish Qualifications Authority introduced digital papers in 2008. The aim was to offer some candidates with disabilities or special educational needs a more independent alternative to a reader or scribe.

Requests for digital papers increased fivefold between 2008 and 2011. That is a historical statistic from Scotland, not evidence of a current national trend or proof that every disabled candidate prefers a screen. Nisbet also noted that whether digital papers cost less than reader or scribe arrangements required further study. The example demonstrates the potential for independence, but it does not provide a universal accessibility or cost verdict.

The digital divide remains an assessment issue

Equal access to an accessible exam requires more than an accessible file. Candidates may have different levels of keyboard skill, confidence with exam software and experience using digital tools under time pressure. Schools and colleges may have unequal numbers of suitable devices, inconsistent technical support or limited experience configuring accommodations. Ofqual’s English work identified variable student digital skills and confidence, uneven institutional readiness, interoperability problems, broadband reliability, cybersecurity and data-management concerns.

Paper has its own access limitations. A printed paper is familiar to many candidates, but some students need a reader, scribe, enlarged print, a separate room or another arrangement. A paper format therefore does not remove the need for accessibility planning; it changes which barriers have to be managed.

Reliability is a task-level question, not a mode-wide ranking

What “mode effects” mean

A mode effect is a difference in performance associated with taking an assessment on paper rather than on screen, or vice versa. Ofqual’s 2025 framework and its evidence summary review studies across several decades and conclude: “There is not strong evidence of a clear and consistent pattern of mode effects in the literature.” In other words, the available studies do not support a blanket claim that digital exams are inherently less reliable or that paper always produces more valid scores.

Comparability depends on whether both versions measure the same construct. An item can gain or lose difficulty when its layout changes, when a candidate must scroll instead of turn a page, or when the response process requires extra clicks. Familiarity with typing, handwriting and digital navigation can also influence results. These are design and candidate-experience effects, not an unavoidable property of every screen or every sheet of paper.

Tasks that may favor paper

  • Long expository reading under time pressure may be easier for some candidates when the entire passage and questions are visible on physical pages.
  • Multi-step numerical work can benefit from writing intermediate calculations directly beside the question.
  • Diagram-based tasks may be easier when a candidate can annotate the printed image without navigating tools or menus.
  • Some candidates find it easier to check location and progress by moving through a stack of pages than by scrolling through a digital document.

These are potential advantages identified in Ofqual’s evidence summary, not universal effects. A well-designed interface can reduce some of the same problems through persistent navigation, a clear question overview or an annotation tool.

Tasks that may favor a screen

  • Extended writing can be easier to revise when text can be edited, moved and corrected without rewriting a page.
  • Some interactive response types, including selected drag-and-drop items, have been completed faster with comparable accuracy in specific studies.
  • Digital navigation can support rapid searching or movement between questions when those functions are intentionally designed and tested.

Typing speed, editing habits and comfort with the interface can change the result. A screen that helps one candidate revise may disadvantage another who is substantially faster or more fluent writing by hand. The relevant test is whether the response process adds skills that are outside the intended construct.

Questions to ask when checking comparability

  1. Is the same knowledge, reasoning or skill being measured in both versions?
  2. Does the digital layout add scrolling, menu selection or navigation steps that are absent on paper?
  3. Can candidates annotate, calculate, review and change answers in equivalent ways?
  4. Have candidates had realistic practice with the exact interface and time limits?
  5. Are approved accommodations available and tested in the same environment?
  6. Has the institution evaluated unusual responses, interruptions and answer recovery before live delivery?

Digital delivery requires operational capacity

Core infrastructure

The OECD’s Digital Education Outlook 2023 identifies five practical prerequisites: enough compatible devices; reliable internet or local-network capacity; staff expertise for deployment and ongoing support; suitable rooms, electrical capacity and network facilities; and IT infrastructure that manages security risks. These are system requirements, not optional enhancements.

Institutions also need a process for loading the correct exam, authenticating candidates, locking down unauthorised functions where required, recording responses and transferring scripts securely for marking. Interoperability matters when exam software, device operating systems, accessibility tools and results systems come from different suppliers. A technically sound exam can still fail operationally if staff cannot diagnose a frozen session or restore a candidate’s response.

Connectivity and offline options

An offline delivery mode can reduce dependence on an internet connection during the sitting. It does not eliminate preparation: devices need advance installation, configuration and testing, and staff need clear instructions for starting, saving and collecting responses. Offline operation can also limit live features, updates, remote monitoring or adaptive functionality. The institution must decide which capabilities are essential and how scripts will be transferred after the exam.

Paper avoids exam-day computer and network dependencies, but it still relies on secure printing, storage, distribution, room procedures, collection and transport. No universal failure-rate comparison between paper and digital delivery is established by the sources discussed here. A decision should therefore use the institution’s own incident history and tested contingency arrangements rather than an assumed reliability percentage.

Contingency planning is part of reliability

A digital exam plan should specify what happens when a device fails, a battery is depleted, a local network stops responding, a candidate loses a session or an accessibility tool is unavailable. Possible controls include spare configured devices, power capacity, a trained technical team, a documented restart and recovery procedure, local copies where permitted, and a tested alternative format. The fallback must preserve security and protect the candidate from losing working time or answers.

Paper plans need equivalent controls for missing or damaged papers, printing defects, late delivery, evacuation, secure storage and script tracking. The right comparison is not “computers versus paper” in isolation; it is the resilience of two complete operating systems.

Cost depends on the whole lifecycle

Where digital systems may save money

The OECD notes that digitisation can simplify administration and data management and can sometimes reduce grading work. Potential savings may come from less printing, packaging, physical distribution, storage, manual data entry and, for suitable item types, parts of marking. Digital scripts can also reduce handling between the exam room and the marking operation.

Those savings are not guaranteed. Building a valid, secure and accessible digital assessment can be expensive, and a digital format may not be cost-effective for a simple construct that paper measures well. Savings also depend on scale: a large examination body with established infrastructure has a different cost profile from a small school buying equipment for a few sessions.

Costs that digital delivery adds or shifts

  • Initial procurement or leasing of compatible devices, charging and storage equipment.
  • Exam software, licensing, integration and security controls.
  • Network upgrades, local servers or offline-installation processes.
  • Staff training, technical support and accessibility testing.
  • Device replacement, operating-system updates, maintenance and help-desk capacity.
  • Contingency equipment and procedures for failures or interruptions.
  • Specialist configuration for approved accommodations.

Some of these costs are shared with ordinary teaching, while others exist only because high-stakes assessment has stricter security and reliability requirements. A purchase that appears inexpensive can become costly if it cannot be maintained, updated or supported during an exam window.

Paper costs that remain visible

  • Paper, printing, collation, packaging and secure storage.
  • Physical distribution to centres and return transport for scripts.
  • Manual attendance, script and results handling.
  • Readers, scribes, enlarged formats or separate rooms where required.
  • Waste, reprinting and secure disposal.

The available sources do not provide a current, comparable cost per candidate or total-cost figure for digital versus paper exams. Any credible business case should state the jurisdiction, candidate volume, exam design, existing device estate, staffing model, accessibility provision, security requirements, marking process, maintenance period and contingency assumptions. Without those inputs, “digital is cheaper” is an unsupported generalisation.

How to choose a format for a particular exam

Step 1: Define the construct and response process

List what candidates must read, calculate, draw, manipulate, write and review. Identify any task for which scrolling, typing, handwriting, physical annotation or screen tools could add irrelevant difficulty. If the exam measures extended composition, test editing as well as first-draft production. If it measures numerical reasoning, test how candidates record intermediate work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Map candidate access needs

Record the accommodations candidates are entitled to and verify them in the actual exam environment. Test text enlargement, screen-reading support, keyboard navigation, colour and contrast settings, separate-room arrangements, extra time and any alternative response method. Do not infer that a feature works because it worked in a classroom application.

Step 3: Audit readiness at exam scale

  • Count devices by room, including tested spares and charging capacity.
  • Measure local-network performance and decide whether internet access is necessary.
  • Confirm staff coverage for setup, candidate support, security and recovery.
  • Check room layout, electrical supply, privacy and noise conditions.
  • Test interoperability among exam software, operating systems, accessibility tools and marking systems.
  • Document cybersecurity, data retention and script-transfer controls.

Step 4: Run representative practice

Practice should use the same device model, software version, question layout, time limits and accommodation settings planned for the live exam. Observe navigation, review behaviour, annotation, saving and recovery rather than asking only whether candidates like the interface. Include candidates with different access needs and staff who will operate the system.

Step 5: Set measurable go/no-go conditions

Before adopting digital delivery, define minimum standards for device availability, response recovery, accessibility compatibility, technical-support response time and security checks. If a standard is not met, postpone, reduce scope or use paper for the affected component. A fallback that has never been rehearsed is not a reliable fallback.

Why a mixed model can be the most defensible policy

Different subjects and candidates can have different requirements. An institution might use on-screen delivery for exams where editing, searchable navigation or interactive responses are central, while retaining paper for assessments dominated by long reading, multi-step calculations or diagram annotation. It might also offer both modes when approved accommodations or candidate circumstances make a single format inequitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ofqual’s summary of a February 2023 survey of 516 students aged 15–18 and 500 parents in England reported a strong preference for a mixture of on-screen and paper exams. That result describes perceptions in an English high-stakes context; it is not a universal policy mandate. A mixed policy still requires comparable specifications, clear eligibility rules, candidate practice and separate security and logistics plans for each mode.

To operate a mixed model, publish which components are available in each format, explain how accommodations are requested, and ensure that a candidate is not forced into an unfamiliar mode without practice. Monitor outcomes and incidents by mode, subject and candidate group. If differences appear, investigate item design and implementation before attributing them to the medium itself.

Bottom-line decision checklist

  • Choose digital when the assessment benefits from editing or interactive responses, tested accommodations improve independence, compatible devices and support are dependable, and recovery and security procedures have been rehearsed.
  • Choose paper when physical annotation or page-based reading is central, digital infrastructure is not dependable at the required scale, or the digital interface would add irrelevant skills and risk.
  • Use both when subjects, tasks or candidate needs differ and the institution can maintain equivalent standards, access arrangements and operational controls.

The strongest policy is evidence-led at the task and institution level. Neither format earns a universal reliability, accessibility or cost crown; each is appropriate when its specific benefits outweigh its specific risks for the candidates and assessment being served.
