The digital euro is a proposed form of central-bank money, not a currency people can use today. Its privacy design differs by payment mode: the European Central Bank (ECB) says offline transaction details would be known only to payer and recipient, while online payments would involve payment providers that may process information to meet legal obligations. The final rules—and whether the ECB will issue the digital euro—are not settled.
What is the digital euro, and is it available?
The digital euro would be a public digital payment option backed by the Eurosystem, the ECB and the euro-area national central banks. It is intended to complement cash, not replace it. The European Commission’s overview of the digital euro describes the proposal and its intended role.

It has not been issued, and the ECB’s Governing Council has not decided to issue it. According to the ECB’s project update and digital euro FAQs, the Council adopted its position in December 2025, the European Parliament adopted its position in July 2026, and trilogue negotiations have started. The ECB expects legislation to be adopted by the end of 2026, but this is a target, not a completed legal step. Any decision to issue would come later; a possible 2029 issuance target is conditional on legislation and subsequent decisions.

Who could see payment information?
The short answer depends on whether a payment is offline or online—and on which institution is meant. The ECB’s privacy statements describe its intended system design; payment-service providers (PSPs), such as banks or other intermediaries, have separate responsibilities under applicable law.
| Payment mode | What the ECB says would happen | Important qualification |
|---|---|---|
| Offline | Only the payer and recipient would know the personal transaction details. | The Commission’s proposed rules say providers would not process the offline transactions themselves, but loading or unloading funds on a device could involve data processing. |
| Online | The Eurosystem would not be able to directly link users to payments; data available to the ECB would be pseudonymised. | PSPs may process information needed to comply with EU law, including anti-money-laundering requirements. This is not a promise of anonymity. |
These distinctions come from the ECB’s privacy explainer and the European Commission’s 2023 proposed Regulation. The Commission text is a proposal, not the final law.

How would privacy differ offline and online?
Offline payments aim for cash-like privacy
The ECB says that offline payments would keep personal transaction details between payer and recipient. The idea is that a payment could be made without the transaction being sent to the Eurosystem in the same way as an online payment. This design aim does not mean no data would ever be processed: the Commission proposal allows processing related to loading and unloading funds on a local device.

For online transactions, the ECB says the Eurosystem would use pseudonymised data and would not directly link a user to a payment. Pseudonymisation is not the same as anonymity: information is processed so it does not directly identify someone, but it remains subject to controls and may be handled by other parties for permitted purposes. PSPs could access or process information required for legal compliance, including anti-money-laundering controls.

The ECB also says it would not use payment data for commercial purposes and that intermediaries would need users’ explicit consent for commercial use. Those are stated design commitments; they should not be mistaken for a complete account of the final legal framework, which remains under negotiation.
What have European data-protection authorities said?
The European Data Protection Board (EDPB) and European Data Protection Supervisor (EDPS) welcomed the proposal’s privacy-by-design approach and the stronger privacy intended for offline use. Their Joint Opinion 02/2023 also recommended further safeguards and clarification. Among other points, they called for evidence that the proposed fraud-detection mechanism is necessary, clearer allocation of responsibilities among the ECB, national central banks and providers, and a low-value online transaction threshold below which payments would not be traced for anti-money-laundering and counter-terrorist-financing purposes.
Rank #4
That opinion is not a finding that the digital euro is a surveillance system. It recognises privacy goals while identifying design and governance questions to resolve. Nor does the ECB’s own description independently prove how a live system would operate: the legislation and implementation are still in progress.

How does it compare with cash and private digital payments?
The meaningful distinction is narrower than declaring one payment method categorically most private. Cash can be used without an internet connection and does not create the same routine digital transaction record as an online payment. The proposed digital euro is designed to offer stronger, cash-like privacy offline; online use would involve provider processing and applicable legal requirements. Private digital payment services vary, and the available official material does not establish a universal privacy ranking across them.

| Payment type | Internet needed? | Transaction information and privacy basis | Compliance context |
|---|---|---|---|
| Cash | No | Physical exchange; no online transaction record is inherent to the payment. | Not described in the cited digital-euro proposal as a digital PSP transaction. |
| Proposed digital euro, offline | Designed to work offline | ECB says details would be known only to payer and recipient; this is a design claim, alongside proposed processing around loading and unloading funds. | Final rules and implementation remain unsettled. |
| Proposed digital euro, online | Yes | ECB says Eurosystem data would be pseudonymised and not directly link users to payments; PSP processing may occur. | PSPs may process information required by applicable law, including AML requirements. |
| Private digital payments | Depends on service | Data practices differ by provider; the cited official sources do not support a single comparison for all services. | Depends on provider and applicable legal obligations. |
What remains uncertain?
- The final legal rules: negotiations are ongoing, so proposed provisions and ECB design descriptions are not all settled requirements.
- Institutional responsibilities: regulators have asked for clearer divisions of responsibility among the ECB, national central banks and providers.
- Final technical implementation: privacy claims describe intended design, not a deployed system tested in public use.
- Whether and when it will be issued: the end-of-2026 legislative target and possible 2029 issuance target depend on future steps and decisions.
