Digital euro privacy explained: What the ECB, banks and authorities can see

Short answer: the proposed digital euro has two different privacy profiles. An online payment would go through a bank or another payment-service provider (PSP), which could see the information needed to execute it and meet anti-money-laundering (AML), counter-terrorist-financing (CFT), fraud, tax and operational-security duties. The Eurosystem would receive pseudonymised, hashed and encrypted data designed not to identify you directly. An offline payment would be validated between nearby devices or cards without an internet connection. ECB and European Commission descriptions aim for cash-like visibility: transaction details would normally remain with the payer and payee, while the bank would see no more than it sees when you use cash.

This is a proposed system, not a live retail service. The legal framework, technical implementation and final limits still have to be completed. The ECB’s 2025 planning assumes the regulation could be adopted in 2026 and says it aims to be ready for a possible first issuance in 2029; that date is conditional, not a guaranteed launch.

What “privacy” means for a digital euro

Privacy here means controlling who can observe payment information in the ordinary technical flow. It does not mean that every payment is anonymous, that a bank has no compliance responsibilities, or that authorities can never obtain information under law. The proposed design separates the people and systems that need payment data from those that do not.

Four viewers matter:

  • Payer and payee: the people who need to know the amount and other details required to complete the transfer.
  • Bank or other PSP: the intermediary that provides a wallet or account, moves funds, and applies legal controls.
  • ECB and national central banks (the Eurosystem): the infrastructure and monetary authorities intended to receive privacy-protected data rather than a directly identified customer record.
  • Legally authorised authorities: courts, investigators, tax bodies or other agencies that may obtain data through applicable legal processes.

The answer changes depending on whether the payment is online or offline.

Online and offline modes compared

Question Online digital euro Offline digital euro
How is a payment validated? Through the digital-euro infrastructure and a bank or other PSP, using an internet connection. Between nearby, pre-authorised devices or cards; the transaction can be validated without internet access.
What does the payer and payee know? Details needed to confirm the transfer. Transaction details are intended to remain with the payer and payee.
What can the bank or PSP see? Data needed to execute the payment and comply with AML/CFT, fraud, tax and security obligations. For the payment itself, a level of visibility comparable to cash use; funding and defunding remain subject to rules.
What does the ECB/Eurosystem receive? Pseudonymised and privacy-protected data, with hashing and encryption designed to prevent direct identification. Offline transaction details are designed to stay local to the participating devices or people.
Can authorities obtain information? Access can be required through applicable legal procedures. Safeguards, limits and funding/defunding controls apply; final access rules depend on the adopted legislation.

The comparison describes the proposed architecture and institutional commitments. It is not a guarantee that every implementation detail or limit will remain unchanged after legislation and technical specifications are finalised.

What the payer and payee can see

Online payments

An online transfer has to show enough information for both sides to know that the intended amount went to the intended recipient. The wallet or payment interface will therefore display ordinary payment details, such as the amount, recipient and status. The bank or PSP handles the connection to the payment system and the checks required to provide the service.

The fact that the payer and payee see a transaction does not mean that the ECB receives their names. The proposed architecture uses different identifiers and protected data for the central infrastructure.

Offline payments

Offline mode is intended for situations in which a phone, card or other authorised device cannot reach the internet. The two devices exchange and validate the necessary payment information locally. Under the ECB and Commission descriptions, the payer and payee can know the transaction while the details are not routinely uploaded to a central ledger.

Offline privacy still depends on the devices and people involved. A merchant can retain its own receipt or customer record, and a user can disclose a payment voluntarily. “Local” describes the validation path; it does not erase records that a participant independently chooses to keep.

What a bank or PSP can see

Online: the visible intermediary

For online use, the bank or PSP is the main intermediary that can connect a payment to its customer relationship. It needs data to authenticate the wallet, route the payment, handle disputes and detect abuse. It also has duties under EU law, including AML and CFT controls, fraud prevention, tax-related requirements where applicable and operational security.

The ECB puts the principle this way: “As with other digital payment methods, intermediaries like your bank would only have access to the personal data that are necessary to comply with EU law, such as anti-money laundering and terrorism financing regulations.” That is a necessity standard, not a promise that the bank sees nothing. The exact fields, retention periods and circumstances for sharing will be set by the regulation and related rules.

Offline: cash-like visibility for the payment

The Commission’s FAQ states: “With the offline use of the digital euro, your bank would see the same level of data it sees when you use cash.” In practical terms, the bank should not receive a central, itemised feed of each offline purchase merely because the device exchanged digital euros locally.

That comparison does not make the whole wallet invisible. The bank still has to support the points at which value enters or leaves the offline instrument, and it may need information for security, account administration or legally required controls. Those funding and defunding events are separate from the merchant-to-customer exchange.

What the ECB and Eurosystem can see

The proposed central architecture is designed to prevent the ECB from directly linking an online transaction to an identified user. Data sent to the Eurosystem would be pseudonymised, with hashing and encryption used as privacy protections. Pseudonymisation replaces direct identifiers with codes; it is not the same as deleting all identifying information. A party that lawfully holds the additional information could, in a permitted context, connect records back to an individual.

The ECB’s privacy explainer says: “The data available to the ECB would be pseudonymised, meaning that we would not see any personal data that could identify you.” Read precisely, this is a statement about the ECB’s normal data view under the proposed design. It is not a claim that no organisation, under any legal process, could ever identify a user.

Offline transaction details are intended to remain on the devices or cards used by the payer and payee. If a transaction never reaches the online infrastructure, the Eurosystem would not receive an ordinary itemised record of it. Technical telemetry, device security information or later funding and defunding events may still exist, subject to the final design and law.

What legally authorised authorities may obtain

“The ECB cannot directly identify you” and “no authority can obtain data” are different propositions. Banks and PSPs operate under EU and national rules. A lawful request connected with AML/CFT enforcement, fraud, tax administration, court proceedings or another statutory purpose can require an intermediary to provide information within the scope of that law.

For an online payment, the intermediary’s records are the most likely source because that is where the customer relationship and compliance checks sit. Authorities may also use information from a merchant, a device, a bank account used to fund the wallet or other evidence. The proposed privacy model limits routine visibility; it does not create immunity from a properly authorised investigation.

Offline use narrows the normal data trail, but it is not an unlimited anonymity guarantee. Funding and defunding controls, wallet safeguards, transaction or holding limits and rules for exceptional access are expected to constrain abuse. The final regulation will determine who can request what information, under which process and with what oversight.

Funding, defunding and the limits that shape privacy

Funding an offline balance

Funding moves value into the digital-euro instrument from a bank account, card or another permitted source. The PSP must know enough to carry out that operation and apply applicable controls. Even if later purchases occur offline, the entry point can connect the balance to a customer relationship.

Defunding and cashing out

Defunding moves value back to a bank account or another permitted destination. Like funding, it is an online-facing control point in the proposed model. A bank may therefore see when value leaves the offline environment even if it did not see each intervening purchase.

Holding and transaction limits

Limits are an important privacy and safety mechanism, but the final numbers are not established in the material available for this explanation. The adopted rules may set how much a person can hold, how much can be transferred in a period, or how offline balances are replenished. Do not treat an announced technical limit or a draft figure as a final entitlement until the legislation is settled.

How a payment would work, step by step

Online flow

  1. Open the wallet or payment instrument. The user authenticates through the chosen PSP.
  2. Choose the recipient and amount. The payer confirms the payment details shown by the interface.
  3. PSP checks and routes the payment. It applies authentication, fraud and legally required compliance controls.
  4. Protected data reach the Eurosystem infrastructure. Pseudonymisation, hashing and encryption are intended to keep the ECB from directly identifying the user.
  5. The recipient receives confirmation. The payer and payee can see the information needed to verify completion.

Offline flow

  1. Prepare the authorised device or card. Value must previously have been funded, and the instrument must satisfy its security and limit rules.
  2. Bring the payer and payee devices together. The devices exchange the information required to validate the transfer without internet access.
  3. Record the local result. Both sides retain the transaction state needed to prevent double spending and show completion.
  4. Reconnect when needed. Funding, defunding, replenishment, security updates or other controlled operations may require the PSP and network.

The offline sequence explains why the mode can be more private during a purchase while still having accountable entry and exit points.

Privacy is not the same as anonymity

Cash-like privacy means that ordinary transaction details are not automatically broadcast to a bank or central bank during the payment. Anonymity would mean that no participant could associate the payment with a person. The proposal promises the former in defined circumstances, not the latter in every circumstance.

The package includes the hardware wallet, a USB cable, and mnemonic cards, making it ready to use right out of the box—a secure and reliable gateway to the crypto world.
  • Online is not anonymous: the PSP needs identifiable customer and transaction information for service delivery and legal controls.
  • Offline is not unrestricted: devices have limits and security rules, and funding or defunding can be linked to a customer.
  • Pseudonymisation is not erasure: coded records can still be personal data when combined with information held elsewhere.
  • Legal access still exists: privacy protections govern routine processing and disclosure; they do not cancel valid investigative powers.

Real-world examples

Buying groceries online

The supermarket and payer need the payment details. The payer’s PSP can associate the transaction with the customer and run fraud and AML/CFT checks. The Eurosystem is designed to receive protected, pseudonymised data rather than a directly named record.

Paying a neighbour while offline

Two nearby authorised devices can validate the transfer without contacting the internet. The neighbour and payer can retain the details, while the bank should have cash-comparable visibility into the purchase itself. If either person later funds or defunds the wallet, those separate operations can be visible to the PSP.

A tax or fraud investigation

An investigator cannot simply assume that the ECB has a searchable list of named purchases. The likely route is a lawful request for relevant records from the PSP, merchant or other evidence holder. What can be obtained and how quickly depends on the applicable legal authority and the final digital-euro rules.

What remains undecided

The privacy principles are described by the ECB, the Commission and the legislative proposal, but several operational questions depend on the adopted regulation and technical specifications:

  • the final holding and transaction limits;
  • how offline devices are provisioned, replenished and recovered when lost;
  • which data fields each PSP must retain and for how long;
  • the detailed process for lawful authority access and independent oversight;
  • governance of the infrastructure and the timetable for issuance.

The Council’s position of 19 December 2025 describes online and offline operation and a high degree of privacy, while confirming that issuance would ultimately be an ECB decision after the legal framework is adopted. The ECB Annual Report 2025 gives a possible first-issuance target of 2029 only under the working assumption that the regulation is adopted in 2026.

How to judge a digital-euro privacy claim

  1. Ask which mode is being discussed. A statement about offline cash-like privacy should not be applied automatically to online payments.
  2. Name the viewer. “Private” to the ECB, to a bank, to a merchant and to a legally authorised authority are different claims.
  3. Separate technical access from legal permission. A system may technically hold a field while rules restrict routine use, or may limit what is collected in the first place.
  4. Check the funding path. Privacy during an offline purchase does not remove the records created when value is funded or defunded.
  5. Look for a legislative qualifier. Draft limits, implementation dates and governance details can change before adoption.

Bottom line

The proposed digital euro is not one uniform privacy experience. Online payments would leave the necessary identifiable trail with a bank or PSP, while the Eurosystem would use pseudonymised and encrypted data designed not to identify the user directly. Offline payments are intended to keep transaction details between payer and payee and give the bank cash-like visibility, but funding, defunding, limits, security controls and lawful investigations still matter. Until the regulation and technical implementation are final, treat 2029 as a conditional planning target and “cash-like” as a defined privacy property—not a promise of unlimited anonymity.
