Did Verizon Throttle Netflix in 2014? What the Interconnection Dispute Actually Shows

Short answer: Netflix streaming on Verizon degraded in 2014, and Netflix said Verizon had allowed congested interconnection links to slow its traffic. Verizon said the congestion was on links operated by Netflix’s transit providers, not inside Verizon’s network. The documented record confirms the performance dispute and a later direct-interconnection agreement, but it does not establish that Verizon intentionally throttled Netflix.

What customers experienced in 2014

Some Netflix customers using Verizon, including FiOS, reported buffering and lower video quality. The disagreement was not simply about the speed advertised for a customer’s home connection. It centered on the links where Netflix’s network or a transit provider exchanged traffic with Verizon’s network.

A household could have paid for a 75 Mbps FiOS line and still encounter a bottleneck at that network-to-network handoff. The last-mile access speed and the capacity available at an interconnection point are different parts of the delivery path.

Why Netflix and Verizon gave different explanations

Question Verizon’s account Netflix’s account
Where was the bottleneck? At an interconnection link used by Netflix’s chosen transit providers, outside Verizon’s own network in the customer example it described. At interconnection points Verizon controlled and had not upgraded sufficiently.
What did the company say it investigated? Verizon said its network team reviewed the week before a Los Angeles customer contacted it, found no congestion within Verizon’s network, and found congestion at the relevant interconnection link. Netflix told the FCC that inadequate capacity meant its data entered Verizon too slowly, degrading service for customers who already paid Verizon for broadband.
What happened next? Verizon and Netflix agreed to direct interconnection paths in April 2014; Verizon later said those paths were in place by the end of 2014. Netflix sought adequate interconnection capacity and objected to what it characterized as a toll for reaching Verizon customers.
What is established by the cited record? Verizon published its investigation and its account of the agreement. Netflix’s allegation and policy position are documented.

These are competing company accounts, not two independently verified measurements of every subscriber’s connection. Verizon’s Los Angeles example should not be treated as proof that all affected customers experienced the same bottleneck.

Did Netflix pay Verizon to fix streaming?

Netflix and Verizon reached a direct-interconnection agreement in April 2014. Such an arrangement gives the networks a direct path for exchanging traffic instead of relying on one or more transit providers. Verizon said the paths were implemented by the end of that year.

The existence of an agreement does not, by itself, prove that Verizon throttled Netflix. It does show that the companies changed their commercial and technical arrangement while customers were reporting poor performance. The central unresolved question was whether Verizon had deliberately allowed capacity to remain insufficient or whether the congestion reflected the transit providers’ links, as Verizon maintained.

What “paid peering” means here

Netflix’s video reached Verizon subscribers through interconnected networks. If the parties use a third-party transit provider, that provider carries traffic between them. A direct interconnection can reduce reliance on that transit path, but the parties may disagree over who should pay for ports, facilities and added capacity.

Netflix argued that an internet-service provider should provide adequate interconnection for traffic destined for its paying broadband customers rather than use congestion to seek payment. Verizon argued that the problem was associated with links selected by Netflix’s transit providers. The FCC’s 2015 Open Internet Order described this as a dispute about when an ISP may seek compensation in traffic-exchange arrangements.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home | EasyMesh, VPN Clients & Server, HomeShield, OFDMA, MU-MIMO, USB 3.0, Secure by Design - Archer AX55
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.

Interconnection is distinct from what happens after traffic has entered an ISP’s network. A paid-peering deal alone is therefore not proof of unlawful or intentional throttling.

What the FCC record did—and did not—decide

The FCC documented the competing narratives in its 2015 Open Internet Order, but the material here contains no neutral technical audit or adjudicated finding that Verizon deliberately constrained Netflix’s interconnection capacity. In June 2014, FCC Chairman Tom Wheeler said, “To be clear, what we are doing right now is collecting information, not regulating,” as reported at the time by Ars Technica.

Verizon later stated in a policy submission, “Verizon Has Never ‘Throttled’ Netflix Traffic.” That is Verizon’s categorical position, not an independent finding. The most supportable conclusion is narrower: congestion and the subsequent interconnection agreement are documented; the intent behind the congestion is not resolved by these sources.

How large was Netflix’s traffic share?

The FCC’s order, citing Sandvine’s 2014 Global Internet Phenomena Report, reported that Netflix represented 5.05% of North American mobile data in the first half of 2014. That is broad regional mobile-traffic context. It is not a measurement of Netflix traffic on Verizon’s fixed network and is not evidence that Verizon throttled Netflix.

What Verizon says today

Verizon’s current disclosures describe policies that are separate from the 2014 fixed-broadband dispute. For wireless service, Verizon says video resolution can depend on the plan and device, throughput may be limited to achieve those targets, and some plans may be deprioritized when a cell site is under high demand.

For Verizon Online, the same disclosure says the company does not affirmatively manage congestion through mechanisms such as real-time throttling, blocking or dropping specific end-user traffic based on its source or content. That is a current published policy statement; it cannot establish what happened at Verizon’s interconnection points in 2014, either for or against the throttling allegation.

Why a fast broadband plan could still stream poorly

  1. Access link: The customer’s modem or router connects to Verizon at the subscribed access speed.
  2. Verizon’s internal network: Traffic travels through Verizon’s backbone and regional facilities.
  3. Interconnection handoff: Netflix traffic enters Verizon from Netflix, a transit provider or a direct partner. Capacity here can be lower than the customer’s access speed.
  4. Content delivery: Netflix adapts video quality to the throughput it can sustain, so congestion at the handoff can cause buffering even when a speed test to another server looks normal.

This layered path explains why “I pay for fast internet” did not settle the 2014 dispute. It also explains why a speed test alone could not identify which network segment was responsible.

Bottom line on the “caught throttling” claim

Verizon was not conclusively “caught” throttling Netflix by the evidence summarized here. Netflix’s allegation, Verizon’s rebuttal, customer reports of degraded streaming, and the April 2014 direct-interconnection agreement are all documented. What remains unproven in this record is whether Verizon intentionally throttled Netflix or whether congestion arose from the transit links and commercial arrangements Verizon identified.
