Reports put X’s 2023 advertising sales roughly $1.5 billion below a historical reference—but that is an estimate-based comparison, not a confirmed accounting loss. Bloomberg projected about $2.5 billion in 2023 ad sales, while the comparison figure cited by Reuters was $4.7 billion over four quarters spanning the second half of 2021 and first half of 2022. Those periods do not match, and X disputed Bloomberg’s sources.
Where the $1.5 billion figure comes from
In December 2023, Reuters reported Bloomberg’s projection that X would generate about $2.5 billion in advertising sales during 2023. Bloomberg’s report, based on people familiar with the matter, said each of the first three quarters brought in a little over $600 million and expected a similar result for the fourth quarter. Reuters also cited LSEG data showing $4.7 billion in advertising revenue over Twitter’s last four publicly reported quarters. That window covered the second half of 2021 and the first half of 2022—not calendar-year 2022. Subtracting the projected 2023 figure from that $4.7 billion reference produces a gap of about $2.2 billion, not $1.5 billion. The headline’s $1.5 billion figure should therefore be treated as a rounded estimate-based comparison, not a precise, like-for-like calculation or a confirmed loss. A separate estimate gives a different comparison. The Associated Press reported that Insider Intelligence estimated X’s ad revenue at $4.12 billion in 2022 and $1.89 billion in 2023, a projected decline of 54%. These are that firm’s estimates, not audited company figures; they should not be blended with Bloomberg’s projection or LSEG’s historical reference. What the different estimates measure
The figures point to a substantial advertising decline, but they describe different periods, geographies and types of spending. They are not one reconciled series of company-reported results.

Each measure answers a different question. The annual projections estimate global company sales; the Guideline figures track U.S. monthly declines; and Pathmatics estimated spending by a selected group of advertisers. Comparing them as if they were identical would overstate what the evidence establishes.

What advertiser pullback data shows
Reuters reported Pathmatics estimates that 14 of Twitter’s top 30 advertisers stopped all advertising after Elon Musk took control on October 27, 2022. The same estimate put those advertisers’ combined spending at $53.8 million for November and December, 42% below the comparable prior-year period. It did not measure all platform revenue: the estimates omitted some ad deals and promoted trends or accounts, and Pathmatics said incentives could make some brand spending higher than estimated. The monthly U.S. data offers another indicator of the scale of the pullback. Guideline figures provided to Reuters showed U.S. ad revenue down at least 55% year over year in every month after the acquisition, reaching a reported 78% decline in December 2022 and a 60% decline in August 2023. These estimates cover the United States and specific months, not X’s worldwide annual results. Reuters’ report on Guideline data

Why advertisers pulled back—and what cannot be concluded
Brand-safety concerns were part of the story, but the reporting does not establish one cause for the entire revenue decline. Reuters said the advertising drop began in September 2022, before Musk’s acquisition, after reports that promotions appeared alongside tweets soliciting child pornography. AT&T said it paused advertising because it was concerned about its ads appearing next to content. Reuters
After the acquisition, advertisers also faced rapid platform changes, including the reinstatement of suspended accounts and paid verification that enabled impersonation. Those developments were reported amid the November 2022 advertiser pullback. They help explain the concerns described at the time, but do not prove that any single change caused the overall decline.

X disputed the estimates; Musk described financial pressure
X’s head of business operations, Joe Benarroch, challenged Bloomberg’s account in a December 2023 statement to Reuters: it “presents an incomplete view of our entire business, as the sources Bloomberg relied on for information are not providing accurate and comprehensive details”. That is X’s position; it does not independently establish that Bloomberg’s projection was false. X was privately held and no longer publicly reported financial results in the coverage reviewed. In July 2023, Musk said cash flow remained negative, citing a nearly 50% decline in advertising revenue and heavy debt. AP also reported that some advertisers had returned but were spending less than before. What can be said with confidence
- Multiple third-party estimates described a steep decline in X advertising after the Musk acquisition, but they use different methods and cover different periods and scopes.
- The $1.5 billion headline figure is not an audited X disclosure, and the cited historical reference period does not match calendar-year 2023.
- Advertiser concerns included brand safety and platform changes; the reporting does not isolate a single cause.
- The figures discussed here chiefly concern 2022 and 2023. They do not establish X’s advertising revenue in 2026.
