No. The official announcement for Pokémon Winds and Pokémon Waves introduced three new first partner Pokémon—Browt, Pombon, and Gecqua—not 54 new species. The number 54 comes from a separate roster compilation that counts returning Pokémon as well as new ones.

Where does the 54-Pokémon count come from?
A September 28, 2026 report titled “’Pokémon Winds and Waves’ Confirmed Pokémon List Now at 54” gives 54 as a compiled count of Pokémon shown or otherwise expected in the games. It includes returning Pokémon, and the report identifies the three starters as the only brand-new species on its list. That is a secondary roundup’s tally, not an official confirmation of 54 new Pokémon. See the September 28 report.
