Did China Open a Hospital Staffed by Robots? What Tsinghua Actually Launched

No. The available evidence does not show China opening a physical hospital staffed entirely by robots. Tsinghua University launched an AI Agent Hospital initiative, whose research version is a virtual hospital populated by AI agents and whose clinical version provides software-based support inside existing, human-staffed hospitals. Human doctors still make the medical decisions.

What Tsinghua announced in 2025

Tsinghua University held the inauguration of its AI Agent Hospital on April 26, 2025. The university said development would proceed in phases, with early pilot operations based at Beijing Tsinghua Changgung Hospital and its internet hospital. The initial areas were general practice, ophthalmology, radiological diagnostics and respiratory medicine. The wording matters because “hospital” can describe an information system and care workflow rather than a new facility where robots replace clinical staff.

There are two different Agent Hospital projects

The virtual research simulation

The original 2024 Agent Hospital paper describes a simulated hospital in which large-language-model agents act as doctors, nurses and patients. The simulation models a continuum from pre-hospital care through registration, consultation, examination, diagnosis, prescription, rehabilitation and follow-up. The clinical software system

Tsinghua AIR later described 紫荆AI医院 (Zijing AI Hospital), a related system tested through real healthcare institutions. AIR says internal testing at Tsinghua University Hospital began in August 2025, followed by public testing at the end of November 2025. The initial public test involved eight hospitals or health institutions in Beijing and Guangxi, including Tsinghua University Hospital, Beijing Tsinghua Changgung Hospital, three other Tsinghua-affiliated hospitals, a community health center and two Guangxi hospitals. The system has online and in-person functions. For patients, AIR lists AI general-practice consultation, online consultation and follow-up registration, text and video conversations, AI nurse triage, AI pre-consultation, health-document interpretation, health-record management, and health analysis and alerts. Doctor-facing tools include guideline search, decision suggestions, record drafting, patient messaging and follow-up support. Those are digital workflow and decision-support functions; they do not establish a robotic workforce physically performing hospital jobs.

Who makes the medical decisions?

Tsinghua AIR states that, under relevant national regulations, AI in Zijing AI Hospital mainly collects and analyzes information and offers decision suggestions; all medical decisions remain with human doctors. In practical terms, the system can help organize symptoms, records and clinical options, while licensed clinicians retain responsibility for diagnosis and treatment decisions. The real hospital often confused with the AI system

Beijing Tsinghua Changgung Hospital is a conventional physical hospital, not a robot-only facility. Its Phase II expansion opened on May 28, 2025, adding 500 beds and bringing the hospital’s stated total to 1,500. The hospital reported electronic patient guidance, a 24-hour intelligent customer-service system, symptom-based triage recommendations, AI-assisted pre-consultation records, smart-ward systems, and AI-supported pathology and radiology. What the reported performance numbers mean

How to describe the project accurately

  • Call the research version a virtual hospital simulation in which AI agents play clinicians and patients.
  • Call the later deployment an AI clinical-support system tested inside existing hospitals.
  • Do not call it a physical hospital staffed entirely by robots unless evidence shows autonomous robots replacing human clinical staff.
  • When comparing AI hospital projects, distinguish simulation from live deployment, advisory tools from autonomous authority, the workflow tasks actually in use, pilot sites and specialties, and institution-reported results from independent clinical evidence.
