Devon Energy and Expand Energy planned moves of their corporate headquarters from Oklahoma City to Houston, but the available reporting does not say that all their operations or employees will leave Oklahoma. Devon tied its decision to Houston’s access to commercial counterparties and industry peers, while neither company’s final employee relocation numbers nor the moves’ quantified local tax effects have been established.
What is changing?
Two corporate headquarters developments are behind the concern in Oklahoma City. In a February 20, 2026 report, the Oklahoma News Report described Devon Energy’s planned headquarters move to Houston following a planned combination with Houston-based Coterra Energy. The same report said Expand Energy also planned to move its headquarters from Oklahoma City to Houston. Expand was formed in an earlier combination of Chesapeake Energy and Southwestern Energy.

These are headquarters plans, not evidence that every office, operating function, asset, or employee is relocating. The report does not establish that either move has since been completed.
What reason did Devon give for choosing Houston?
Devon said, as quoted by the Oklahoma News Report: “In the hypercompetitive market we face today, Houston provides greater access to commercial counterparties. Many of our peers and other industry resources.” That is Devon’s stated rationale; the reporting does not establish every factor behind the company’s decision.

The Texas Comptroller’s 2025 report helps explain the industry context, though it does not prove why either company chose Houston. It counted 23 energy-sector Fortune 500 headquarters in Texas, including 18 in the Houston-Pasadena-The Woodlands area. The report also put Houston’s coal/oil/power industry location quotient at 4.04, based on 2025 Q3 data. A location quotient reflects industry concentration; it is not a measure of the benefit to a particular company.
How the two headquarters plans compare
| Company | Corporate development | Stated Houston rationale | What is said about Oklahoma City |
|---|---|---|---|
| Devon Energy | Planned headquarters move to Houston following a planned combination with Houston-based Coterra, as reported February 20, 2026 by the Oklahoma News Report. | Devon cited greater access to commercial counterparties, peers, and other industry resources, in a statement carried by the broadcast. | Devon said it planned to maintain a “continued significant presence” in Oklahoma City. The report provides no guaranteed retained-job or facility count. |
| Expand Energy | Planned headquarters move from Oklahoma City to Houston, as reported February 20, 2026 by the Oklahoma News Report. The company was formed through the earlier combination of Chesapeake Energy and Southwestern Energy. | A specific company explanation for choosing Houston is not stated in the cited reporting. | The broadcast relayed Mayor David Holt’s estimate that about 500 Expand employees would remain in the area; it is not presented as an audited company count. |
How much could Oklahoma City lose?
The broadcast relayed Mayor David Holt’s estimates that about 500 Expand employees and about 1,000 Devon employees would remain in the area. Those estimates are not audited counts, and they do not establish how many people will relocate, lose jobs, or work in different roles. The report also describes concern about income- and sales-tax effects, while noting that taxable oil-well assets remain in Oklahoma.

Why is Houston a frequent destination for energy headquarters?
The Comptroller’s 2025 report describes a broader concentration of corporate moves and energy businesses in Texas. It counted 314 corporate headquarters relocations to Texas between 2015 and 2024, with 7,360 announced jobs, drawing on Texas Economic Development & Tourism Office data and Comptroller analysis. These totals cover all reported headquarters relocations—not energy-company moves from Oklahoma specifically.

The report lists NRG Energy’s 2021 relocation from Princeton, New Jersey, to Houston and Chevron’s 2024 move from San Ramon, California, to Houston. It says NRG described its move as simplifying operations and Chevron cited supplier proximity, a welcoming business environment, and lower cost of living. Those companies’ explanations are context, not reasons that can be attributed to Devon or Expand.

The Oklahoma News Report presents differing views. Some voices expressed concern about jobs, tax receipts, and the state’s energy identity; others suggested that the changes could encourage diversification into biotechnology, advanced manufacturing, aerospace, and other sectors. Those are concerns and perspectives, not established forecasts. The cited reporting does not show whether other industries will replace any employment or revenue associated with the companies’ headquarters.
