What Delhi Police reportedly did
Hindustan Times said the cases were registered at Parliament Street and Connaught Place police stations, based on daily diary entries made by police officials. The newspaper attributed the count of at least three cases to two senior police officers aware of the development.

According to an officer cited by HT, no individual or organisation was listed in the accused column, although organisers and participating organisations were mentioned in the FIR contents. HT said it was not immediately known whether police had invoked any additional provisions.
Which legal provisions did the report identify?
BNS Section 223
HT reported that police cited Section 223 of the Bharatiya Nyaya Sanhita (BNS), which the newspaper described as covering disobedience to an order duly promulgated by a public servant. Delhi Police had also posted a notice on social media on Friday morning, about three hours before the planned protests, advising people that the orders were in force. Hindustan Times quoted the notice as saying: “Citizens, visitors and all stakeholders are advised to strictly comply with the order and refrain from any unauthorised gathering or prohibited activity. Violations shall invite legal action under section 223 of the Bharatiya Nyaya Sanhita (BNS) and other applicable provisions of law.”

BNSS Section 163 orders
The police rationale described by HT was that demonstrators had violated prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which the report said had been invoked across central Delhi and the New Delhi district. The newspaper’s account does not establish that a court has assessed the allegations or determined anyone’s liability.
What was the protest about?
Student and youth organisations, political parties and civil-society activists called for the gathering. HT named AAP, AISA, SFI, NSUI and the Indian Youth Congress among the groups associated with the call. Protesters sought Kumar’s resignation over alleged irregularities in the Election Commission’s Special Intensive Revision (SIR) of electoral rolls.

The allegations remain contested. The Associated Press reported that critics say voter-list revision requirements could leave eligible voters off the rolls. The Election Commission says the exercise is meant to remove duplicate and ineligible entries while keeping eligible voters listed, and the Commission and government reject allegations of wrongdoing. Reporting has also differed over exchanges between election commissioners: earlier accounts described formal objections by two commissioners, while the Commission characterized the exchanges as differing views and deliberations. These are competing claims, not established findings.

Published counts differ and should not be treated as one settled total. Hindustan Times’s October 3 event report said around 1,000 people were detained across Delhi, while also reporting nearly 750 detentions around Jantar Mantar and another 400 elsewhere. Those two components do not add up to the stated total. The Indian Express’s October 2 field report described police giving a count of around 550, after an earlier count above 700. Each figure is an attributed report, and the available accounts do not reconcile them.

What was known about restrictions before the gathering?
Before the protest, HT reported that police had not granted permission and had erected multi-layer barricades, with security forces deployed and drones planned for monitoring. Those details describe the police position and preparations; they are not an independent legal assessment of whether the restrictions were justified.
