Air quality reached an AQI of 350 in several Delhi-NCR areas, placing the episode in the 301–400 Stage II band of the Graded Response Action Plan (GRAP). In a LocalCircles survey of 20,761 residents, conducted across Delhi, Noida, Ghaziabad, Gurugram and Faridabad, 79% identified construction activity as a contributor to worsening pollution.
That 79% is a measure of public perception, not a measured share of emissions. Official source-apportionment evidence indicates that Delhi’s winter PM2.5 comes from several local and regional sources, with weather conditions determining how long pollution remains trapped.

What happened in Delhi-NCR
India Today reported the AQI readings on 15 October 2026, citing the LocalCircles report dated 14 October. The survey asked residents which activities they believed were worsening pollution. Construction activity was the most frequently selected answer, followed by garbage burning and road dust or manual sweeping.

Does the 79% result prove construction dust is Delhi’s biggest pollution source?
No. It shows that construction was the cause residents named most often in this survey. It does not establish that construction produced 79% of Delhi’s particulate pollution, or even that it was the single largest measured source during the AQI episode.

The Commission for Air Quality Management (CAQM) reviewed source-apportionment studies covering 2015–2025. Its expert meta-analysis identifies PM2.5 as the pollutant that dominates Delhi’s AQI. During winter, secondary particles formed in the atmosphere from transport, industry, power generation and biomass burning are major contributors. Pollution also moves across state boundaries, so a monitor in Delhi can reflect emissions generated elsewhere as well as nearby dust and smoke.
Why construction still matters locally
Construction sites, demolition work, uncovered materials and vehicle movement can release coarse dust and fine particles close to where people live and work. Those emissions are directly controllable through site containment, covering material, wheel-washing, dust suppression and enforcement of construction-and-demolition waste rules. A high resident response therefore signals a visible and actionable local problem, even though it is not a complete source apportionment.

The survey’s 57% stubble-burning response should therefore not be read as a 57% emissions share. It indicates that more than half of respondents regarded crop-residue smoke in neighbouring states as a contributor.
Why AQI can reach 350
AQI is an index of pollutant concentrations, not a single-source meter. In Delhi’s winter episodes, calm winds, temperature inversions and low atmospheric mixing can prevent pollutants from dispersing. Regional smoke can then combine with traffic, industry, power generation, construction dust and burning within the city. Chemical reactions in the atmosphere create additional secondary PM2.5, so the concentration measured at a station can rise even when no single activity changes dramatically.

An AQI of 350 falls within the 301–400 Stage II range recorded in the Delhi government’s 2026 GRAP direction. Restrictions and enforcement measures can change with forecasts and observed AQI, so residents and businesses should consult the latest CAQM order rather than rely on an older list of actions.
What authorities are expected to control
Delhi’s Environment Department identifies dust and construction-and-demolition waste, road sweeping and sprinkling, traffic congestion, polluting industries, biomass burning and meteorological conditions as relevant control areas. These categories explain why a single response—such as blaming only construction or only stubble burning—cannot account for every AQI 350 episode.

- Construction sites need effective dust barriers, covered material and compliant debris handling.
- Road agencies must address dust resuspension through appropriate sweeping and sprinkling rather than relying on manual sweeping alone.
- Open garbage and biomass burning require rapid prevention and enforcement.
- Traffic, industrial and power-sector controls must be coordinated across the wider NCR and adjoining states.
- Forecasts and station readings should guide the timing and intensity of restrictions.
How to reduce exposure when AQI is 350
Use a properly fitted respirator outdoors
The MoHFW/NCDC health advisory says: “If you choose to use face mask, the disposable N95 or N99 is useful provided user instructions are followed.” Fit matters: gaps around the nose or cheeks allow polluted air to bypass the filter. Replace a disposable respirator when it becomes dirty, damaged, damp or difficult to breathe through, and follow the manufacturer’s instructions.
Keep indoor air cleaner
A particulate or HEPA room purifier can reduce indoor particles when its filter is correctly sized for the room and maintained on schedule. Keep doors and windows closed during the worst outdoor conditions where practical, and avoid adding indoor smoke from incense, cigarettes, cooking without ventilation or burning materials. The same MoHFW/NCDC advisory warns: “Avoid using an air purifier that works by generating ozone, as it increases pollution inside rooms.”

Limit high-exertion exposure
Postpone strenuous outdoor exercise during the peak pollution period, especially for children, older adults and people with asthma, heart disease or other respiratory conditions. Use official station readings and local alerts to choose safer times; a consumer PM2.5 monitor can help track one room but does not replace official monitoring stations.
Know when to seek medical help
Breathing difficulty, chest pain, severe wheezing, confusion or persistent worsening symptoms require prompt medical attention. People with diagnosed respiratory or cardiac disease should follow their clinician’s action plan and keep prescribed medicines available.
What residents should watch next
The AQI can improve quickly when winds increase and the atmospheric inversion breaks, but it can deteriorate again if calm conditions return. Check the current CAQM direction and local government notices for the NCR city where you live, because Stage II measures and construction or traffic restrictions are subject to revision.
The clearest reading of this episode is twofold: construction was the most common concern among surveyed residents, while measured Delhi pollution remains a multi-source PM2.5 problem shaped by local activity, regional transport and winter meteorology.
