Postponing the EU’s Emissions Trading System for buildings and road transport (ETS2) could defer a small, modelled inflation effect, but it cannot shield households from the next gas, oil or electricity shock. The durable protection is to cut energy demand, diversify how homes and transport are powered, and direct temporary aid to people who cannot adapt quickly.
What an ETS2 delay would—and would not—change
The European Commission’s 2026 forecast separates two effects that are often conflated. Delaying ETS2 lowers the previously estimated contribution of the system to 2027 inflation by 0.2–0.3 percentage points. That is a timing change, not insurance against a supply crisis.

The same forecast expects EU energy inflation to exceed 11% in the second quarter of 2026 and remain above 10% for the rest of the year. Those figures reflect the wider energy shock, which can arise from import dependence, geopolitical disruption, market concentration and wholesale-price volatility independently of ETS2.
Households have already seen how large that exposure can be. The EU energy-import bill reached €604 billion in 2022 and fell to €427 billion in 2024, according to European Commission figures. A lower import bill in one year does not remove the vulnerability: a new disruption can raise the cost of fuels that homes and vehicles still require.

Why postponement does not answer the household question
“Will delaying ETS2 lower my heating bill?”
If ETS2 is postponed, the direct pass-through of its carbon price can occur later than planned. That may reduce a near-term increase in the price of fossil heating fuels, but it does not cap the price of gas or oil when international supply tightens. A household that remains dependent on a volatile fuel is still exposed after the delay.
The adaptation mechanism is delayed too
ETS2 is scheduled for 2028 and covers buildings, road transport and additional sectors. Its price signal is intended to make insulation, efficient heating and low-emissions mobility more attractive. In the Commission’s wording, “The carbon price set by the ETS2 will provide a market incentive for investments in building renovations and low-emissions mobility.” Removing that signal without accelerating another route to the same investments can leave households dependent on emergency relief.

ETS2 and the Social Climate Fund are designed as a package
The Social Climate Fund (SCF) is the social counterweight to ETS2. It is scheduled to operate from 2026 through 2032, before ETS2 is fully operational, and will make €86.7 billion available over that period, including national contributions. The fund is intended to help vulnerable households, transport users and micro-enterprises pay for changes that reduce exposure to fossil-fuel prices.
What the fund can support
- Building renovation, including insulation and draught reduction.
- Cleaner and more efficient heating and cooling.
- Renewable-energy installations and related household measures.
- Public, shared and zero-emission mobility.
- Temporary income support for people who cannot adjust immediately.
There is no single automatic EU-wide payment. Each Member State must set out eligible measures in an approved Social Climate Plan, so application routes, income thresholds and covered technologies will differ by country. A delay to ETS2 does not by itself cancel the SCF timetable; it can, however, weaken the urgency to deploy support before the next shock.

Measures that reduce exposure before prices spike
The useful test is not simply whether a measure is cheap today. Compare its upfront burden, expected reduction in energy demand, sensitivity to fossil-fuel prices, speed of benefit, eligibility for national or SCF support, and whether it creates a lasting asset or only temporary relief.
| Measure | Upfront burden | Effect on demand or fuel exposure | Speed of household benefit | Durability | Potential SCF or national-plan route |
|---|---|---|---|---|---|
| Insulation and draught reduction | Ranges from low-cost small repairs to substantial renovation | Reduces heating and cooling demand | Quick for minor works; slower for major renovation | Long-lived when installed correctly | Building-renovation support is an intended SCF category |
| Efficient heating and cooling | Usually medium to high | Can lower fuel use and exposure to gas or oil | After installation and commissioning | Long-lived equipment investment | Cleaner-heating measures are included in the SCF scope |
| Renewable generation | Typically high before grants or financing | Can reduce purchases of imported fuels | Depends on installation and permitting | Long-lived asset | Renewable-energy measures may be covered by national plans |
| Cleaner mobility | Varies by whether a household uses public, shared or zero-emission transport | Reduces petrol and diesel dependence where alternatives exist | Immediate when a practical alternative is available | Durable if transport habits or equipment change | Cleaner-mobility support is an intended SCF category |
| Temporary income support | No household investment required | Does not reduce energy demand | Fastest form of relief | Ends when the payment ends | SCF can provide targeted temporary support |
| Window insulation film kit or similar small draught-reduction step | Low compared with full renovation | Addresses heat loss at a limited, room-level scale | Usually quick to install | Less durable than building fabric upgrades | Eligibility depends on the Member State’s approved plan |
Small measures can be sensible when a household cannot finance a full retrofit, but they should not be presented as a substitute for structural renovation. Check tenancy rules, ventilation requirements and product instructions before fitting any window treatment.

How governments can respond without repeating the vulnerability
Commission guidance on the 2026 energy-price shock calls for measures that are targeted, timely and temporary while preserving incentives to reduce energy demand. It also stresses that support should not add to aggregate energy demand or undermine the long-term move away from fossil fuels. Universal fuel subsidies can provide visible relief, but they spend public money on every unit consumed and can encourage continued dependence.
As of 4 May 2026, the Commission’s forecast included €14.5 billion in announced Member-State budgetary measures. The effectiveness of that spending depends on design: aid aimed at households least able to renovate can prevent hardship, while grants or regulated finance for efficiency can lower future bills. Distributional analysis cited by the Commission likewise favours well-targeted, preferably structural mitigation funded through carbon-pricing revenues.

What a resilient package looks like
- Immediate protection: time-limited payments or bill assistance for households facing unaffordable costs.
- Pre-emptive investment: renovation, efficient heating, renewable generation and practical alternatives to private fossil-fuel travel.
- Consumer choice: competitive retail markets, clear bills, energy communities and self-consumption options, as highlighted in the Citizens Energy Package.
- Measurable targeting: eligibility based on vulnerability and the cost of adjustment, with transparent national rules.
What households can do before the next crisis
- Identify the largest source of exposure. Review annual spending on gas, heating oil, electricity and petrol or diesel. A household cannot choose the right investment without knowing which fuel dominates its risk.
- Start with demand reduction. Seal obvious draughts, improve insulation where feasible and maintain heating and cooling equipment. These steps reduce the amount of any fuel that must be bought during a price spike.
- Check the national Social Climate Plan. Look for the Member State’s eligibility rules, application windows and approved providers. The SCF begins in 2026, but each country determines how support reaches households.
- Compare the whole-life effect. Weigh the upfront cost against expected demand reduction, maintenance, financing and exposure to future fuel prices. A temporary rebate and a durable renovation solve different problems.
- Use mobility alternatives where they are realistic. Public, shared or zero-emission transport can reduce petrol and diesel exposure, but support must account for rural areas and households without practical alternatives.
Who is most likely to receive ETS2-related support?
The SCF is aimed at vulnerable households, people affected by transport costs and micro-enterprises. “Vulnerable” is not one EU-wide test: national plans determine income thresholds, property or tenancy conditions, eligible works and the evidence applicants must provide. Households should therefore treat official national guidance—not a general promise of funding—as the deciding source.

That combination matters for people who cannot wait for a renovation to be completed, while structural measures prevent the same household from facing the full shock again.
The practical verdict on delaying ETS2
A postponement can defer a modelled 0.2–0.3 percentage-point contribution to 2027 inflation, but it cannot prevent another imported-fuel crisis. The 2026 forecast, the EU’s large energy-import bill and the continuing dependence of homes and transport on volatile fuels all point to the same conclusion: timing relief is not resilience.
Household protection comes from using the period before ETS2 is fully operational to renovate buildings, improve heating and cooling, expand cleaner mobility, and deliver tightly targeted temporary aid. Delaying the price signal without speeding up those alternatives leaves families exposed when the next disruption arrives.
