For everyday calling, it means your voice is sent digitally over a broadband connection. Whether you can reach ordinary phone numbers depends on the service you use.
The definition
The National Institute of Standards and Technology (NIST) glossary defines VoIP broadly: voice, video, and collaboration communications carried over data networks using internet protocols. Consumer phone calling is the narrower, most familiar use, but the same family of technologies also supports other real-time communication.

The Federal Communications Commission (FCC) has deliberately avoided a tight definition. In its 2004 order (FCC 04-28) it said: “While we adopt no formal definition of ‘VoIP,’ we use the term generally to include any IP-enabled services offering real-time, multidirectional voice functionality, including, but not limited to, services that mimic traditional telephony.” In practice, “VoIP” is a general label, not the name of one product or one standard service.

FCC consumer guidance says VoIP services “convert your voice into a digital signal that travels over the Internet.” If you call a regular telephone number, the signal is converted to a regular telephone signal before it reaches the person you are calling. The FCC page this draws on is dated August 15, 2019.
#1 Best Overall
- Mid-level phone, ideal for professionals and managers with moderate call load
- Ergonomic design with adjustable display
- Built-in Bluetooth, Wi-Fi
The FCC’s 2004 order also notes that IP networks differ technically and administratively from the public switched telephone network (PSTN), the traditional phone system. IP networks are data networks with flexible routing, which is part of why voice can share a connection with other traffic.
What you can call: two kinds of service
- Same-service only: some VoIP services let you call only other users of that same service.
- Connected to regular numbers: other services let you call local, long-distance, mobile, and international telephone numbers.
Never assume that a VoIP service can reach ordinary phone numbers. Check this first.

- Supports 4 SIP accounts and 4 multi-purpose line keys
- Swappable faceplate to allow for easy logo customization
- GRP2612W includes built-in dual-band Wi-Fi support. Ethernet cord must be disconnected to enable Wi-Fi capability
- HD audio supporting all major codecs, including wideband codecs G.722 and Opus Up to 16 digital BLF Keys
- Enterprise-level protection including secure boot, dual firmware images, and encrypted data storage
Federal rules use the term “interconnected VoIP” for the second kind. Under 47 CFR § 9.3, it is a service that supports real-time, two-way voice over a broadband connection, uses IP-compatible customer premises equipment, and generally allows calls both to and from the PSTN. The regulation also includes a qualification tied to the FCC’s 911 obligations, so emergency-calling behavior should not be assumed to be identical across all internet voice services.

Equipment you can use
- A computer running a VoIP application or service.
- A dedicated VoIP phone.
- A traditional phone connected through a compatible VoIP adapter.
The FCC and the Cybersecurity and Infrastructure Security Agency (CISA) both describe these options. Neither source recommends a specific model or gives prices, so check compatibility with your chosen service before buying.

Benefits and limits
A 2007 National Institute of Justice summary lists potential benefits for public-safety agencies: reduced communications costs, reliability, scalability, and interconnectivity. It frames these in the context of a well-designed shared network. They are possible advantages, not guarantees for every consumer service.
VoIP also depends on data networks and carries security considerations. CISA’s guide (produced in 2006, updated 2008) discusses threats and attacks associated with IP telephony. NIST Special Publication 800-58 (first published in 2005, updated in 2017 per NIST’s publication page) covers VoIP security issues and countermeasures. Those sources do not say all providers or devices share the same weaknesses.
Quick Recap
Rank #4
- NOT LANDLINE PHONE: PROFESSIONAL VOIP PHONE ONLY! This device is a Voice over IP (VoIP) Phone and is NOT compatible with standard home landline/PSTN connections (RJ11). It REQUIRES a subscription to a SIP Service Provider (e.g., VoIP.ms, RingCentral, ) or an Active PBX System (e.g., 3CX, Asterisk, FreePBX) and network configuration to function.
- CRYSTAL CLEAR HD AUDIO & NOISE REDUCTION: Featuring advanced noise reduction technology and wideband codecs like G.722 and Opus, this VoIP phone ensures high-definition voice transmission. The HD handset and speaker provide stable, professional-grade communication even in busy or noisy office environments.
- ENHANCED 6-PARTY CONFERENCING: Boost team collaboration with built-in 6-party conference support, allowing real-time multi-party communication without external bridges. Designed for busy professionals, it streamlines workflows and provides an efficient collaboration experience.
- VIBRANT COLOR DISPLAY & ERGONOMIC DESIGN: Equipped with a 2.4-inch 320x240px color display with an adjustable backlight for high-resolution graphics. The versatile stand adjusts to 60° and 45° for desk use or a 15° wall-mount angle to suit any workspace layout.
- SEAMLESS CONNECTIVITY & POE SUPPORT: This T52P model supports 2 SIP accounts and features dual 100M Ethernet ports. It is powered via Power over Ethernet (PoE) for a clean setup, and unlike many competitors, it includes a dedicated 5V/1A power adapter for flexible installation.
Comparing two VoIP options
| Factor | What to check |
|---|---|
| Reach | Same-service users only, or calls to and from regular phone numbers |
| Endpoint | Computer or app, dedicated VoIP phone, or traditional phone with adapter |
| Connectivity | Broadband requirement, provider compatibility, and calling features |
| Emergency calling | The provider’s current setup and disclosures for your location |
| Security | The provider, your network, and device configuration; the VoIP label alone guarantees nothing |
