Definition of Stateful Packet Inspection: What It Is and How It Works

Stateful packet inspection is firewall filtering that tracks the state of network connections and uses that context, along with the firewall’s rules, to decide whether to forward or reject each packet. NIST defines it as packet filtering that tracks connection state and blocks packets that deviate from the expected state. It is also called stateful inspection or stateful packet filtering.

The short version: stateless versus stateful

A stateless packet filter judges each packet on its own, against configured rules. A stateful filter does that too, but it also remembers permitted connections and checks whether a new packet fits one of them. A reply to a request you sent can be recognized as a reply. An unsolicited packet that matches no known connection can be rejected.

NIST SP 800-41 Rev. 1, Guidelines on Firewalls and Firewall Policy (2009), puts it this way: “Stateful inspection improves on the functions of packet filters by tracking the state of connections and blocking packets that deviate from the expected state.” This is an institutional statement, not a quotation from a named person.

RFC 2647 (Benchmarking Terminology for Firewall Performance, August 1999, section 3.29) gives a more formal wording: stateful packet filtering is “The process of forwarding or rejecting traffic based on the contents of a state table maintained by a firewall.”

How stateful inspection works

  1. A packet arrives and is checked against the firewall’s rules.
  2. If the rules permit a new connection, the firewall creates an entry in its state table.
  3. Later packets are checked against both the rules and the recorded state. A packet that does not fit the expected state can be rejected.
  4. The entry is updated as the connection progresses and removed when the connection ends or expires. Exact details vary by product.

What a state table holds

NIST says typical entries include source and destination IP addresses, port numbers, and connection-state information. Contents differ among products. Its TCP example describes a connection that is initiated, becomes established after the three-way handshake, and from then on has matching traffic allowed under that entry.

An example from RFC 2647

RFC 2647 contrasts stateful filtering with static rule-based filtering using FTP. A stateful firewall can reject traffic on the FTP data port if no connection has been established over the control port. A static rule alone cannot make that distinction.

TCP and UDP are tracked differently

TCP UDP
Connection phases Establishment, usage and termination, which a firewall can follow Connectionless; no formal transport-layer establishment or termination
What the firewall checks TCP header values against connection state; some firewalls also check sequence numbers Commonly source and destination IP addresses and ports
Example Traffic allowed after the three-way handshake completes A DNS response accepted because it corresponds to an earlier query

Because UDP has no real connection, its “state” is inferred, and handling is implementation-dependent. Not every firewall tracks every protocol the same way.

What stateful inspection does not mean

It is not automatically deep packet inspection

Basic stateful inspection validates connection context. It does not necessarily examine application payloads. NIST’s 2010 firewall bulletin separates stateful inspection from application-layer stateful protocol analysis, which examines how an application protocol is being used. NIST notes that some vendors call that deep packet inspection. When comparing the two, look at the layer of inspection and whether the device analyzes application behavior or only validates connection context.

  • Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.

It is not a complete intrusion prevention system

State tracking helps reject unsolicited or inconsistent packets. It does not show that permitted application content is harmless. NIST cautions that firewalls with stateful inspection and protocol-analysis features are not complete intrusion detection and prevention systems.

Key points

  • Stateful inspection adds a connection state table to ordinary rule-based packet filtering.
  • It lets a firewall associate return traffic with a permitted exchange and reject packets that do not fit.
  • TCP offers clear connection phases; UDP state is inferred from addresses and ports.
  • It is a narrower idea than deep packet inspection or intrusion prevention.
