Network information services is a broad term for the information and user-support work performed around a computer network: answering questions, pointing people to resources, and handling the administrative and procedural tasks that let users and hosts operate on it. In early Internet terminology, that work was associated with a Network Information Center, or NIC. The phrase is not a single standardized protocol. If you encounter “NIS” in a Unix or systems context, it usually means something different: the Network Information Service, a specific nameservice. This article defines the broad term first, then explains how to tell the two meanings apart.

What the term means

The clearest definition comes from RFC 1302, a February 1992 IETF document by D. Sitzler, P. Smith, and A. Marine. It defines a Network Information Center this way:

As an Amazon Associate I earn from qualifying purchases.

“A Network Information Center is an organization whose goal is to provide informational, administrative, and procedural support, primarily to users of its network and, secondarily, to users of the greater Internet and to other service agencies.”

Two points in that definition shape how the term should be read. First, the audience is primarily the people on a given network, with the wider Internet and other service agencies as a secondary audience. Second, the work is support work. A NIC is defined by what it does for users, not by a piece of software it runs.

It also automatically finds and deletes similar or duplicate photo, backs up live photos and allows you to share them with your friends or family with just one tap. Everything stays effortlessly organized, powered by intelligent tagging and recognition.

RFC 1302 is an informational FYI document. It explicitly does not specify an Internet standard, so treat its wording as historical IETF terminology rather than a binding requirement.

The four essential functions of a NIC

RFC 1302 identifies four essential functions. Service levels and delivery methods are expected to vary with the needs of each user community.

  • Provide information resources. In the 1992 framework these included online and hard-copy material. A NIC could collect information locally or refer users to resources held elsewhere.
  • Support end users through direct contact. Users reach the NIC with questions and requests, and the NIC answers them or routes them onward.
  • Collect and maintain referral information. The NIC keeps track of where answers can be found, so it can point people in the right direction.
  • Support the NIC infrastructure. The service needs its own internal resources and processes to keep functioning.

The source also gives administrative examples, such as maintaining user “white pages” and records of hosts, along with contacts for hosts, networks, or domains. These examples describe the historical framework. They do not establish that every present-day network information team performs the same tasks.

NIC versus NOC: a common point of confusion

A NIC and a Network Operations Center (NOC) can belong to the same organization, but they do different jobs. RFC 1302 defines the NOC as:

“A Network Operations Center (NOC) is an organization whose goal is to oversee and maintain the daily operations of a network.”

The practical difference is the kind of work each does. The table below sets out the comparison.

Aspect Network Information Center (NIC) Network Operations Center (NOC)
Core goal (per RFC 1302) Informational, administrative, and procedural support Overseeing and maintaining daily network operations
Primary audience Users of its network, then the wider Internet and service agencies The network itself and the daily running of its services
Typical activities Answering questions, providing resources, referrals, maintaining directory-style records Keeping the network running day to day
Who may perform it Can sit in the same organization as a NOC, but is a separate function Can sit in the same organization as a NIC, but is a separate function

When a reader asks for the difference between the two, the short answer is this: a NIC helps people find information and get procedural help, while a NOC keeps the network operating.

When “NIS” means something else

The abbreviation NIS creates the most confusion. RFC 2307, written by Luke Howard and published as an Experimental RFC in March 1998, uses the term “nameservice” for services that an operating system uses to resolve entities. It describes the term this way:

“The term ‘nameservice’ refers to a service, such as NIS or flat files, that is used by the operating system to resolve entities within a single, local naming context.”

RFC 2307 describes the entities as things such as users, groups, IP services, protocols, hosts, and networks. It also identifies DNS as a common nameservice, typically used for hosts, services, and networks. LDAP is described separately as a directory service that supports extensible schema and multiple naming contexts.

The table below compares the four meanings that readers are most likely to meet.

Term Purpose Scope Mechanism
Network information services (NIC role) Organizational user support Network users, referrals, and the wider Internet People, information resources, and administrative processes
Unix NIS (Network Information Service) System name resolution Entities such as users, groups, hosts, and networks within a local naming context A nameservice the operating system consults
DNS Name resolution Commonly hosts, services, and networks Nameservice used by the operating system (RFC 2307 treats it as a common nameservice)
LDAP Directory lookup Directory entries across multiple naming contexts Directory service with extensible schema

DNS and LDAP are related technologies for looking things up, but neither is a synonym for the NIC role. The comparison above follows the terminology in RFC 1302 and RFC 2307.

How to tell which meaning applies

  • If the text is about helping users, referrals, or administrative support for a network, it refers to the broad NIC concept.
  • If the text is about Unix accounts, group lookups, or host resolution, “NIS” most likely refers to the Network Information Service.
  • If the text is about directory entries or schema, it may refer to LDAP, which is a separate technology.
  • If the context is still unclear, ask what system or document the term came from. The same abbreviation can mean different things in different environments.

Data stewardship and accuracy

RFC 1355, published in August 1992, makes a point that matters for the NIC concept. It says that much of the information handled by Network Information Centers is directory information that points to people, organizations, and resources across a network. The document discusses privacy controls and formal accuracy guidelines for these databases.

That makes data stewardship part of the historical NIC picture. Where a public directory exposes personal or organizational records, the accuracy of those records and the controls on who can see them are relevant questions.

Source status and limits

The definitions in this article rest on three IETF documents from the early 1990s and late 1990s. RFC 1302 (February 1992) and RFC 1355 (August 1992) describe the NIC concept in historical terms. RFC 2307 (March 1998) is an Experimental document that clarifies nameservice terminology; it is not evidence of how widely any particular nameservice is deployed today.

The sources do not establish a current list of organizations operating under the NIC label, so this article describes the concept rather than current providers. If you need to know which organization serves a particular network today, check that network’s own published contact and support pages.

The RFC texts are available from the IETF’s RFC series. Because this article identifies sources by RFC number and date rather than by link, search the RFC number to find the full text.
