NTSC stands for National Television System Committee. It was a U.S. television industry committee whose work produced the analog television signal standard that took the acronym. You will also see the phrase “National TV Standards Committee” in some manuals and glossaries. That wording is a widely repeated alternate expansion, but the Library of Congress uses “National Television System Committee” in its historical and technical material, so that is the form to use.
Why the expansion varies
Two product-documentation glossaries illustrate the inconsistency. The Clarion owner’s manual glossary describes “National TV Standards Committee” as the group that developed U.S. television standards, and the Mitsubishi Electric Engineering glossary uses the same wording in a definition of the color signal method. Both are reasonable places to find the term, but neither matches the name used in the Library of Congress’s historical and preservation resources.

| Date | What happened | Source |
|---|---|---|
| 1940 | The committee sets a 525-line television standard. | Library of Congress |
| July 1, 1941 | The 525-line standard goes on air. | Library of Congress |
| 1953 | The committee establishes a compatible signal that serves both black-and-white and color receivers. One Library of Congress passage renders the name with the plural “Systems.” | Library of Congress |
| 2009 | ATSC digital broadcasting replaces NTSC in U.S. television broadcasting. The change applies to U.S. over-the-air broadcasting only. | Library of Congress |
The 1953 entry matters because it explains why NTSC could carry color without breaking existing black-and-white sets. The 1940 and 1941 entries are often confused, because the standard was set in one year and first broadcast in another.
The committee and the signal are different things
The acronym now refers to two related but separate things, and most confusion comes from mixing them up.

The committee
The National Television System Committee was the body that set the standards. Its role was technical and historical: it defined the signal parameters that broadcasters and manufacturers then adopted. It was not a continuing regulator, and you should not describe it as one. The Library of Congress material cited here does not include the committee’s charter, membership lists, or a precise account of how long it operated, so this article does not attempt a full institutional history.
The signal
In practical use, NTSC names the analog broadcast and video system associated with those standards. The Library of Congress describes it as an analog broadcast standard with a nominal rate of 30 frames per second, or 60 fields per second. “Nominal” matters here. In practice, color NTSC video is commonly played at 29.97 frames per second, so do not assume that the round 30 figure applies exactly to every NTSC-derived recording or format.

What NTSC means today
NTSC no longer names the current U.S. over-the-air television standard, which is ATSC. It remains relevant in three areas: legacy broadcast recordings, playback equipment built for analog signals, and conversion workflows that move old footage into digital files. It is not a current worldwide broadcast standard, and it should not be presented as one. Other countries and regions used different analog systems, so the NTSC label should be checked against the country and era of the material.

If the reason you searched for this term is old analog video, the practical question is how to get it into a digital file. The Library of Congress describes the conversion path in which analog composite source video is converted to a digital component format. Keep these checks in mind before buying or using any capture hardware:

- Identify the source output. Composite video (usually a yellow RCA plug), S-Video, and component video are different signal paths. Confirm which one your VCR, camcorder, or player provides.
- Confirm the device accepts NTSC input. Check the capture device’s specifications for NTSC support and the input connector it offers, not just a general “analog video” claim.
- Test with a short clip first. Record a few minutes and check that the image is stable, the color looks correct, and the audio is in sync before converting a full tape.
- Expect a digital file, not a restored picture. Capture preserves the signal you feed in. Noise, dropouts, and tape damage are carried over unless you clean them up in a separate step.
No particular capture device has been evaluated here, and this article makes no performance claim for any product. Compatibility depends on the specific source device and its connectors.

The main point to take away is simple: NTSC is an analog standard with a historical committee behind it, and its meaning depends on whether you are discussing that history or the old video it produced.
National Television System Committee is the correct expansion. National TV Standards Committee is a common alternate. The 1953 color compatibility, the 2009 U.S. transition, and the nominal 30 frames per second figure each apply within the limits described above.
