MPEG-4 Part 10 is ISO/IEC 14496-10, titled Advanced Video Coding (AVC). It specifies how video is represented as a coded bitstream and how that bitstream is decoded. Its twin in the ITU-T catalogue is H.264, so “MPEG-4 Part 10”, “AVC” and “H.264” all point to the same standardized video coding technology, named by different bodies.
What the standard defines
ISO describes ISO/IEC 14496-10 as advanced video coding for audio-visual objects. The 2010 edition covers AVC itself plus extensions for scalable video coding (SVC) and multiview video coding (MVC). An IEC catalogue record for the 2003 edition describes it as a coded video representation syntax with an associated decoding process, intended for a broad range of applications, bit rates, resolutions, qualities and services.

Two points follow from that wording:
- It is a specification of the bitstream and its decoding. It is not a product, a device, or a particular encoder program.
- It is not a file format. A container such as MP4 can hold AVC video, but the container and the codec are separate things.
Is MPEG-4 Part 10 the same as H.264?
Effectively yes, as technology. The two designations come from different organizations. ISO/IEC publishes it as Part 10 of the MPEG-4 standard family (ISO/IEC 14496-10), and ITU-T publishes it as Recommendation H.264. The ITU-T database labels ISO/IEC 14496-10 as the twinned standard.

Intended uses
ITU-T’s H.264 record names videoconferencing, digital storage media, television broadcasting, internet streaming and communication as application examples. It says the standard is designed to let coded video be used “in a flexible manner for a wide variety of network environments.”

- ISO: the 2010 edition of ISO/IEC 14496-10 is marked withdrawn, and the page points to ISO/IEC 14496-10:2025 as the newer version. Do not call the 2010 edition current.
- ITU-T: H.264 version 16, approved June 13, 2026, is listed as in force, with ISO/IEC 14496-10 as the twinned standard.
These are separate statements about an ISO edition and an ITU-T recommendation version, so they should not be merged into one edition number. Edition-specific descriptions, such as the 2003 or 2010 wording above, apply only to the edition named.
