Definition of Mobile Proximity Payments: What They Are and How They Work

A mobile proximity payment is an in-person, point-of-sale payment started from a mobile device, such as a phone or wearable, and passed to a nearby merchant reader. “Proximity” is the key word. The device has to interact with an acceptance point at the counter, turnstile or kiosk. Paying a web store from your phone doesn’t qualify.

The definition, and where it comes from

The Consumer Financial Protection Bureau’s 2015 report Mobile Financial Services defines its usage this way: “mobile payments” means “mobile point-of-sale (mPOS) payments made through a mobile device.” It adds that retail contactless models commonly involve tapping a device or presenting a QR or other readable code. That is the report’s own usage, and not every publication uses the term identically.

EMVCo, the body that manages the EMV specifications, describes a specific proximity use case. A consumer device with a mobile payment application presents a payment token to a point-of-sale terminal. It can do so over EMV Contactless, EMV QR Code, or magnetic secure transmission (MST).

What is not a proximity payment

Not every payment made from a phone is a proximity payment. The CFPB report treats these as separate modes:

  • Use the, easy-to-use, and customizable POS to get started.
  • Remote checkout: in-app or web purchases, where no nearby reader is involved.
  • Carrier billing: charges added to a phone bill.
  • Mobile bill payment: paying a bill through an app.
  • Person-to-person (P2P) transfers: sending money to another individual.

A transaction becomes a proximity payment only when it is presented to a nearby point-of-sale acceptance point.

How a proximity payment works

  1. Provisioning. You add a card to a wallet or payment app. In EMVCo’s tokenized use case, provisioning the card number (PAN) and related data triggers the issuance of a payment token.
  2. Presentment. You hold the device near a compatible terminal. The link can be NFC (EMV Contactless), a QR code, or, where supported, MST.
  3. Token instead of card number. A tokenized implementation sends a token rather than exposing the PAN. Google’s documentation describes a device token (DPAN), limited-use keys for transaction cryptograms, and device unlock as a cardholder verification method. Details vary by wallet, issuer, device, market and transaction.
  4. Authorization. The merchant’s acquirer or processor and the payment network route and authorize the payment. Google’s transit documentation describes a reader, transit server, processor and token service provider, but that architecture is specific to transit. It is not a template for every wallet purchase.

NFC is one method, not the whole category

“Is NFC the same as mobile payment?” No. NFC-based EMV Contactless is a common proximity path, but EMVCo’s use case also names QR and MST. Proximity describes the nearby interaction with the point of sale. NFC describes one way of carrying it.

Method How the user presents payment What the sources establish
EMV Contactless (NFC) Tap the device on a contactless reader Named by EMVCo; the CFPB describes tapping as a common contactless model
EMV QR Code Show or scan a code Named by EMVCo; the CFPB mentions QR or other readable codes
MST Hold the device near a magnetic-stripe reader, where supported Named by EMVCo as a proximity option

When comparing methods, the useful axes are required reader support, user action and accessibility, credential and token handling, device, network and issuer compatibility, and what merchants must deploy. The cited sources establish that these methods exist. They don’t rank them on speed, security or adoption.

Why tokenization matters

EMVCo says security is enhanced by starting payments with payment tokens, which reduces the risk of PAN exposure and compromise. It also relies on token domain restriction controls to allow only tokens issued for proximity payments. Those are documented design benefits. They don’t make fraud impossible, and effectiveness depends on the wallet, issuer and implementation.

The merchant side: a phone as the reader

The phrase usually means a customer paying with a phone or wearable. A phone can also be the merchant’s reader. Apple’s Tap to Pay on iPhone lets a supported payment app accept contactless cards and wallets without extra hardware. Developers must integrate with a supported payment service provider (PSP) that processes the transactions and supplies certified terminal configurations. This is a related acceptance use case in which the phone plays a different role. Apple’s developer page also says over two thirds of U.S. credit and debit cards are issued as contactless-enabled. It gives no dataset or publication year, so treat the figure as indicative only.

Availability limits

Acceptance isn’t universal. It depends on compatible devices, wallets, terminals, issuers and markets. For phone-as-terminal services it also depends on payment providers. Google’s transit reader requirements and Apple’s PSP requirement both show this. Both companies’ documentation changes over time and by region, so check current requirements for your device, bank and country before relying on any of these methods.
