Highway toll collection is the process by which a toll authority charges drivers for using a specific road, bridge, tunnel, or other tolled facility. The charge may be collected by an attendant at a booth, applied to a transponder account as the vehicle passes, or assessed to the registered owner after a camera captures the license plate. Which method applies, and what it costs, depends on the authority and the facility.
What a toll is
The Federal Highway Administration (FHWA) describes a toll as a fee based on use of a specific facility. A toll is therefore tied to the road, bridge, or tunnel being used, not to owning or driving a vehicle in general. Two terms are useful when reading toll rules:

- Toll facility: a road, bridge, or tunnel on which travelers pay a specified toll for a given vehicle class.
- Tolling point: the location where the system records a charge. At a tolling point, the charge is either applied to an established account after a valid transponder is read, or it is assessed to the registered owner after the license plate is captured.
The four ways tolls are collected
Most U.S. toll facilities use one or more of four approaches. The differences matter because they determine how your vehicle is identified, whether you must stop, and what you have to do to pay.

Manual collection
In manual collection, an attendant classifies the vehicle and takes payment at the booth. Cash is the traditional form, and accepted alternatives vary by authority. Change or a receipt is provided where the authority offers them.

Electronic toll collection (transponder accounts)
Electronic toll collection (ETC) uses roadside equipment to read an in-vehicle transponder and associate the passage with an account. A federal regulation defines ETC as paying automatically without slowing from normal highway speeds. That definition applies to the federal toll programs the regulation covers, which is why it should not be read as a description of every toll road. The regulation is part of the 2010 edition of the Code of Federal Regulations.
With ETC, the toll is charged to an account, not paid at the moment of passage. Your transponder must be valid and linked to an account the facility accepts.

Plate-based (photo) tolling
Cameras capture a vehicle’s license plate so the authority can bill the registered owner or offer another payment route. Plate-based tolls are typically settled after the trip. Some systems let the customer initiate a photo toll payment; others bill the owner in response to an invoice. The steps and deadlines are set by the authority.

FHWA’s 2017 memorandum states: “All-electronic tolling (AET), also known as open road tolling (ORT), uses electronic toll collection (ETC) systems to charge tolls on a facility without the need for a motorist to stop at a toll booth.” The memorandum describes toll authorities using vehicle-mounted transponders and/or cameras that capture license-plate images. In practice, gantries read transponders and/or photograph plates as traffic passes at free-flow speed.

Authorities often combine methods
A single facility may accept more than one payment route. Washington State law, for example, describes electronic account payment, photo toll payment initiated by the customer or made in response to a bill, and cash where a manual collection system is available. This is a single state’s example, not a national rule. Washington’s payment, record-use, and penalty provisions should not be assumed to apply elsewhere.
How the toll amount is set
Tolls may be a flat amount or vary with conditions. Factors can include time of day, facility, emissions class, vehicle weight, number of axles, or axle weight. FHWA describes dynamic pricing as variable tolls that can change in real time to moderate demand. Because rates differ by facility and vehicle class, the amount you will pay must be confirmed with the facility operator.

Comparing the payment routes
| Method | How the vehicle is identified | Booth stop | When the toll is settled | What the driver must do |
|---|---|---|---|---|
| Manual collection | Attendant classifies the vehicle | Yes, at the booth | At the booth | Pay cash or another accepted payment; take change or receipt where offered |
| Electronic toll collection | In-vehicle transponder linked to an account | Not stated as a general rule; the federal definition describes passage without slowing from normal highway speeds in the programs it covers | Charged to the account as the vehicle passes | Keep a valid transponder linked to an account the facility accepts |
| Plate-based (photo) tolling | License-plate image | Not stated in the cited material | Charged or billed after the trip, per the authority’s process | Pay through the authority’s route by its deadline |
| All-electronic (open-road) tolling | Transponder and/or license-plate image | No booth stop, per FHWA’s 2017 memorandum | Depends on the identification method used | Ensure a transponder is readable or plate-based payment is completed |
The cited material establishes these as meaningful distinctions. It does not establish that any one method is always cheaper or easier.

When a plate is photographed, the toll can be charged to the registered owner or billed after the trip. Payment steps, deadlines, and any fees depend on the authority. The practical first step is to find the facility’s own instructions for paying a plate-based or billed toll, which set out the route and the deadline. Do not assume the rules of one state or facility apply to another.

What “cashless” means
“Cashless” describes how a facility collects tolls. It does not mean that drivers are exempt from paying. A transponder, plate image, or invoice still represents a toll obligation, and the authority determines how it must be satisfied.
Federal reporting on toll collection
FHWA’s Nationwide Electronic Toll Collection Interoperability report (2021) gives sector figures that were current when the report was published, not current counts. Its overview reported more than 180 toll agencies and more than $18 billion in annual U.S. toll-facility revenue. The report also said more than 86 million ETC-enabling devices were in operation on U.S. roads. The report also states: “Cash collections declined from 29 percent of all tolls collected in 2010 to 18 percent of all tolls collected in 2015.” That quotation is from the Federal Highway Administration’s 2021 report and reflects the 2010 and 2015 dates given in it.
Quick Recap
Checking the specifics before you drive
- Confirm the route is tolled and identify the facility’s operator.
- List the payment methods it accepts, such as cash, transponder, or plate-based billing.
- Check whether your transponder is compatible. The material available for this article did not establish one retail transponder that works on all toll roads.
- Confirm current rates, fees, billing deadlines, and privacy terms directly with the operator, since these change.
- Look up the local rules for unpaid or missed tolls on that facility.
