Electric vehicle types are separated by two questions: where the energy comes from, and whether the vehicle can be plugged in. A battery electric vehicle (BEV) runs on electricity stored in its own battery and recharges from an external source. A plug-in hybrid electric vehicle (PHEV) has a battery you can charge from the grid, plus a gasoline engine. A conventional hybrid electric vehicle (HEV) has an engine and an electric motor, but its battery is charged by the vehicle itself, through regenerative braking. A fuel cell electric vehicle (FCEV) generates electricity onboard from hydrogen. The abbreviation “EV” is not used the same way by every agency, so the sections below show which meaning applies in each context.
Which vehicles count as “EVs”?
There is no single legal or everyday definition of “EV.” Usage depends on the source, and the differences matter when you compare statistics, rules or buying advice.

| Source | How it uses “EV” or related terms | Vehicles it includes |
|---|---|---|
| U.S. Department of Energy, Alternative Fuels Data Center (DOE AFDC), “Electric Vehicles” | In everyday speech, BEVs, PHEVs and HEVs are all sometimes called “electric cars,” “electric-drive vehicles” or “electric vehicles,” even though some still use liquid fuel. | BEV, PHEV, HEV |
| Australian Government glossary | Defines EV to include all vehicles that use an electric drivetrain as a primary propulsion source. | BEV, PHEV, FCEV |
| U.S. Environmental Protection Agency (EPA), 2024 rulemaking terminology | “Electrified vehicle” covers any vehicle with powertrain electrification. BEVs and FCEVs are grouped as zero-emission vehicles. | MHEV, HEV, PHEV, FCEV, BEV |
For clarity, this article uses two working labels. “Plug-in vehicles” means BEVs and PHEVs, the types that take electricity from an outside source. “Electrified vehicles” includes non-plug-in hybrids as well. The EPA terminology describes a 2024 rule, so treat it as that rule’s wording, not a permanent legal definition.
The four consumer types at a glance
| Type | Energy that moves the vehicle | Combustion engine | Charges from an external source | Electric-only driving |
|---|---|---|---|---|
| Battery electric vehicle (BEV), also called all-electric | Electricity stored in an onboard rechargeable battery | None (EPA description) | Yes, plugs in | Always, since it is all-electric |
| Plug-in hybrid electric vehicle (PHEV) | Plug-in battery electricity plus gasoline | Yes | Yes, plugs in | Yes, for a limited distance |
| Hybrid electric vehicle (HEV), conventional | Gasoline plus battery energy | Yes | No, under the DOE AFDC definition; regenerative braking charges the battery | Not stated in the DOE AFDC definition |
| Fuel cell electric vehicle (FCEV) | Electricity generated by a hydrogen fuel cell, powering an electric motor | Not stated | Not for propulsion; refuels with hydrogen | Not stated |
Battery electric vehicles (BEVs)
A BEV is the purest electric type in the definitions above. Its motor is powered only by a battery that you recharge from an outside power source. Because it has no gasoline engine, it has no fuel tank for propulsion. The DOE AFDC describes all-electric vehicles as “also referred to as battery electric vehicles (BEVs),” and says they “all use electricity, which improves vehicle efficiency.” Driving range is a separate question, covered in the range section below.

Plug-in hybrid electric vehicles (PHEVs)
A PHEV pairs a larger plug-in battery and electric motor with an internal combustion engine. In electric mode it can drive without burning gasoline for a limited distance. When the battery is depleted, or when more power is needed, the gasoline engine works alongside or instead of the motor. The EPA states: “PHEVs produce tailpipe emissions when gasoline is being used as a fuel source.” A PHEV therefore needs both a charging routine and fuel, and it has two distinct energy sources.
Conventional hybrid electric vehicles (HEVs)
An HEV is the category most often confused with the others. It has an engine and one or more electric motors, and both draw on energy stored in a battery. However, under the DOE AFDC definition, an HEV does not plug in. Its battery is charged by regenerative braking, which recovers energy when the vehicle slows down, together with the engine. If a vehicle has a charging port for grid electricity, it is not a conventional HEV under this definition, and it is more likely a PHEV or a BEV. The term “hybrid” alone does not tell you whether the vehicle can be charged from an outside source.

The EPA’s 2024 terminology also names mild hybrids (MHEVs), which sit within its broader electrified category. Mild hybrids are not covered by the consumer comparison above, and their definition is specific to that rulemaking.
Fuel cell electric vehicles (FCEVs)
An FCEV generates electricity onboard in a hydrogen fuel cell, and that electricity drives an electric motor. The motor is electric, but the vehicle is not battery-only. It refuels with hydrogen rather than plugging in to recharge propulsion energy. Some official taxonomies, including the Australian Government’s glossary, include FCEVs within the EV family. Others, such as DOE AFDC’s list of BEVs, PHEVs and HEVs, leave them out. The EPA groups them with BEVs as zero-emission vehicles.

How to identify the type of a specific vehicle
Work through these checks in order, using the vehicle’s official specification rather than the badge alone, because marketing names are set by each manufacturer.
- Check whether the vehicle is powered by hydrogen. If it uses hydrogen refueling for propulsion, it is an FCEV.
- Check whether it has a charging port for grid electricity. If it does not, and it still has a gasoline engine and fuel tank, it is a conventional HEV under the DOE AFDC definition.
- If it does have a charging port and a gasoline engine, it is a PHEV.
- If it has a charging port and no gasoline engine, it is a BEV.
Emissions: what “zero” covers
A BEV produces no tailpipe emissions while driving. That does not mean its electricity generation or vehicle manufacturing produces no emissions. The EPA says total emissions associated with driving EVs are typically lower than those of gasoline cars, and that the comparison depends in part on the electricity source. A PHEV produces tailpipe emissions when it burns gasoline. Keep “tailpipe” or “direct” emissions separate from lifecycle or electricity-generation emissions when you describe any vehicle type.

Range figures and why the sources differ
Range numbers are useful only with their publisher and context. The following general figures come from two U.S. government sources, both checked in 2026:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- DOE AFDC describes the typical driving range of all-electric vehicles as 150 to 400 miles. That page does not date the range to a model year, so treat it as a general description, not a guarantee for a particular car.
- DOE AFDC also says most PHEVs can travel roughly 20 to 40 miles on electricity alone for typical daily needs. This is a general statement, not a specification for any particular vehicle.
- The U.S. Energy Information Administration (EIA) says new BEVs typically have a range of 114 to 450 miles. Its explainer also says PHEVs typically have an electric-only range of 8 to 45 miles.
The two sources give different ranges because they frame typical vehicles differently. Neither figure is a settled universal specification. For a particular vehicle, use the manufacturer’s stated range and check the test conditions it was measured under.
Charging and accessories
BEVs and PHEVs use external charging, so a charging cable or home charger is relevant only for those two types. Conventional HEVs do not plug in, and FCEVs refuel with hydrogen. Before buying a cable or charger, confirm that it is compatible with your specific vehicle and connector, and with the electrical supply at your location. A charger that fits one vehicle does not automatically fit another.
Quick Recap
Terms to use consistently
- Use “BEV” or “all-electric” for vehicles that run only on stored electricity and plug in.
- Use “PHEV” for plug-in vehicles with a gasoline engine.
- Use “HEV” or “conventional hybrid” for non-plug-in hybrids.
- Use “FCEV” for hydrogen fuel-cell vehicles, and state whether your definition of “EV” includes them.
- Use “tailpipe emissions” for exhaust from the vehicle, and “lifecycle emissions” for the wider picture.
