The Joint Doctrine Library page lists a December 2025 edition, but the full text is available only through JEL+, which requires CAC access. Readers without that access can use NIST’s publicly accessible glossary entry for intelligence, which shows several definitions, each tied to its named source. Use the DoD Dictionary for the official joint definition and NIST for a source-attributed public view.
There is no standalone “DoD intelligence glossary”
“DoD intelligence glossary” is best read as a lookup need rather than the title of one official publication. Department terminology is spread across several places: the joint dictionary, a separate repository for specialized terms, and the doctrine publications that define terms in context. A search for a single glossary file will often turn up a copy that may not match the current edition, so start with the official resources below.

Where to look, in order
- Start with the DoD Dictionary. Open the Joint Doctrine Library and find the entry “DoD Dictionary of Military and Associated Terms, December 2025.” The Joint Chiefs of Staff DoD Terminology Program calls this the primary military terminology source. The full dictionary requires CAC access through JEL+.
- Check the Terminology Repository for specialized terms. The program describes the Repository as covering specific and technical terms that fall outside the Dictionary, including terms that appear in official senior-leadership documents.
- Read the cited doctrine publication for context. A definition is most useful alongside its source. Where a definition is attributed to Joint Publication 2-0, read that publication to see how the term is applied.
- Use NIST’s public entry when CAC access is not available. NIST’s glossary entry for intelligence lists definitions under their source documents, so you can see the attribution for each one.
The program’s own guidance explains the order. Its statement reads: “Those who develop policies, strategies, plans, rules, doctrine, and assessments etc. should first access this official resource to determine if terms exist prior to pre-coordination of terms and glossary refinement.” The statement is from the official program page and names no individual speaker.
How the sources differ
| Resource | What it covers | Access | Edition or currency |
|---|---|---|---|
| DoD Dictionary of Military and Associated Terms | Primary source for general and universal joint military terms | Full text on JEL+, requires CAC access | Listed on the Joint Doctrine Library page as December 2025 |
| Terminology Repository | Specific and technical terms outside the Dictionary, including terms in official senior-leadership documents | Not stated in the program description | Not stated in the program description |
| NIST glossary entry for “intelligence” | Several source-attributed definitions, including statutory wording and a definition attributed to DoD Joint Publication 2-0 | Publicly accessible | Not stated; consult the attributed source for context |
What the NIST entry says about intelligence
NIST’s entry does not offer one universal definition. It places each wording under the document it comes from, and two of those wordings are useful for orientation:

- Under its statutory wording, intelligence is the product of collecting, processing, integrating, evaluating, analyzing, and interpreting available information concerning foreign countries or areas.
- Under a second wording, intelligence is information and knowledge about an adversary obtained through observation, investigation, analysis, or understanding.
The statutory wording also states that intelligence includes foreign intelligence and counterintelligence. Because these definitions come from different source contexts, do not merge them into one sentence. Quote whichever wording you need together with its attribution, and check the source document before relying on it for policy or analysis.

The December 2025 label is the edition date shown on the Joint Doctrine Library page. Exact entries from that edition are not visible on the public pages, so the wording of any DoD Dictionary entry should be checked in JEL+ before you present it as current text. If you cannot access JEL+, cite the NIST entry with its attribution and state that the DoD Dictionary wording was not checked.
